In the United States, no single agency sets a uniform diesel price. Each pump price reflects crude oil, the cost and margin of refining, distribution and retail expenses, and taxes. Those components change at different speeds and vary by location, so diesel can rise even when crude is steady—and prices at nearby stations can differ.
What goes into a gallon of diesel?
A useful way to understand the pump price is to separate it into four components. Their shares are not fixed, and the figures published by the U.S. Energy Information Administration (EIA) are estimates rather than a bill of costs for any one station.

- Crude oil: The raw material used to make diesel. Historically, it has been the largest component of the U.S. retail price.
- Refining: The cost of turning crude into usable fuel, plus the margin between crude and wholesale diesel prices. EIA tracks the difference between wholesale diesel and crude prices as the diesel crack spread, an indicator of refinery margins—not a complete accounting of any refinery’s profit.
- Distribution, marketing, and retail: Transport and storage, station operating expenses, and business margins. Costs can depend on distance from supply, local operating expenses, ownership, traffic, and competition.
- Taxes and fees: Federal and state charges, with possible local taxes and fees. The amount depends on where fuel is sold and can change over time.
For monthly component estimates, EIA uses the monthly average composite refiner acquisition cost for crude, a wholesale product spot-price proxy to estimate the refining component, and national-average taxes. Distribution and marketing is calculated as the residual between the retail price and the other components. This accounting method helps explain price movements across the market; it does not identify the actual costs or profit of a particular station. EIA explains its diesel-price components and publishes its price data.
Across monthly average U.S. retail on-highway diesel prices from 2004 through 2025, crude oil accounted for about 51% on average, according to EIA. That is a long-run historical share, not a breakdown for today’s gallon or for a specific state. The share changes as crude, refining margins, taxes, and other costs move.

Why do diesel prices rise or fall?
Crude oil markets
Crude is traded in global markets, so shifts in worldwide supply and demand affect the feedstock cost for U.S. diesel. Economic growth and slowdowns can change petroleum demand; diesel demand tends to follow economic activity because trucks, freight, industry, and other parts of the economy use it extensively. A change in crude can therefore influence diesel, but it does not explain every pump-price move.
Diesel supply and refinery margins
Diesel has its own market, separate from the crude market. If distillate supplies tighten, or wholesale diesel becomes more expensive relative to crude, retail diesel can climb even if crude prices are little changed. The crack spread is a useful indicator of that relative movement. It should not be read as a direct measure of a refinery’s realized profit: actual costs and returns vary by facility and over time.
International competition for distillates
Diesel belongs to the distillate-fuel market, alongside products such as heating oil. International demand, production problems, and changes in imports and exports can affect U.S. wholesale prices. In an analysis published September 18, 2026, EIA linked then-recent upward pressure to tight global distillate supplies and elevated crude prices, including reduced refining activity in Russia, China, and the Middle East. That was an explanation of conditions at that time, not a standing forecast. Read EIA’s dated analysis.
Inventories and disruptions
Unexpected refinery outages or delayed imports can reduce available stocks. When inventories are low or falling, wholesalers and marketers may bid more for the supply that is available. Transport constraints matter too: if pipelines, waterways, or other routes cannot move fuel quickly from one region to another, a local shortage—and higher local prices—can persist even when supply is available elsewhere.
Seasonal demand
Diesel and heating oil are closely related distillates and are produced together. Higher heating-oil demand in fall and winter can add pressure to the broader distillate market. Farm activity can also cause seasonal demand swings in some regions, making local price patterns differ from the national trend.

Taxes, local costs, and competition
Federal, state, county, and local taxes or fees affect the final price, as do station overhead, access to supply, transport costs, and competition among nearby retailers. A national market does not mean every location faces the same delivered cost or tax burden.
Timing between wholesale markets and the pump
Changes in wholesale spot prices do not necessarily appear at the pump at once. Retailers may adjust prices on a different schedule, and EIA notes that this lag can make its estimated refining and distribution/marketing components swing from month to month. A sharp change in an estimated component does not necessarily mean the underlying businesses’ economics changed just as sharply; it can partly reflect timing.
Recommended Free Tools
That timing is one reason a pump-price chart and a wholesale-market chart may not move in lockstep on a given day or week. A wholesale quote describes a different point in the supply chain, while a retail average reflects surveyed prices charged at outlets. Before attributing a short-term change to crude, compare like with like: same geography, period, fuel type, market level, and tax treatment.
Who sets the price at the pump?
Retail prices emerge from costs and margins across the supply chain: refiners, marketers, distributors, and station owners each make business decisions, while taxes add charges set by the relevant governments. EIA does not prescribe a national pump price. It surveys sampled retailers and publishes estimates of observed prices and component trends.
That distinction matters when reading a headline or a price chart. A published average describes a specified set of observations; it is not the price every driver will pay, nor a regulated ceiling or target.

What EIA’s weekly diesel price represents
EIA’s weekly on-highway series estimates the cash, self-serve pump price, including taxes, for ultra-low sulfur diesel containing less than 15 parts per million sulfur. The target population is outlets in the contiguous United States, with national and regional breakouts and a separate California series. Alaska and Hawaii are outside the survey’s target population, so the national figure is not a complete 50-state average.

The survey records prices for Monday at 8:00 a.m. local time. EIA generally releases the estimate around 10:00 a.m. Eastern Time on Tuesday; government holidays can shift publication to Wednesday, while the observation still represents Monday’s prices. Estimates are volume-weighted. EIA’s methodology says the weighted volumes represented by outlets reporting in the weekly survey account for at least 80% of diesel sold in the contiguous United States.
The survey sample changed in June 2022. EIA warns that estimates from June 13, 2022 onward are not directly comparable with the June 6, 2022 release based on the previous sample. For any comparison, check that the dates use a comparable series. EIA’s methodology and weekly price series describe the measure and its limits.
When quoting or comparing a diesel price, align the details that determine what the number means:
- Geography: National, regional, state, or a specific station.
- Date: The week or day observed, not just the date an article was published.
- Market level: Retail pump price versus wholesale or spot price.
- Fuel use: On-highway diesel versus off-road fuel.
- Tax treatment: Taxes included or excluded.
- Type of figure: A pump observation, an estimated price component, or a surcharge calculation.
Why diesel can cost more than gasoline
EIA says diesel has generally cost more than regular gasoline throughout the year since September 2004. It points to growing worldwide demand for diesel and other distillates—including demand in China, Europe, and the United States—and to U.S. production and distribution costs associated with the transition to ultra-low sulfur diesel. This is a historical pattern and explanation, not a rule that diesel must always cost more. Local taxes, supply conditions, and market margins can shift the comparison.

How taxes affect the price
As figures stated by EIA on its prices page, the federal on-highway diesel tax and fee total 24.40 cents per gallon: a 24.30-cent excise tax plus a 0.1-cent Leaking Underground Storage Tank fee. EIA reported average state taxes and fees of 35.86 cents per gallon as of January 2026. These are distinct figures: one is the stated federal charge, and the other is a national average of state charges at that date. A driver’s actual combined tax burden depends on the state and any applicable local taxes or fees. EIA’s prices page provides the cited tax figures.
Retail diesel prices are not freight fuel surcharges
Freight carriers and shippers may use diesel prices when calculating fuel surcharges, but a surcharge is a contract or company pricing mechanism, not another name for the retail pump price. EIA publishes retail price data that businesses may choose to use; it does not calculate, assess, or regulate those surcharges. Companies set their own methods, so there is no single EIA formula that automatically determines a freight invoice. EIA’s fuel-surcharge FAQ explains the distinction.
A dated price example is not a current quote
EIA reported a U.S. weekly retail diesel average of $6.29 per gallon for September 14, 2026, and said it was the highest nominal level in the series since publication began in 1994. That figure is a historical observation, not today’s price; it refers to the U.S. weekly retail series, not every station or a wholesale quote. Check EIA’s latest weekly release before using a price as current.
Frequently Asked Questions
Why is diesel so expensive compared with what I paid before?
There is no single cause. A higher crude cost can raise the feedstock cost, but diesel can also become more expensive relative to crude when distillate supplies tighten or refining margins widen. International demand, refinery disruptions, import or export changes, seasonal heating-oil demand, taxes, and local delivery constraints can add pressure. Which factor matters most depends on the period and location.

The delivered cost of fuel varies with access to supply and transportation routes, and local taxes and fees differ. Stations also have different operating costs and face different competition. EIA’s national or regional average summarizes surveyed prices; it is not a price every outlet must charge. Compare the same week and market level, and account for taxes, before treating two numbers as directly comparable.

Does a rise in crude oil mean diesel will immediately rise by the same amount?
No. Crude is only one component, and the retail price does not necessarily pass through a wholesale change immediately. Diesel’s own supply and demand, the wholesale diesel-versus-crude spread, taxes, distribution costs, and retailer pricing schedules also matter. EIA notes that timing differences can cause estimated component shares to move from month to month without an equivalent sudden change in underlying business economics.
What does the EIA weekly diesel average include?
It estimates cash, self-serve pump prices, including taxes, for on-highway ultra-low sulfur diesel with less than 15 parts per million sulfur. The survey observation is Monday at 8:00 a.m. local time and covers the contiguous United States; Alaska and Hawaii are outside its target population. It is volume-weighted, and it is not an off-road diesel price, a wholesale quote, or a carrier’s negotiated fuel cost.
Does the EIA average set a trucking fuel surcharge?
No. A carrier or shipper may choose to use EIA retail data in its own surcharge calculation, but EIA does not assess or regulate the charge. Companies set their own methods, so the retail average alone does not establish what will appear on a particular freight invoice. Check the applicable contract or company policy for the calculation and reference period.

U.S. diesel prices are shaped by crude oil, diesel-specific supply and refining margins, distribution and retail costs, and taxes—not by a single price setter. Global and seasonal forces can move the market, while local access, fees, and competition explain differences at the pump. EIA measures and publishes a weekly retail average; use its geography, date, fuel type, and tax basis carefully, and treat dated prices as historical rather than current quotes.
