At a February 26, 2025, White House cabinet meeting, he used the brief cancellation and restoration of Ebola-prevention work connected with USAID as an example of how DOGE was moving quickly—and making mistakes. The headline’s “he alone decides” is a characterization of that episode, not a direct quote. The larger question is who has authority over federal spending: Congress appropriates the money, while the executive branch administers it under statutory rules.
What did Musk say about Ebola-prevention funding?
In a February 26, 2025, report, Matt Novak of Gizmodo quoted Musk saying that DOGE had briefly and accidentally canceled Ebola-prevention work connected with USAID, then restored it. Musk said, “So for example, with USAID, one of the things we accidentally canceled very briefly was Ebola prevention. I think we all want Ebola prevention. So we restored the Ebola prevention immediately. And there was no interruption.”
He added that the government needed to move quickly to pursue a $1 trillion deficit-reduction goal for fiscal year 2026. That figure was Musk’s stated goal, not a verified savings total or an independently validated projection.
Gizmodo linked to the White House cabinet-meeting video, but the video endpoint was not independently reviewed for this account. The quoted remarks are therefore attributed to Musk as reported by Gizmodo.

Why is the account disputed?
Craig Spencer, whom Gizmodo identified as a Brown University public-health physician and Ebola survivor, challenged Musk’s assertion that there was no interruption. Spencer wrote that after Uganda reported an Ebola outbreak on January 29, 2025, U.S. experts were not sent to assist, border screening and on-the-ground measures were not initiated as usual, and CDC staff were not permitted to speak with the World Health Organization.
These are competing descriptions of the episode. Musk described a brief cancellation followed by immediate restoration and no interruption; Spencer described missed response activities. The cited reporting does not independently establish which operational measures were interrupted, how any particular funding decision affected them, or whether the accounts can be reconciled.

Who has authority over federal spending?
Congress holds the constitutional power of the purse: it enacts appropriations that authorize federal agencies to spend money for specified purposes. The executive branch implements those laws, but a decision to delay, withhold, or cancel spending is not simply a matter of personal discretion.
The Government Accountability Office’s December 10, 2018 decision, B-330330, explains that the Impoundment Control Act of 1974 (ICA) sets procedures for proposed rescissions and certain temporary withholdings. GAO wrote: “The Constitution vests in Congress the power of the purse, and Congress did not cede this important power through the ICA.”

GAO’s appropriations-law overview distinguishes rescissions—proposals to cancel budget authority—from deferrals, or temporary delays in making funds available. Under the rules summarized by GAO, a rescission proposal triggers a limited period of congressional consideration: up to 45 days of continuous congressional session in the relevant process. If Congress does not enact a rescission, the 2018 decision says the President may not withhold fixed-period funds through their expiration.
This framework describes general legal limits; it does not, by itself, determine whether any specific DOGE or agency action was lawful. That would depend on the relevant appropriation, the action taken, and the applicable facts and law.
