Yes—a Florida home seller can offer money toward a buyer’s mortgage rate buydown, but the buyer’s lender must confirm that the loan allows the arrangement and how the cost counts toward the seller-contribution limit. Before agreeing, ask the lender to calculate the buyer-specific cost, compare it with a price reduction, and explain the payment at both the subsidized and permanent note rates. Put any agreed contribution in the transaction documents, and do not describe a temporary payment as permanent.
What is a seller-paid rate buydown?
A mortgage rate buydown uses funds at loan origination to reduce the interest rate used to calculate some or all of the buyer’s mortgage payments. A home seller may offer funds for that purpose as part of a sale. The lender—not the seller—must determine whether the specific buyer’s loan can use the funds, what paperwork is required, and whether the amount fits the applicable contribution limit.

There are two broad arrangements. A temporary buydown subsidizes some early payments for a defined period while the loan retains its permanent terms. A permanent buydown lowers the rate for the loan term, generally through a loan-origination structure priced by the lender. The seller’s cost and the buyer’s payment effect depend on the loan, rate, duration, and available terms; there is no single standard price.
In either case, a buydown is a financing concession, not a change to the home’s price or a promise that the buyer will be approved. It also does not guarantee that the buyer will keep the mortgage for the full period or that the buyer will save a particular amount over time.

How does a temporary buydown work?
With a temporary plan, funds are set aside to subsidize the buyer’s payments during an agreed schedule. A familiar label such as “2-1” describes a schedule in which the payment rate is temporarily reduced relative to the note rate, then steps up; the lender must provide the actual schedule and dollars for the proposed loan. The buyer’s contractual note rate remains the permanent rate, and the payment eventually reaches the amount calculated at that rate.
For eligible Fannie Mae loans, the Selling Guide says a temporary buydown cannot last more than three years. The portion of the rate paid by the borrower may not increase by more than one percentage point in any one-year interval, and the borrower must qualify at the note rate. Fannie Mae also requires a written agreement, disclosure of the arrangement to Fannie Mae, the mortgage insurer, and the appraiser, and funding of a custodial account. These are Fannie Mae requirements, not universal rules for every type of mortgage.
Freddie Mac likewise limits temporary subsidy buydowns to eligible loans and properties. Its guidance caps the initial rate reduction at three percentage points and the plan at three years, and excludes specified loan types, including investment-property and cash-out refinance mortgages. For fixed-rate borrowers, qualification is based on the note rate. Program rules can differ, so a label or schedule that is available for one loan should not be assumed to work for another.

Can the seller buy down the buyer’s mortgage rate?
A seller can propose to fund a buydown, but the buyer’s lender must approve its use under the particular loan program and count it correctly under applicable interested-party contribution rules. For loans sold to Fannie Mae, the cost of a seller-funded temporary or permanent buydown is included in the interested-party contribution calculation and must fit the maximum financing concession that applies to the transaction.
There is no universal seller-credit cap that applies to every buyer or mortgage. The relevant limit depends on the financing program and transaction. The lender is responsible for identifying and checking the contributions. Ask the buyer’s loan officer to confirm the available limit in writing before the seller agrees to a dollar amount or promises a specific use of credit.
A buydown should be reflected in the transaction and closing documentation and disclosed to the lender as required. Fannie Mae warns that undisclosed contributions can make a loan ineligible for sale. Do not arrange an off-the-books payment or assume that funds described under a different label will be treated differently by the lender.

What should a Florida seller ask the buyer’s lender?
Ask for a loan-specific answer rather than relying on a general estimate or an online example. The lender should price the available choices, check program eligibility and contribution limits, and explain how the funds and schedule will be documented.
Recommended Free Tools
- Is this buydown allowed for the buyer’s actual loan? Ask the loan officer to identify the applicable loan program and confirm whether a temporary buydown, permanent buydown, or neither is available for this borrower, property, and transaction.
- What is the total seller-funded amount? Request the amount needed at closing for each proposed option and a breakdown of how it is calculated. Do not commit to a number based only on the plan’s name.
- How does the payment change over time? Ask for a written schedule showing the subsidized payment periods and the payment at the permanent note rate, using the buyer’s proposed loan terms.
- How will the buyer qualify? Confirm the qualifying rate and payment. Fannie Mae and Freddie Mac guidance for fixed-rate loans bases qualification on the note rate, not the temporarily reduced payment; the lender must explain the rule for this loan.
- Does the contribution fit the applicable limit? Ask the lender to count the buydown together with other seller-funded or interested-party contributions and identify any remaining permitted amount.
- What documents and disclosures are required? Ask who will prepare the written agreement, how the funds will be held and applied, and what must be provided to the lender, investor, mortgage insurer, appraiser, and closing parties.
- What happens if the buyer’s loan terms change? Ask whether a change in rate, loan amount, program, or closing date changes eligibility or the required contribution, and whether the seller would need to approve a revised amount.
These questions address financing mechanics. Florida-specific contract drafting, legal obligations, and tax treatment are separate issues: the cited agency guidance does not establish Florida state-law requirements, a legally sufficient Florida contract clause, or a seller tax deduction. Ask your own Florida real-estate or tax professional about those questions rather than treating the lender’s loan approval as legal or tax advice.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Should you offer a buydown or lower your asking price?
Compare the confirmed cash cost of the buydown with the seller’s cost and net proceeds under a price reduction or another lender-permitted concession. The comparison should use the same buyer loan assumptions and show both the buyer’s payment during any subsidy and the payment at the permanent note rate. A lower sale price and a buydown are not interchangeable: they affect the transaction in different ways, and the lender must confirm which options are usable.

| What to compare | Seller-funded buydown | Price reduction |
|---|---|---|
| Seller’s cash cost and net proceeds | Ask the lender for the required contribution and compare it with the seller’s expected net proceeds. | Calculate the proceeds at the reduced contract price, including any effects on transaction costs that apply to this sale. |
| Buyer’s payment | Use the lender’s schedule for subsidized periods and the permanent note-rate payment. | Ask the lender to recalculate the buyer’s loan and payment at the lower price; do not assume a fixed payment change. |
| Duration and future payment | Identify when the subsidy steps down or ends and what payment follows. | The lower price affects the loan amount rather than creating a scheduled subsidy step-up; the lender should calculate the actual result. |
| Loan eligibility and contribution limits | Confirm that the loan permits the plan and that the total contribution fits the applicable limit. | Ask the lender how the changed price affects the buyer’s financing and whether any separate concession rules apply. |
| Documentation and appraisal | Disclose and document the concession, and provide the plan to the lender and appraiser when required. | Document the agreed sale price and ensure the appraiser has accurate transaction information. |
There is no universal break-even point at which one choice becomes better. The answer depends on the loan balance, note rate, buydown price and duration, other concessions, and the buyer’s plans to refinance, sell, or keep the loan. A lender-generated comparison can show the buyer’s payment effects; the seller should use the same confirmed figures to evaluate net proceeds.
When a temporary buydown may fit the negotiation
A temporary buydown may be worth considering when the lender confirms eligibility and the buyer values reduced payments during the stated early period. The seller should be comfortable with the total contribution and should not present the initial subsidized payment as a lasting monthly cost. The buyer’s ability to afford the note-rate payment remains central to underwriting.

When a price reduction may be simpler to compare
A lower price avoids a temporary payment schedule, but it is not automatically less expensive or more valuable to either party. Its effect depends on the buyer’s financing and the seller’s proceeds. Request calculations for both choices instead of assuming that a dollar of price reduction has the same effect as a dollar of buydown funding.

How can a buydown affect appraisal analysis?
A seller-funded buydown is a concession that should be disclosed to the appraiser as required. Freddie Mac’s appraisal guidance says comparable-sale concession effects should be considered, but an adjustment should reflect the market’s reaction—not mechanically equal the concession’s dollar cost. The effect on a sale price can be lower than, equal to, or greater than the concession cost.
That guidance does not mean a buydown automatically lowers or protects a home’s appraised value. It means the appraiser should have accurate information to evaluate comparable transactions and the way concessions may have influenced their prices. Do not leave the concession out of the transaction records in an effort to shape an appraisal result.
How common are seller-paid buydowns?
Realtor.com Economic Research reported that, nationally, 4.6% of new-construction listings and 1.2% of existing-home listings offered mortgage rate buydowns in 2024’s fourth quarter. The analysis used Realtor.com listing and promotion text through December 2024 and was published in 2025. It also reported a 4.5% share for new-construction listings in the South region in that quarter. Florida is in the Census South region, but that regional figure is not a Florida-specific rate and does not describe the share of Florida sellers offering buydowns.
These figures provide context, not a recommendation or a forecast for a particular home. They distinguish listing offers from completed transactions and should not be read as proof that a buydown will sell a home faster, support a higher price, or secure a buyer’s financing.
Quick Recap
