There is no single worldwide set of requirements. Entry rules are set by each country’s aviation authority and by the employer that hires trainees, so the answer depends on where you intend to work. The US Federal Aviation Administration’s entry-level route accepts a bachelor’s degree or a defined combination of education and work experience. NAV CANADA, the Canadian provider, asks for a high-school diploma or equivalent. NATS, the UK provider, asks for specified secondary-level English and maths qualifications. Each route also applies age, citizenship or work-right, medical, security and aptitude conditions, and each country licenses controllers separately from the hiring process.
Minimum entry requirements compared
The table below sets out the entry-level conditions published for three routes: the FAA’s entry-level route in the United States, the trainee route run by NATS in the United Kingdom, and NAV CANADA’s recruitment in Canada. Where a route does not state a condition, the cell says so rather than assuming one.

These are employer and agency entry conditions as published, not a guarantee of selection. The rest of this article covers how each route works after the application stage.
United States: the FAA entry-level route
The FAA’s qualifications page lists the entry-level conditions in the table above. Passing the medical examination and security investigation and the pre-employment testing is only the first stage. The FAA also states that fewer than 10% of applicants meet the requirements and are accepted into its training program. That is the agency’s own published statement; the surfaced page does not give a year, so treat it as a general indication rather than a current selection rate.

The same page reports more than 14,000 FAA air traffic control specialists and 2.7 million daily passengers. Neither figure is dated on the page, so use them as context rather than as current statistics.
How training works after selection
- Complete pre-employment testing, including the ATSA, and clear the medical examination and security investigation.
- Attend several months of training at the FAA Academy in Oklahoma City.
- Move into placement at a facility, where classroom and on-the-job training continue. The FAA page describes a further 2–3 years of facility training before you become a certified professional controller.
According to the FAA page, trainees are paid while training.

Experienced-controller hiring is a separate route
The FAA also publishes criteria for experienced controllers, with different age and experience requirements. Do not apply the entry-level minimums to those postings. The vacancy notice you are applying to controls.
United Kingdom: the NATS trainee route and CAA-related licensing
NATS’s trainee criteria are the entry conditions in the table. Its recruitment checks are described as a set of stages that applicants go through, not a single exam:

- Online ability tests as the first aptitude step.
- For successful candidates, a situational-judgment test and a listening-comprehension test.
- Security clearance and the initial Class 3 medical assessment.
- Compliance with the employer’s drug and alcohol policy.
Successful trainees progress through an initial training organisation toward a Student Air Traffic Control licence. NATS’s trainee criteria do not state a total training duration, so check the live vacancy for that.
Recruitment is not the same as the licence
Meeting NATS’s recruitment criteria does not by itself make you a licensed controller. GOV.UK’s regulated-professions entry for air traffic control sets out the licensing steps. To be granted an air traffic control officer (ATCO) licence, an applicant needs:

- A valid Student ATCO Licence.
- Successful completion of a Unit Endorsement Course.
- Training in Abnormal and Emergency Situations and in Human Factors.
- A current, UK-issued Class 3 medical certificate.
An operational controller must also hold an appropriate licence, rating and endorsement for the role they perform.

NAV CANADA’s recruitment page is direct on the main barrier to entry: “Applicants do not need to have a background in aviation.” The provider says it supplies the training, which combines classroom work, high-tech simulators and on-the-job experience.

Training length by role
NAV CANADA’s selection and training page, checked in 2026, lists total training of 20–27 months for area control centre controllers and 12–18 months for tower controllers. The page notes that durations may vary, so confirm them against the job posting for the role you want.
Language and location rules depend on the region
English is required in every region. Positions in the Montreal Flight Information Region, including the National Capital Region, require fluency in both English and French. Applicants must also be willing to relocate when required and be available to start full-time training within 18 months of applying. Because the requirements differ by region, read the posting for the specific location rather than the general page.
Licensing and the medical standard
Transport Canada’s Standard 422 sets the licensing medical requirement: an applicant must hold a valid Category 1 or Category 2 Medical Certificate to hold an air traffic controller licence. NAV CANADA’s hiring list and Transport Canada’s licensing standard answer different questions, so check both before you apply.
Common misreadings to avoid
- A degree is not universal. The FAA route accepts work experience in place of a degree, NAV CANADA asks only for a high-school diploma or equivalent, and NATS asks for specified GCSE or National 5 results.
- No aviation background does not mean no tests. NATS and the FAA both use aptitude or pre-employment testing, and both routes add medical and security checks.
- A hiring list is not a licence. Employer minimums and regulator licensing conditions are separate, and both apply.
- Age limits are route-specific. The FAA’s under-31 limit applies to its entry-level route. The 18-year minimums for NATS and NAV CANADA do not carry over to other countries or to experienced-controller hiring.
Before you apply: a verification checklist
- Read the live job posting for the employer and role, since it is the controlling document for that vacancy.
- Check the licensing requirements with the aviation authority for your country: the FAA for the US, the UK licensing entry on GOV.UK for the UK, and Transport Canada for Canada.
- Confirm the medical certificate class and the security requirements for your nationality and residency.
- Note the date you checked each page, because training durations, selection rates and salary-related details change over time.
