A positive feasibility study is a decision gate—not a construction permit, a financing commitment, or proof that construction is ready to begin.
What changes after a feasibility study?
A feasibility study brings together the evidence needed to assess whether a deposit can be developed as a mine and processing operation. It considers the resource, proposed mining method, processing approach, infrastructure, costs, environmental and social matters, and eventual closure. Its purpose is to support a decision about whether and how to proceed; it does not, by itself, authorize construction.
The International Atomic Energy Agency (IAEA) describes a positive feasibility result as a stage gate into mine development. Development then involves activities such as engineering, procurement, construction, testing, and commissioning. In practice, work can overlap: permitting, engineering, financing, and contracting do not necessarily wait until a single study is formally complete. The point is that the owner needs enough confidence and authorization to commit to the next stages.
Which technical questions must be resolved?
The investment case depends on whether the proposed mine and mill can be built and operated using the characteristics of the actual deposit. The work leading into feasibility includes resource and reserve definition, metallurgical testing and flowsheet development, mine planning, geotechnical investigation, infrastructure assessment, and cost estimation. IAEA stage descriptions also identify pilot metallurgical testing, environmental assessment, and economic assessment among the work that informs development.

- Deposit confidence: The resource and reserve basis must be sufficiently understood to support the planned mine design and production assumptions.
- Mining and processing: The mine method, ore handling, processing flowsheet, and plant design need to be defined to a level appropriate to the investment decision.
- Site and infrastructure: Investigations must address project-specific needs such as water, power, transport, and other supporting infrastructure.
- Waste and tailings: The design must account for waste rock, tailings, and the management measures required for the project.
- Cost and schedule basis: Estimates need to reflect the selected design and the work required to build and operate it, rather than relying on an underdeveloped concept.
Technical maturity is not the same as certainty. The relevant question is whether remaining uncertainty is understood and acceptable for the decision being made—not whether every engineering detail has already been settled.
What environmental and regulatory work remains?
Environmental work begins during feasibility and becomes more detailed as the design develops. The project needs baseline information, an assessment of likely impacts, mitigation and monitoring plans, public engagement where required, and plans for closure. The assessment has to match the proposed mine and processing design and the applicable local rules.
Uranium mines share many environmental issues with other mines, but radioactive materials and tailings bring additional radiological management and health-and-safety considerations. The World Nuclear Association’s Environmental Aspects of Uranium Mining, updated 30 April 2024, describes these issues. The specific controls and approvals depend on the country and subnational jurisdiction.

A project may need reviews or approvals from multiple government authorities, and public comment can form part of the process. IAEA material includes a Canadian mine-and-mill licensing example; it illustrates one system, not a universal permit sequence. A feasibility result cannot substitute for those approvals.
Does the project’s economics support construction?
The economic case needs to cover the project over its lifecycle, not just the cost of extracting ore. The World Nuclear Association’s Uranium Mining Overview discusses the economics of uranium mining; for a project-level decision, the relevant inputs include construction capital, mine and mill operating costs, financing costs, infrastructure, operating inputs, freight, taxes and royalties, and provisions for environmental management, closure, and waste.

Production and commodity-price assumptions matter, but a feasibility result alone does not establish that a project has secured funding or that its owner has approved the required investment. Financing structure and decision thresholds are project-specific. The sources do not establish a universal uranium price, required return, or debt-to-equity condition that marks a project as construction-ready.
For a reader assessing a public company or project announcement, separate the study’s economic case from the funding status. Look for what the study assumes, whether funding has actually been arranged, and whether the owner has made its own investment decision. Do not treat a projected return or an announced financing plan as equivalent to money committed and available for construction.
What makes a project executable?
A selected design has to be translated into work that can be procured, built, and brought into operation. IAEA describes engineering, procurement, mine and plant construction, testing, and commissioning as mine-development activities following feasibility. Readiness therefore includes more than a technically plausible plant layout.
- Engineering must be mature enough to define the facilities, infrastructure, and construction scope.
- Procurement packages and contracts must support the intended construction sequence.
- Site infrastructure, project controls, and management systems must be adequate for the work.
- The owner and its contractors need the capacity to execute safely under the project’s conditions.
- Testing and commissioning must be planned so the completed mine and plant can be brought into operation.
These elements vary with the project and jurisdiction. The sources do not establish one global readiness threshold or a single checklist that makes every uranium project ready to build.

Use the same questions for each project, and distinguish evidence in hand from plans still to be completed. This comparison framework synthesizes IAEA feasibility and development categories with the review categories used in its Niger case study; it is a practical way to organize due diligence, not an official universal scorecard.

Compare the status and evidence behind each area, rather than relying on a project label such as “feasibility complete.” A project can be advanced in one area and still face unresolved work in another.

Why there is no universal construction-readiness checklist
Approval authorities, required studies, public processes, and the sequence of decisions depend on jurisdiction. Canada’s licensing example from the IAEA is useful for understanding that licensing review can span project phases and include environmental assessment, but it should not be applied automatically to a mine in another country. The Niger case study is similarly specific to its national process.
Construction also requires separate commercial and regulatory decisions. The owner decides whether to commit capital; the relevant authorities decide whether the project meets legal requirements. A positive feasibility study may inform both decisions, but it cannot replace either one. The project’s status should therefore be described in terms of its actual study, permit, financing, and execution milestones—not an assumed global sequence.
Keep the scope on uranium mining
This transition concerns uranium extraction and processing projects. Nuclear power plants also involve feasibility, investment decisions, financing, and construction, but their licensing framework is not automatically the framework for a uranium mine or mill.
