The largest proposed item was $21 billion for farmer and rancher assistance. These were requested amounts, not an appropriation: Congress later enacted a different disaster supplemental in Public Law 118-158.
What did the $24 billion agriculture request cover?
The White House’s November 18, 2024 request addressed recovery from Hurricanes Helene and Milton as well as other natural disasters and unmet recovery needs. Its funding summary listed $23,494,535,000 for USDA, the figure rounded to $24 billion in the contemporaneous headline. The full request sought $98,623,968,000 for disaster response. $21 billion for farmers and ranchers
The largest USDA line proposed $21 billion in assistance to farmers and ranchers. The request described support for crop-production and crop-quality losses, orchard-tree losses, and certain supplemental feed-cost increases associated with drought or wildfire. The proposed assistance would be in addition to crop-insurance indemnities.
Under the request, producers receiving Emergency Relief Program payments would have to enroll in federal crop insurance or Noninsured Crop Disaster Assistance Program (NAP) coverage for the next two years. That condition was part of the proposal; it should not be mistaken for a description of the later enacted law.

Was the $24 billion request enacted?
No. A White House request asks Congress to provide funding; it does not itself authorize or appropriate that money. Congress approved Division B of Public Law 118-158 on December 21, 2024, but the enacted supplemental differed from the November proposal. The law included a separate $10 billion economic-assistance provision, along with different program amounts, including $828 million for Emergency Conservation and $920 million for Emergency Watershed Protection. The enacted text of Public Law 118-158 is the reference for what became law.

Accordingly, the $23.495 billion USDA figure describes the administration’s proposed package—not the amount Congress ultimately enacted for USDA or a single payment available to every farmer.
