What is France’s €500 million deeptech investment?
It is a French government package announced on 9 January 2023 under France 2030 to help turn scientific research into startups. The plan treats company creation as a route for bringing research into economic use, while recognizing that deeptech ventures often face long development timelines and substantial capital needs. Bpifrance and the French National Research Agency (ANR) operate the measures. The January 2023 announcement set out the €500 million allocation.
The Direction générale des Entreprises (DGE) defines deeptech as disruptive technologies rooted in major scientific or technological advances. These innovations can require years or decades of fundamental and applied research before reaching industrial or commercial use. What will the money fund?

The government also announced a €100 million deeptech equity fund separately. It should not be added to the €500 million package total. The announcement describes these as allocations; it does not establish that every euro has since been disbursed or quantify each measure’s results.

What does 500 deeptech startups a year by 2030 mean?
It is an annual creation target: France aims to create 500 deeptech startups per year by 2030. It does not mean 500 companies cumulatively, and the €500 million package does not guarantee that the target will be met. The 2026 DGE update says the creation target remains in place and reports nearly 400 deeptech startups created in 2024. That is progress toward the annual target, but still below 500. The government’s 2026 plan adds wider ambitions: at least €30 billion in public and private financing between 2025 and 2030, ecosystem revenue above €15 billion in 2030, and 100,000 direct jobs in deeptech companies. These are targets, not reported outcomes. DGE’s 2026 plan update
How has the strategy changed since 2023?
The 2023 announcement concentrated on the mechanisms for creating companies from research. By June 2026, the DGE framed the next phase around getting technologies from laboratories into factories and helping startups become competitive industrial companies. The shift reflects a different stage of the problem: research-based ventures may need patient capital and industrial pathways long after initial company formation. The 2023 allocations addressed early transfer and startup support; the newer ambitions emphasize financing and the growth of companies into industrial businesses. The €30 billion figure is a stated financing need across 2025–2030, not a new €30 billion government appropriation.

The DGE’s 2026 plan update reports nearly 400 deeptech startup creations in 2024. A separate DGE summary reports that the ecosystem raised €20 billion since 2019, supports 50,000 direct jobs, and has 150 industrial sites. The DGE summary also says €4.1 billion was raised in 2023, four times the 2019 level. That figure refers to fundraising in 2023, not a recurring annual amount or a forecast. The DGE’s 2026 plan update calls France the EU’s leading ecosystem for fundraising, while a separate DGE summary ranks it second in Europe. Because those pages do not explain the underlying datasets or definitions sufficiently to reconcile the claims, the rankings should not be treated as directly comparable.

What the investment does—and does not—establish
- It establishes public support mechanisms: university innovation hubs, reinforced startup support, the French Tech Lab grant, and maturation projects.
- It sets a continuing creation goal: 500 new deeptech startups per year by 2030, with nearly 400 reported for 2024.
- It signals a scale-up challenge: the 2026 strategy focuses on financing, industrial production, revenue, and jobs as well as startup formation.
- It does not prove causal impact: the published figures cited here do not independently evaluate how much of the reported startup creation or fundraising was caused by the €500 million package.
- It does not establish current eligibility: the 2023 announcement alone does not show whether a specific grant or program is still open or what its current application conditions are.
At the presentation of France 2030 on 12 October 2021, President Emmanuel Macron said: “Nous voulons nous doter d’une stratégie en investissement, en capital, dans la « deep tech » et dans les « start-up » industrielles.” The later €500 million package is one expression of that stated investment strategy.
