Food affordability has two related but distinct meanings: what it costs as it moves from farms through processing and retail, and whether households can afford a diet that meets nutritional needs. A farm price, grocery price, farm-to-retail spread, and household diet-affordability measure answer different questions; none alone tells the whole story.
What does food affordability measure?
For supply-chain analysis, affordability concerns the prices and costs food accumulates at successive stages. For households, it concerns the cost of a defined diet in relation to income or food spending. A meaningful comparison therefore needs a named measure, location, time period, product and—when household access is at issue—a diet standard and resource benchmark.
Prices at different stages
- Farm-gate or producer price: What the producer receives when the product leaves the farm. It does not include later transport to market, first-sale charges, warehousing, processing or other selling costs. FAO explains these price concepts.
- Wholesale price: The bulk price paid by retailers and other buyers. It can include transport after the farm gate, incidental expenses and the wholesaler’s margin.
- Retail price: What consumers pay, including retailer expenses and margin.
These are prices at different transaction points, not interchangeable measures of the cost faced by a household.
Farm-to-retail spread and farm share
The farm-to-retail price spread compares a food’s retail price with the farm value of the agricultural commodities used in it. The farm share is that farm value divided by the retail price. Both depend on the product, processing and sales channel. Less-processed foods generally have a larger farm share than highly processed foods, but there is no single share that applies to all food.

A spread is not a direct measure of retailer profit. It can reflect processing, packaging, storage, transport, wholesale and retail services, labor and other inputs, coproducts and margins. USDA’s method uses retail and farm prices, coproduct values and conversion factors; its price-spread documentation explains the comparison.
Why isn’t the farm price the same as the grocery price?
Food changes hands and may be transformed between the farm and the consumer. Each stage can add costs and services, and the commodity entering a processed food may not map one-to-one to the final product. The gap between farm value and retail price therefore includes more than the amount retained as profit.

Nor does a change in farm prices necessarily pass through to consumers one-for-one. USDA says price spreads can illustrate what retail prices might do if a farm-value change were fully passed through and marketing costs did not change. That is a conditional scenario, not a guarantee about actual prices; marketing costs and pass-through behavior can vary. USDA’s producer-to-consumer analysis discusses that relationship.
Two USDA tools answer different questions
USDA’s Food Dollar describes the distribution of value across U.S. domestic food-supply-chain industries using accounting views. Price spreads compare particular retail foods or baskets with corresponding farm commodity values. They are related tools, but they are not interchangeable. Use a Food Dollar measure to discuss industry value shares; use price spreads to examine a specific food’s farm and retail values.

What do the U.S. Food Dollar figures show?
USDA Economic Research Service’s revised Food Dollar model reports that in 2024, farms received 11.8 cents of each U.S. consumer dollar spent on domestically produced food; the marketing share was 88.2 cents. ERS updated the model and underlying sources in March 2026 and broadened its food definition to include bottled water, soft drinks, coffee, tea and beverage materials. These are U.S. domestic-food-spending figures under that revised definition, not a universal split for all food or countries. See USDA ERS Food Dollar summary findings.
The share also differs by channel. For 2024 U.S. spending, the reported farm share was 18.5 cents per dollar for food at home and 7.1 cents for food away from home. ERS attributes the difference in part to additional processing and transportation for food away from home, as well as distinct supply-chain structures and market factors. These figures describe separate channels, not a single farm share.

How can a product’s farm share change?
A product-specific example shows why a general rule is misleading. In USDA ERS’s figures, dairy farmers received 36 percent of the retail price of cheddar cheese in 2022, up from 29 percent in 2021. The farm value of the milk used in one pound of cheddar, after accounting for whey coproduct value, rose to $2.06 in 2022 from $1.57 in 2021. Those are cheddar-specific figures for those years, not a typical share for dairy or food generally. USDA’s price-spread charts provide the underlying context.

Supply-chain prices describe market transactions; by themselves, they do not show whether people can afford food. Household affordability requires both a defined diet and a resource measure. The World Bank and FAO’s Food Prices for Nutrition approach estimates the cost of the least expensive locally available combination of foods that meets dietary guidance, then compares the cost with income or food-expenditure measures. Its indicators include diet costs per person per day, the number and share of people unable to afford diets, and ratios to food expenditures or the food component of international poverty lines. The DataHub reports coverage of more than 170 countries and uses observed consumer prices and household expenditures. Its healthy-diet cost is calculated for a representative adult; it should not be treated as the exact cost of every household’s shopping basket or nutritional needs.
Global indicators need their reference year and method
For 2025, the DataHub reports a global average healthy-diet cost of $4.28 per person per day in purchasing power parity (PPP); it also reports a simple global average of $4.70. These are two different averages, so the averaging basis matters when comparing them.
The same 2025 reporting estimates that about 2.7 billion people could not afford a healthy diet, approximately 109 million fewer than in 2024. These are modelled global indicators, and the page notes that estimates reflect updated international poverty lines in 2021 PPPs. They are not a count of people in any one country or a direct measure of the price of a particular grocery basket.
How to compare food affordability fairly
Before comparing figures, identify what each one measures. A useful comparison specifies:
- Stage: farm-gate, wholesale, processing, retail or household diet cost.
- Product and processing: whole ingredient, minimally processed food or multi-ingredient packaged product; note commodity conversion and coproduct treatment when relevant.
- Channel: food at home or food away from home.
- Place and period: geography and reference year; clarify whether values are nominal, inflation-adjusted or PPP-based.
- Measure: price level, inflation or index change, farm share, spread, supply-chain value added, diet cost or affordability relative to income or expenditure.
- Household benchmark: the diet standard and income or expenditure threshold used.
Current price information also matters for decisions along the chain. FAO notes that up-to-date prices as commodities change hands can improve market transparency and efficiency, helping producers, traders, consumers and policymakers make better decisions.
