What H.R. 807 Would Do to Address Ransomware Attacks on Financial Institutions

H.R. 807 proposes a Treasury report on public-private coordination, agency access to ransomware reports and existing reporting rules—not new security mandates for financial institutions.

H.R. 807, the Public and Private Sector Ransomware Response Coordination Act of 2025, would require the Treasury secretary to report to Congress on how government agencies and financial institutions coordinate their response to ransomware attacks. The introduced bill does not itself impose new cybersecurity controls or incident-reporting duties on financial institutions; it calls for an assessment of current coordination and possible improvements.

What the bill proposes

Introduced in the 119th Congress, H.R. 807 directs the secretary of the Treasury to submit a report examining public-private coordination around ransomware affecting financial institutions. The bill’s stated purpose is to assess how that coordination can be improved, not to establish a new operational cybersecurity regime. Read the introduced bill text at Congress.gov.

What Treasury would examine

CyberScoop’s January 30, 2025 account of the proposal describes several subjects for the report. These are questions for Treasury to assess, not new requirements that the bill directly places on banks or other financial institutions.

  • Public-private coordination: How financial firms and government agencies coordinate cybersecurity practices to prevent and respond to ransomware.
  • Agency access to incident reports: Whether relevant federal agencies receive timely access to reports concerning ransomware attacks on financial institutions.
  • Existing reporting requirements: How current incident-reporting rules operate and whether they support an effective response.
  • Potential next steps: Whether additional legislation is needed, along with possible policy solutions Treasury could recommend.

CyberScoop’s coverage provides these details; the introduced bill text is the controlling source for what the proposal formally directs.

What H.R. 807 would not do on its own

Because the measure calls for a report and assessment, it should not be described as a new mandate to install specified security tools, meet a particular cybersecurity standard, or report an incident under a new deadline. Nor does the introduced text itself resolve which agencies should receive which reports or whether Congress should create further reporting rules. Those are matters the proposed review is intended to examine.

Who introduced it and what the record says about its status

Rep. Zach Nunn of Iowa introduced H.R. 807 on January 28, 2025, with Rep. Josh Gottheimer of New Jersey listed as a cosponsor. The official GovInfo record retrieved for the bill lists it as referred to the House Committee on Financial Services. View the GovInfo bill record.

That record confirms introduction and referral, but does not establish whether later committee or floor action occurred. The available status information is therefore not enough to call the measure enacted, passed, or currently pending. For a current legislative status, consult the official record rather than relying on its introduction-era coverage.

Why the proposal focuses on coordination

Ransomware incidents can raise questions beyond an individual firm’s technical defenses: who needs to know about an attack, how quickly information reaches relevant agencies, and whether existing reporting channels support a coordinated response. H.R. 807’s approach is to have Treasury review those connections and identify possible policy changes, rather than directly prescribing a new technical control.

In its January 30, 2025 report, CyberScoop attributed to the Director of National Intelligence a 67% increase in global ransomware attacks from 2023 to 2024. It also reported, citing Statista, that about 65% of financial institutions globally experienced a ransomware attack in 2024, compared with 34% in 2021. These are figures as reported by CyberScoop; they have not been independently verified here against the original DNI or Statista publications and should not be read as U.S.-only measures.

What happens next matters

The proposal’s practical significance would depend on the report’s findings and any subsequent legislative or regulatory action. A Treasury assessment could clarify gaps in information sharing or reporting, but the bill itself does not guarantee that agencies will receive new information, that firms will change their procedures, or that Congress will enact follow-up legislation.

The official introduced text is available from GovInfo. Rep. Nunn’s office also announced the proposal on January 27, 2025: Nunn’s announcement.
