In the United States, a wallet is not a single reporting channel. A broker may send the IRS a Form 1099-DA, the broker may retain identifying transaction data, and a public blockchain may display transfers independently of both. Those layers overlap, but none is a complete record of your tax liability or your identity.
The practical result is simple: keep your own reconciled records, calculate basis when the form does not provide it, and do not treat the absence of a tax form as proof that a transaction is private or non-taxable.

What crypto wallet reporting actually covers
Form 1099-DA is an information statement for certain digital-asset sales made through a covered broker. It is not a tax return and it is not a complete calculation of your gain or loss. The final federal regulations generally focus on brokers that take possession of the digital assets being sold. That category can include custodial trading platforms, certain hosted wallet providers, kiosks and some payment processors.

The digital assets remain recorded on a distributed ledger; the wallet software or device controls the keys that authorize transactions. A self-hosted wallet therefore is not automatically a reporting entity, and a wallet address is not automatically a legal name.

The final rules exclude decentralized or other non-custodial brokers that do not take possession of the assets. Treasury and the IRS said they intended to address that category in separate rules, so you should not assume that every decentralized transaction is covered by the current broker regime.
Three different questions are often confused
- What is filed with the IRS? A covered broker can file a 1099-DA containing broker and recipient information and reportable proceeds, with basis information when the applicable rules require it.
- What does a broker keep? For covered sales, regulations require collection and generally seven-year retention of transaction IDs and digital-asset address information, subject to specified exceptions. Those identifiers are not required to appear on the 1099-DA itself.
- What can anyone see on a blockchain? On-chain transactions are recorded on a distributed ledger that observers can inspect. That public record is separate from information held in an IRS return file.
Reporting timeline: 2025 proceeds and 2026 basis
The transition is important because a statement for one year may contain less information than taxpayers expect.
| Transaction timing | General broker obligation | What you must do |
|---|---|---|
| On or after January 1, 2025 | Covered brokers generally report gross proceeds for reportable transactions. | Reconstruct your own basis and holding details; a 2025 statement generally will not supply basis. |
| On or after January 1, 2026 | Basis reporting begins for certain covered digital assets, subject to the rules and exceptions for the asset and transaction. | Check the reported basis against your records rather than assuming it is complete or correct. |
| Other categories | Specified stablecoin and NFT transactions and certain digital-asset payment processors have separate rules, exceptions or thresholds. | Use the instructions for the current form and transaction type before deciding that a statement should or should not exist. |
These dates describe U.S. federal information reporting. They do not change the underlying requirement to report taxable income, gains or losses for the year in which they occur.
Will the IRS know about your wallet?
There is no universal answer because “know” can mean receipt of a tax form, access to broker records, or the ability to observe a public address.

Information on a filed 1099-DA
A filed form gives the IRS the information the broker reports, such as the recipient details and gross proceeds for covered sales. Information in the filed form is protected as tax information while in IRS custody. That protection governs the IRS record; it does not erase activity that is visible on a public ledger.
Information retained by a broker
The final regulations require a covered broker to collect and retain transaction IDs and digital-asset addresses for relevant sales for seven years from the due date of the related information return, with regulatory exceptions. The preamble explains that the information may be relevant if requested during an audit or another enforcement effort. Because those identifiers are retained rather than printed on every 1099-DA, a statement may look less detailed than the broker’s internal records.
Public blockchain information
On-chain activity is recorded on a distributed ledger. Anyone able to inspect that ledger may see an address’s transfers, amounts and timestamps, depending on the network. Off-chain transactions are not recorded on the public ledger in the same way. Public visibility should not be described as the IRS receiving every ledger record, and IRS confidentiality rules do not make a public blockchain private.

Are wallet addresses anonymous?
An address is not itself a taxpayer’s name in the cited IRS guidance. It is a string used to send or receive assets. Privacy is therefore conditional, not absolute: if an address becomes associated with a person through a broker account, a payment, a disclosure or other information, observers can examine the ledger history connected with that address.

That does not establish that every address can always be tied to an individual. It does mean that you should avoid treating a public address as a secret identifier. Keep a private mapping of the addresses you control so that you can explain transfers when preparing a return, while recognizing that the ledger itself may remain visible to others.
Does a 1099-DA show your cost basis?
For transactions in 2025, brokers generally report gross proceeds but generally do not have to report basis. You must calculate basis before filing, using acquisition records, transfer history and the basis-identification method you apply consistently and document.
For qualifying covered transactions from 2026 onward, basis reporting begins. A reported number is still an input to your return, not a final answer. It may not reflect assets acquired at another platform, moved between wallets, received as income, or transferred in a way the broker cannot match. Reconcile the form to your complete history before computing gain or loss.
Basis is only one part of the calculation. Dates, quantities, fees, the nature of the transaction and whether an event was on-chain or off-chain can affect the result. A 1099-DA does not turn those facts into a complete tax schedule.

What if you did not receive a 1099-DA?
The IRS states: “Whether or not you receive a Form 1099-DA, you must report all income, gains and losses from digital asset transactions on your federal income tax return.” A missing form can have several explanations:
- The activity occurred through a foreign broker that did not furnish a U.S. statement.
- The platform was non-custodial or decentralized and outside the final broker rules.
- The transaction fell within an exception or threshold that requires checking the current form instructions.
- The broker’s information was incomplete or your account details prevented delivery.
None of those possibilities converts a taxable transaction into a non-taxable one. Use your own records and seek professional help when the history cannot be reconstructed.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Records to keep across exchanges and wallets
IRS preparer guidance emphasizes reconciling activity spread over multiple exchanges, wallets and accounts, documenting the basis method used, and correctly categorizing income events. A practical file should contain:
- Exchange statements, downloadable transaction histories and any 1099-DA statements.
- Wallet addresses you control and transaction IDs for deposits, withdrawals and sales.
- Acquisition and disposition dates, quantities and the dollar values used for your tax calculations.
- Trading, network and other transaction fees, with an explanation of how each fee was treated.
- Records of transfers between your own wallets and accounts, including the sending and receiving addresses.
- The basis-identification method you used and notes showing how you applied it when assets were pooled or moved.
- Documentation for income events, such as compensation, rewards or other receipts, separated from later sales.
Preserve the original files in a format you can open later, and keep a separate working copy for reconciliation. The seven-year broker retention rule is not a substitute for your own records, especially when a platform closes an account or changes its export format.

A reliable reconciliation workflow
- Inventory every account. List custodial platforms, self-hosted wallets, payment apps and any foreign accounts used during the year.
- Export raw data. Download statements, trade histories and wallet transaction records before normalizing them.
- Match transfers. Pair a withdrawal from one account with the corresponding deposit in another using date, quantity, transaction ID and addresses. Mark self-transfers separately from sales.
- Classify each event. Separate purchases, sales, swaps, income receipts, fees and transfers. Do not assume that a platform’s label is a tax classification.
- Apply and document basis. Use the method appropriate to your facts, record which units were identified as disposed of, and preserve the calculation supporting each result.
- Compare statements. Match 1099-DA proceeds to your transaction ledger. Investigate missing trades, duplicate entries and assets whose basis was imported incorrectly.
- Prepare the return from the reconciled ledger. Treat the form as supporting information, not as a replacement for the complete history.
Are transfers between your own wallets taxable?
A transfer between wallets you own is generally not a sale and is generally non-taxable by itself. Keep evidence of both sides of the transfer so you can show that the same assets moved rather than being disposed of. Digital assets used or withheld to pay transaction services can create a separate taxable event or affect the records, so preserve the fee details instead of treating every outgoing amount as a simple transfer.
Privacy and reporting by transaction type
| Situation | Likely visibility or statement | Recordkeeping implication |
|---|---|---|
| Custodial broker takes possession and executes a covered sale | Gross proceeds generally reported for 2025; basis reporting begins for certain covered assets in 2026. Broker retains required identifiers. | Reconcile the statement with your acquisition and transfer history. |
| Non-custodial or decentralized transaction | Outside the current final broker rules when the broker does not take possession; separate rules were intended. | Public-ledger records and your own files may be the primary evidence. |
| Foreign-broker activity | You may not receive a U.S. 1099-DA. | Tax reporting still depends on the transaction, not on receipt of a form. |
| Self-transfer between wallets you control | Usually no sale; the ledger may still show both addresses. | Keep matching withdrawal and deposit records and any fee information. |
Electronic delivery proposal announced in 2026
On March 5, 2026, the IRS announced proposed regulations concerning optional electronic furnishing of 1099-DA statements. The announcement describes a proposal, not a final rule. Delivery options, consent requirements and implementation details should therefore be checked against the final regulations and the current form instructions before you rely on them.
Common mistakes to avoid
- Copying proceeds as gain. Proceeds are the amount received; gain or loss requires basis and other transaction facts.
- Assuming no form means no filing. The federal reporting duty applies whether or not a 1099-DA arrives.
- Calling a wallet anonymous. An address may be pseudonymous, but associated ledger activity can become identifiable.
- Ignoring off-platform movement. Assets moved between your own wallets still need records so a later sale can be traced to its acquisition.
- Expecting the broker’s seven-year file to be your archive. You may need historical exports that the broker is not required to place on the form.
- Using one rule for every asset. Stablecoins, NFTs and certain payment-processor transactions can have distinct exceptions or thresholds.
Bottom line for privacy and tax records
Crypto wallet reporting is layered. A covered custodial broker may report a sale on Form 1099-DA and retain transaction IDs and addresses, while a public blockchain independently records on-chain activity. The form protects information in IRS custody but does not privatize the ledger, and a wallet address is not automatically a legal identity.
