African cement economics are local rather than continent-wide. Urbanisation, population growth and infrastructure spending create demand potential, but interest rates, incomes, public budgets, weather and political risk determine how much cement is actually sold. Prices then reflect each country’s effective capacity, competition, imports, transport costs and input costs. A producer’s margin depends on how well it converts its realised price and volume into cash after energy, materials, logistics, finance and foreign-exchange costs.
Africa is a collection of cement markets, not one market
A cement plant sells into a specific transport radius, regulatory system and currency zone. A producer may face excess capacity in one country, a shortage in another and export opportunities from a third. That is why there is no defensible single current African cement price or continent-wide producer margin.

Demand also varies by geography and by definition. Dangote Cement chief executive Arvind Pathak wrote in the company’s FY2024 annual report that, “Despite a challenging macroeconomic environment, demand for cement across Sub-Saharan Africa (SSA) remained resilient, driven by rapid urbanisation, population growth, and government-led infrastructure initiatives.” This is management’s assessment of the company’s markets, not an independently measured regional consumption series. Dangote Cement’s 2024 annual report also described stronger performance in East and West Africa than in Southern Africa during 2024.

Heidelberg Materials gave a different, later retrospective description. Its 2024 annual report said, “Demand for building materials in the countries south of the Sahara stagnated in 2024 compared with the previous year.” That statement covers building materials rather than cement alone and reflects the company’s market assessment. Heidelberg Materials’ Annual Report 2024 therefore cannot be treated as a direct contradiction or a replacement for a cement-only statistic.

Structural demand supports
- Population growth expands the number of households, commercial buildings and public facilities that may require cement.
- Urban migration increases construction in cities and along transport and utility corridors.
- Government roads, bridges, ports, power projects, schools and housing programmes can create large, concentrated orders.
- Private housing demand can add a more fragmented stream of bagged-cement sales.
Factors that turn potential into actual sales
High potential demand does not guarantee volume in a particular year. Mortgage and business borrowing costs can delay projects; inflation can reduce household purchasing power; and constrained public budgets can postpone infrastructure. Construction activity is also affected by election uncertainty, security conditions and rain. Dangote cited weather effects in Tanzania and election uncertainty in Senegal and South Africa when explaining regional volume performance.

How demand becomes tonnes sold
Consumption is realised when projects can obtain cement at an affordable delivered cost. A national market can have strong underlying construction needs while sales fall because financing is unavailable, a currency crisis raises prices, or security and weather prevent work from proceeding.

A producer may lose share to rivals even while the market grows, or increase sales through exports when domestic demand is weak. Installed capacity is another imperfect guide: a plant’s nameplate tonnes per year do not show whether it has fuel, working capital, reliable electricity, transport access or enough orders to run at that level.
How the supply-demand balance sets cement prices
There is no single African “cement price.” Prices are negotiated or posted locally and differ by product specification, bag or bulk format, customer, taxes, distance from the plant and the date of sale. The central market mechanism is the relationship between effective supply and demand.

Capacity and utilisation
When several plants have spare capacity, producers may compete for distributors and large projects. Competitive selling prices can weaken even if the industry has invested heavily. World Cement’s January 2025 outlook linked rapid capacity expansion with a weaker supply-demand balance and expected competitive selling prices. A 2022 PPC/GIBS industry report is useful historical context for earlier oversupply and price competition, but it is not evidence of current conditions. The PPC/GIBS report should therefore not be used to quote a present-day price.
Conversely, a market with plants operating near practical capacity can support firmer selling prices, subject to imports and regulation. Dangote reported full capacity in Senegal and Ethiopia and near-full capacity in Cameroon. Those are company-specific operating descriptions, not proof that every plant or customer in those countries faced a shortage.

Imports, exports and competitor strength
Imports can discipline domestic prices when ports, foreign currency and logistics make imported cement or clinker economical. Exports can absorb surplus production and reduce the need for a producer to cut domestic prices to keep a plant running. Nigeria illustrates the latter: Dangote’s report described surplus capacity that enabled cement and clinker exports to neighbouring markets. Chair Aliko Dangote was quoted by World Cement saying, “Nigeria used to be the second-largest importer of cement in the world. Now we export more cement than any other African country.” World Cement carried the statement; the underlying ranking was not independently verified. Read the World Cement report.
Delivered cost and market geography
Cement is heavy and relatively low value per tonne compared with its transport weight. A plant may be competitive close to its kiln but not hundreds of kilometres away. Road quality, fuel prices, border procedures, port handling and availability of trucks all affect the delivered price. Two cities in the same country can therefore experience different prices, and a coastal importer can face a different supply curve from an inland customer.
How input costs and currency shocks reach the selling price
A producer’s cost base normally includes thermal fuel, electricity, clinker and other materials, packaging, labour, maintenance, transport, selling expenses, finance and taxes. Their relative importance differs by plant and country, but several pressures recur in company disclosures.

Energy and fuel
Kilns require intense heat, while grinding and packing require dependable electricity. Dangote said lower coal prices benefited some pan-African operations in 2024. The benefit is not universal: fuel prices, supply contracts and the ability to substitute fuels differ by site. Electricity reliability can also force a plant to use more expensive backup generation.
Imported materials and spare parts
Dangote reported that currency depreciation increased the local-currency cost of imported inputs such as gypsum and spare parts. A weaker currency can raise costs before a producer has adjusted its price list, compressing margins. If the producer raises prices, customers may reduce purchases or switch suppliers, so the cost shock can be shared between volume, price and margin.
Coal access and operating adaptation
In Ethiopia, Dangote said renewed security concerns and restricted access to imported coal from South Africa affected operations at its Mugher plant. The company responded with alternative fuels and by optimising the cement-to-clinker ratio. Such measures can reduce exposure to a particular imported input, but they require suitable equipment, quality control and reliable local supply.
Local sourcing, efficiency and logistics
Local procurement can reduce foreign-exchange exposure and shorten supply chains. Better kiln availability, maintenance, dispatch planning and route management can lower cost per tonne even when selling prices are unchanged. These actions matter because a producer cannot always pass every cost increase to customers in a competitive market.
How selling prices and volume become profit margins
A useful analytical frame is:
Operating result ≈ (realised selling price × tonnes sold) − production costs − distribution costs − finance and foreign-exchange costs.

Realised price is what the producer actually keeps after discounts and product mix, not a headline retail price. Volume determines how fixed kiln, quarry and administrative costs are spread. A plant running closer to practical capacity can lower fixed cost per tonne, while a fall in volume can have an outsized effect on profit.
Dangote’s pan-African results show why revenue growth is not volume growth
Dangote’s pan-African segment means its operations outside Nigeria. Its 2024 results reported:
| Measure | 2024 | Change from 2023 | Qualification |
|---|---|---|---|
| Sales volume | 11.1 million tonnes | Down 1.1% from 11.3 million tonnes | Pan-African operations only |
| Revenue | ₦1,481.4 billion | Up 60.0% | Selected-country price increases and naira translation effects supported the increase |
| EBITDA | ₦345.3 billion | Up 30.9% from ₦263.7 billion | Reported before central costs and eliminations |
The figures show that nominal revenue can rise while physical volume falls. Price changes, currency translation and cost movements all operate alongside tonnes sold. Lower coal prices helped some operations, but the reported EBITDA is a company portfolio result, not a benchmark for African producers.

Country examples: why local conditions matter
Nigeria: surplus capacity and macroeconomic pressure
Dangote described Nigeria’s 2024 environment as affected by currency depreciation, inflation, higher policy rates and higher fuel costs. Those conditions can raise both household construction costs and producers’ operating expenses. At the same time, surplus capacity enabled cement and clinker exports, providing an outlet beyond domestic demand. The result is a market where export logistics and neighbouring-country demand can influence domestic utilisation and pricing decisions.
Ethiopia: a plant-level supply and fuel case
Dangote reported 2.3 million tonnes sold from its 2.5 million-tonne-per-year Mugher plant in 2024, down 4.7% year on year. It attributed the decline mainly to renewed security concerns and restricted access to imported coal from South Africa. Alternative fuels and a lower cement-to-clinker ratio were part of the operational response. These numbers describe one company’s plant, not Ethiopia’s entire cement consumption.
East, West and Southern Africa
Dangote’s 2024 report described stronger performance in East and West Africa than in Southern Africa, while Heidelberg Materials characterised south-of-Sahara building-material demand as stagnant. The broad lesson is not that one sub-region always grows faster, but that national construction cycles, currencies, weather, elections, security and competitive capacity can produce diverging outcomes within the same year.
How to analyse a cement market without mixing incompatible numbers
Before comparing a country, producer or year, identify the definition behind every figure:
| Comparison axis | Question to ask |
|---|---|
| Product scope | Is the figure cement, clinker, or all building materials? |
| Time period | Is it a calendar year, a company fiscal year, or a forecast period? |
| Geography | Is it one country, a sub-region, a pan-African portfolio, or global operations? |
| Demand measure | Does it measure national consumption, company sales, or shipments? |
| Capacity measure | Is it installed nameplate capacity or actual utilisation? |
| Sales channel | Are domestic sales separated from exports? |
| Currency basis | Are results in local currency, translated group currency, or inflation-adjusted terms? |
| Profit measure | Is it EBITDA, operating profit or net income, and are central costs included? |
A sound country analysis should combine construction indicators with plant-level evidence: public works awarded and completed, housing starts, interest rates, cement dispatches, imports and exports, operating capacity, fuel availability, electricity costs, exchange rates and logistics. It should also state whether a number is audited, management-reported or forecast.
What the available evidence can—and cannot—say
- It supports structural demand drivers such as urbanisation, population growth and infrastructure, but not a uniform growth rate for every African country.
- It supports a local supply-and-demand explanation for prices, but no comparable current retail or ex-works price series by country is established here.
- It supports energy, imported-input, currency and logistics mechanisms that affect margins, but each plant’s cost mix is different.
- It provides named-company results for Dangote and PPC, not a representative African margin benchmark.
- Currency, energy, utilisation, prices and margins can change quickly, so 2024 and FY2025 figures should not be presented as current 2026 conditions without an updated source.
The practical conclusion is that cement profitability in Africa comes from the interaction of local demand, effective capacity, delivered competition and operational execution. A market may offer strong long-term construction potential yet produce weak near-term margins if capacity outruns sales or imported costs surge. Conversely, disciplined pricing, high utilisation, export access, fuel flexibility and cost control can improve a producer’s results even when tonnes sold or revenue growth is modest.
