What was in Boeing’s July final offer?
Spectrum News reported that the offer covered 3,100 represented employees and included a 20% general wage increase over four years, plus a $5,000 ratification bonus. Boeing also proposed faster pay progression for some shift groups, more vacation and sick leave, and changes involving retirement and healthcare. Boeing described the combined effect of general increases and other pay enhancements as potential average wage growth of 40%, according to Spectrum News. That was not a guaranteed 40% general wage increase for every employee: the general increase was 20%, while the larger figure included other enhancements and was presented as potential average growth. Boeing Air Dominance vice president and general manager Dan Gillian said the offer addressed employees’ priorities, including “more money, a faster path to the top of the pay scale, and additional vacation and sick leave.” Spectrum News.
Why did members reject the offer?
IAM District 837 members voted down the July proposal on July 27, 2025. The union said it fell short of workers’ priorities. The existing agreement was due to expire that night; a cooling-off period delayed the start of a strike until August 4. The Associated Press.

The July offer was not the only company proposal members rejected. On September 12, IAM announced that members had rejected a modified five-year Boeing offer. The union said the signing bonus was insufficient compared with what other Boeing workers had received and that the proposal did not increase 401(k) benefits. IAM District 837.
Did the Boeing machinists’ strike end?
Yes. But neither the July offer nor an interim proposal ended it. On September 18, IAM said members had ratified a union-proposed four-year settlement and submitted it to Boeing; the union also said members remained on strike. That proposal was an interim step, not the final agreement that resolved the dispute. IAM District 837.

On November 13, IAM announced that approximately 3,200 members had ratified a new contract, ending the strike that began August 4. Workers were expected to begin returning November 16. The Missouri Independent reported that the final five-year agreement provided a 24% general wage increase and a $6,000 signing bonus, and that it passed with a 68% approval margin. Those were terms of the November settlement, not the July offer. IAM; Missouri Independent.

The figures are not a like-for-like comparison of every provision: the July reporting also described potential average wage growth and proposed progression, leave, retirement, and healthcare changes, while the final-settlement reporting cited above gives the general wage increase and signing bonus.
