Promotion depends on the applicable service rules, qualifying service and selection; reaching a minimum service threshold does not by itself guarantee promotion. The schedule discussed here is specifically for IRS (Income Tax), not IRS (Customs and Indirect Taxes).
IRS ranks and designations in the Income Tax Department
The Indian Revenue Service Rules, 2015 set out the cadre’s grades and designations. The paired designations reflect the Income Tax Department’s use of both Commissioner and Director titles; an officer’s grade does not, by itself, identify the particular assignment or charge held.

How promotion through the senior grades works
The rules describe eligibility routes using regular service in a grade and, for some transitions, total regular IRS Group A service. These are minimum eligibility conditions, not automatic promotions: the schedule uses selection for the senior grades described below, and the applicable process still governs individual advancement.
To Senior Administrative Grade
- From JAG: eight years of regular service in the grade, including NFSG; or
- Seventeen years of regular IRS Group A service, including at least four years in JAG.
To Higher Administrative Grade
- From SAG: three years of regular service in the grade; or
- Twenty-five years of regular Group A service, including at least one year in SAG.
To HAG+ and the Apex Scale
- HAG to HAG+: selection from officers with one year of regular service in HAG.
- HAG+ to Apex Scale: selection from officers with one year of regular service in HAG+.
The schedule’s higher-grade pathways therefore combine service duration with selection. The grade an officer becomes eligible to be considered for should not be confused with a particular post, assignment or charge.

Why the Act’s authority list is not the promotion ladder
Section 116 of the Income-tax Act, 1961 lists classes of income-tax authorities for the purposes of the Act. Among them are Income-tax Officers, Tax Recovery Officers and Inspectors, as well as the senior Commissioner and Director categories. That statutory list describes authority classes; it is not a list of successive IRS Group A service grades. In particular, the presence of Income-tax Officer or Inspector in the Act’s list does not make either a rung in the IRS Group A schedule above.
Appointment is also addressed separately from cadre progression. Section 237 of the Income-tax Act, 2025 provides for the Central Government to authorise specified senior authorities to appoint income-tax authorities below Deputy Commissioner or Assistant Commissioner rank, subject to service rules and orders. That appointment provision is distinct from the promotion eligibility routes in the 2015 service schedule.
Scope: IRS (Income Tax) versus IRS (Customs and Indirect Taxes)
“IRS” can refer to more than one Indian civil service. The grade schedule and thresholds in this article concern the Indian Revenue Service (Income Tax), under the Ministry of Finance/Income Tax Department. They should not be applied to IRS (Customs and Indirect Taxes): a separate current official promotion schedule is needed to establish that service’s grades and rules.

Because amendments or a later consolidation may affect the current position, consult the live official rules and applicable orders when relying on a threshold for a specific promotion decision. The figures above describe eligibility terms in that schedule, not a guarantee of an individual outcome.
