In the first week of Donald Trump’s second term, the administration created a new DOGE structure and froze most civilian hiring across the executive branch. Those were consequential actions, but “wreaked havoc” is an opinionated description, not a measured finding. The record distinguishes what the January 20 orders directed from what was documented later.
What changed during DOGE’s first week?
On January 20, 2025, President Donald Trump signed two separate actions: Executive Order 14158, which established the DOGE structure, and a presidential memorandum imposing a broad federal civilian hiring freeze. Both were issued on the first day of his second term; the freeze was an administration action, not an order authored solely by DOGE.
The DOGE order set up an organization and an agenda
Executive Order 14158 renamed the United States Digital Service as the United States DOGE Service (USDS), created a temporary organization for an 18-month agenda, and directed agency heads to establish DOGE teams within 30 days. Its stated purpose was to modernize federal technology and software to improve efficiency and productivity. The order said its purpose was to “implement the President’s DOGE Agenda, by modernizing Federal technology and software to maximize governmental efficiency and productivity.” Read Executive Order 14158.
The order also directed agency heads, to the maximum extent consistent with law, to ensure USDS had “full and prompt access” to unclassified agency records, software systems, and IT systems. It required adherence to data-protection standards and said implementation must be consistent with applicable law. This established direction and authority in the order; it does not show that every agency provided immediate or uniform access.

The hiring freeze applied across the executive branch
A separate January 20 memorandum generally barred filling civilian vacancies that existed at noon that day and creating new positions. It included exceptions and allowed the Office of Personnel Management (OPM) to grant exemptions. The memorandum assigned the Office of Management and Budget, in consultation with OPM and the USDS administrator, to prepare a plan for workforce reduction through efficiency improvements and attrition. The freeze therefore reached beyond DOGE’s internal organization: it was a presidential policy for the executive branch. The text connected USDS to workforce planning, but that connection is not evidence that DOGE alone made the freeze decision.

What the first-week record does—and does not—show
The January 20 actions rapidly established formal authority and imposed a constraint on most civilian hiring. They do not, by themselves, establish how completely the access directive was implemented, how many positions went unfilled in the first week, or a quantified level of disruption. No sourced statistic establishes a first-week “havoc” total.
- Formal authority: The DOGE order called for agency teams and access to unclassified systems and records, subject to law and data-protection requirements.
- Documented implementation: The order’s language is not proof that every agency granted access immediately.
- Policy scope: The hiring freeze covered most executive-branch civilian hiring, with exceptions and an exemption process.
- Attribution: The freeze was a presidential action, even though USDS was included in the workforce-planning process.
Which developments came after the opening week?
February 6: Treasury access became a legal and policy dispute
Reuters reported on February 6 that the Treasury Department had agreed temporarily to block additional DOGE-affiliated access to payment records while litigation proceeded. Treasury lawyers said two DOGE-affiliated people, who were special government employees at Treasury, had read-only access. This was a reported interim arrangement in a contested access dispute—not a finding that DOGE had improperly used the records. Reuters’ account of the Treasury arrangement.

February 11–12: Workforce policy and reported effects broadened
On February 11, the White House issued a separate workforce-optimization order. It followed the January 20 freeze and should be understood as a subsequent step in the administration’s workforce policy, not a first-week outcome. Read the workforce-optimization order.
In February reporting, the Associated Press said there was no official total for federal firings or layoffs. It reported that OPM put acceptance of the deferred-resignation offer at about 75,000 employees as of February 12, and described the civilian federal workforce as 2.4 million. Those are later figures; the 75,000 figure is not a count of first-week job losses or a measure of DOGE cuts. Read the AP report on federal workforce changes.

March 10: A preliminary court assessment addressed USDS authority
In a preliminary FOIA ruling on March 10, U.S. District Judge Christopher R. Cooper concluded that the plaintiffs were likely to succeed in showing USDS wielded substantial independent authority. He wrote that “USDS appears able to do this in part because of its access to many agency’s IT systems, which help the department carry out its objectives at warp speed.” The opinion was preliminary, not a final ruling on every DOGE action; the court also noted that much, though not all, of the evidence behind its preliminary conclusion came from media reports, and that USDS had not contested the pertinent factual allegations. The first week brought a formal DOGE structure, an agency-team mandate, an access directive, and a government-wide hiring freeze. Those measures support describing a rapid change in federal organization and hiring policy. Whether the changes amounted to “havoc” is a judgment; the cited orders, reporting, and preliminary court opinion document actions and disputes, not a standardized measure of havoc. The Treasury dispute, workforce figures, and court assessment help explain the wider controversy, but each occurred after January 27.
