“Claw back” covers several different actions, not one government-wide cancellation. The Trump administration ordered a pause and review of some Inflation Reduction Act (IRA) and Infrastructure Investment and Jobs Act (IIJA) funds, proposed more than $15 billion in Department of Energy (DOE) cuts, and directed Treasury to implement a law ending specified wind and solar tax credits. Separately, DOE canceled some awards and approved others to continue. The clearest audit snapshot, from April 2026, records $9.1 billion in canceled DOE awards—not $9.1 billion in completed payments recovered from recipients.
What does “claw back” mean in this case?
It is important to distinguish a temporary hold, a proposed budget cut, a change to tax law, and a decision to cancel an award. They affect different funding mechanisms and do not establish the same thing about whether money was paid or can still be received.

How much DOE funding was actually canceled?
The Government Accountability Office (GAO) reported DOE’s award-review dispositions as of April 2026. Its counts describe awards, their stated values, and review status; they are not interchangeable with budget authority, obligations, or payments.

GAO also says some canceled awards were to end only after their current phase. DOE’s review process, created in May 2025, was advisory: the relevant program-office head made final award decisions. GAO found instances in which final outcomes differed from committee recommendations or lacked documented committee concurrence. Why do published cancellation figures differ?
Different reports count different events at different times. The Associated Press reported that DOE announced in October 2025 it was terminating 321 awards across 223 projects, saying the projects did not adequately advance national energy needs or were not economically viable. That announcement is not the same measure as GAO’s later April 2026 review dispositions. Read AP’s report on the DOE announcement.
AP separately reported a court ruling involving $7.6 billion in grant cancellations. That litigation figure has a different date and scope from GAO’s award-review figures. Why $9.1 billion is not the same as $9.1 billion in payments
Federal funding figures can describe different stages. Budget authority is legal authority to incur obligations; obligations are commitments to pay; disbursements are payments. An award’s value or cancellation status therefore does not show how much cash had already gone out, how much remains payable, or what amount may ultimately be recovered.
GAO reported that DOE received $91.5 billion in combined IIJA and IRA funding for fiscal years 2022–2025 for awards supporting clean-energy demonstrations, energy efficiency, renewable energy, and other programs. As of September 30, 2025, DOE had obligated $51 billion and disbursed $6.6 billion. These are separate financial measures and have that stated cutoff date; they are not cancellation totals. GAO also reported $134.3 billion in combined IIJA and IRA budget authority received by DOE and USDA for all or part of fiscal years 2022–2025. That combined figure is not a clean-energy-only total. What could this mean for households and energy projects?
The funding actions can affect federal grants and loans for projects, while the tax-credit change concerns specified wind and solar facilities. Those are not the same as an across-the-board cancellation of household energy incentives, and the figures above do not establish how a particular household’s tax bill, utility rate, or project will change.
For a specific wind or solar project, the July 2025 executive order points to termination of the 45Y and 48E credits under the One Big Beautiful Bill Act, but the sources cited here do not establish the current eligibility of any named project. That requires current Treasury guidance and the project’s facts. Likewise, GAO’s April 2026 snapshot does not give an up-to-date disposition for each award still under appeal or a complete award-by-award accounting after court decisions.

- Identify the mechanism: pause, budget proposal, statutory tax-credit change, agency award cancellation, or proposed rescission.
- Check which agency and program the action covers; DOE findings should not be generalized to every federal agency. GAO’s review evidence and interviews covered DOE and USDA.
- Look at what the number measures: budget authority, obligations, disbursements, or awards.
- Check the date and status: proposed, canceled, under appeal, reinstated, or litigated.
