In December 2024, Intel CFO and interim co-CEO David Zinsner said he expected the company’s next chief executive to have experience on both the foundry and product sides of the business. He also said he was not involved in choosing the successor. His comments captured Intel’s two-part challenge: compete with its chips while rebuilding manufacturing capabilities.

What did David Zinsner say about Intel’s next CEO?

In a December 5, 2024 report, HotHardware, attributing the remarks to Reuters, reported that Zinsner expected the next CEO to bring capability in both foundry and product operations. He said he was not part of the selection process. This was Zinsner’s expectation, not a published job description or confirmed list of board requirements.

The distinction matters: the board’s formal role was to identify, evaluate and recommend candidates, while Zinsner was describing the combination of expertise he thought Intel would need.

Why did Intel need both product and foundry experience?

Intel had to manage two connected but different priorities: selling competitive processors and other products, and restoring its manufacturing position while developing its foundry business. A product-focused leader would need to understand chip design, customers and portfolio execution. Foundry leadership involves manufacturing operations and the effort to produce chips for outside customers as well as Intel.

Intel’s December 2024 SEC filing described both priorities: putting products at the center while returning to process leadership and improving foundry capabilities. That company statement provides context for Zinsner’s view, but it does not establish that the board adopted his forecast as its selection criteria.

What happened in Intel’s CEO search?

Intel’s December 3, 2024 Form 8-K says Pat Gelsinger’s resignation took effect December 1. The board appointed Zinsner and Michelle Johnston Holthaus interim co-CEOs and created a search committee to identify, evaluate and recommend a permanent CEO. Holthaus was also appointed CEO of Intel Products.

The search discussed in the December 2024 coverage is a historical episode, not an open search. A June 2026 conference summary identifies Lip-Bu Tan as Intel’s CEO, and Zinsner referred to Tan as driving the company’s transformation in an August 2026 conference discussion. These later comments describe subsequent strategy, not what Zinsner said during the 2024 search.

How did the strategy discussion develop after 2024?

At a June 2, 2026 Bank of America conference, Zinsner described Intel’s assets as x86 chip design and front-end and back-end manufacturing, while emphasizing execution and culture as central turnaround issues. The account is a conference summary, so it should not be treated as a substitute for a transcript when quoting detailed figures.

At a Deutsche Bank conference on August 26, 2026, Zinsner discussed process execution, advanced packaging, data-center CPU demand and capacity investment. He said 18A yields were progressing against internal milestones and discussed a planned 14A high-volume manufacturing target of 2028. Those were dated management comments and forward-looking plans, not independently verified outcomes. They help explain why manufacturing expertise continued to matter, but they should not be read back into the 2024 CEO search.

What should readers take from Zinsner’s comments?

  • Zinsner’s stated expectation joined product and foundry capability rather than presenting them as competing choices.
  • He explicitly said he was not involved in the selection process; the board search committee held the formal responsibility.
  • Intel’s business challenge involved product competitiveness and manufacturing recovery at the same time.
  • Any projections in the 2024 coverage about 2025 foundry margins, cost reductions or wafer mix were forecasts made then, not evidence of results.
