What Are the Main Risks of Developing a Uranium Mine in Mauritania?

Mauritania’s proposed Tiris uranium mine faces key risks involving groundwater, dust and contamination, radiation and security, seasonal land use, oversight and closure. Its ESIA ratings are forecasts, not operating results.

The main risks are securing and protecting groundwater in a hyper-arid region; controlling dust, chemicals and radioactive material; moving uranium concentrate securely; managing effects on seasonal land use and ecosystems; and ensuring capable oversight and safe closure. The clearest current project case is Tiris, a proposed mine in northeastern Mauritania. Its March 2025 Environmental and Social Impact Assessment (ESIA) forecasts mostly low residual risks after planned mitigation, but rates operational dust and soil contamination as moderate. Those ratings are the project assessment’s predictions, not evidence of how an operating mine has performed.

What project is being assessed?

Tiris is described in its March 2025 ESIA as a proposed first uranium project for Mauritania, not as a mine with an established operating record. The assessment outlines near-surface mineralisation in two resource areas in northeastern Mauritania, about 230 kilometres apart. Its proposed process involves shallow excavation without blasting, screening rather than crushing or grinding, sodium-carbonate leaching, and progressive backfilling of pits.

The ESIA forecasts approximately 43.5 million pounds (19,700 tonnes) of U3O8 over an initial 25-year mine life, with average annual output of about 1.8 million pounds (816 tonnes). These are project forecasts in the 2025 assessment, not achieved production. Separately, the U.S. Geological Survey’s 2015 report recorded 80 known uranium mineral occurrences in Mauritania; 17 had published resource estimates. Those regional figures provide geological context, not current reserves for Tiris or proof that any occurrence can be mined economically.

Water supply and groundwater effects

Reliable supply in a hyper-arid area

The ESIA describes a hyper-arid Sahara setting with no permanent surface water. The proposed mine would rely on groundwater pumped from two areas and delivered by pipeline, including a production-bore area around 140 kilometres east of the main eastern resource and an aquifer closer to the plant. That makes dependable well performance, energy, pipeline infrastructure, water rights and sustainable abstraction central to whether the project can operate as designed.

Abstraction could temporarily lower groundwater levels near production bores, according to the ESIA. Some pits might also intercept groundwater, although the assessment does not expect dewatering to be generally necessary. These are potential effects identified in a project assessment, not evidence that regional aquifers have already been depleted. The scale of any effect would depend on actual abstraction, aquifer conditions, the reach of drawdown and how water levels recover.

Contamination and rare rainfall

Water quality could be affected by leaks or spills involving hydrocarbons, oil, grease, chemicals, general waste or mineral waste. Runoff could carry sediment after rainfall; although rainfall is rare, the assessment also identifies possible flooding beyond design controls and fugitive dust as contamination pathways. The ESIA’s low residual ratings for these pathways assume that proposed containment, engineering, monitoring and management measures are implemented effectively.

To judge this risk over time, the useful evidence would include baseline groundwater data, disclosed abstraction volumes, monitoring results from wells near and away from production bores, and records of spills or exceedances. Pipeline outages and changes in water demand would also matter because the mine’s proposed supply depends on long-distance infrastructure.

Dust, chemicals and radiation

Dust and soil contamination

Operational dust can affect workers and the surrounding environment; where mineral material contains naturally occurring radioactive material, airborne dust can also provide a pathway for exposure. The ESIA rates operational dust generation and soil contamination from hydrocarbons or chemicals as moderate residual risks after its proposed controls. That is a forecast classification, not a measured dust level, exposure dose or finding of harm.

Controls therefore need to be judged by operating evidence: dust monitoring, safe handling and storage, spill prevention and response, and checks for contaminated soil. A project rating cannot establish whether controls will work consistently under actual conditions.

Radiation protection and radioactive-material security

The ESIA identifies radiation exposure and the security of uranium oxide concentrate, commonly called yellowcake, as project-specific concerns. Radiation risk should not be inferred from the word “uranium” alone: actual exposure depends on the material, work tasks, exposure pathways and controls, and the assessment’s predictions are not a substitute for measured site conditions.

Mauritania’s radiation regulator, ARSN, says it is the national body competent for radiation protection, nuclear safety and security, and implementation of safeguards with the International Atomic Energy Agency. That stated remit does not by itself demonstrate the regulator’s practical capacity for a first uranium project. Implementation would require trained staff, monitoring equipment, authorizations and inspections, enforceable requirements, emergency arrangements and reporting that can be scrutinized.

Transport and security logistics

The ESIA proposes secure air transport of uranium oxide concentrate from an onsite airstrip to Nouakchott. This is a planned logistics arrangement, not a confirmed operating route. It creates dependencies involving secure packaging and custody, airstrip and aircraft arrangements, coordination among authorities, and a response plan for an incident or disruption. The transport system must be assessed as part of the project’s safety and security design rather than treated as a detail that begins only after mining.

Seasonal land use and ecosystem effects

A remote desert site is not necessarily unused land. The ESIA says the eastern resource area lies outside the normal range of nomadic families, but records seasonal nomadic use west of the western resource area and a nearby nomadic camp. It identifies possible temporary effects on grazing vegetation and predicts negligible residual land-use impacts if consultation and mitigation measures work as intended.

Those conclusions need to be tested through continuing engagement and monitoring, including whether access, grazing patterns or vegetation change during construction and operation. The same caution applies to biodiversity: the project’s remoteness is not, by itself, evidence that the area has no ecological value or that impacts are absent.

Permits, oversight and project execution

A mine with this design depends on coordination across mining, environmental, water, radiation, local-administration and transport authorities. The ESIA’s legislative chapter identifies MPEM for mineral permits, MEDD for environmental assessment, the water authority for groundwater-abstraction oversight and ARSN for radiation protection and nuclear safety. It describes a full ESIA requirement under the framework it applied.

Because project status, applicable rules and institutional arrangements can change, the March 2025 ESIA is not enough to establish which permits are currently in force or whether every required authorization has been granted. The practical risks include delays or gaps in approvals, unclear responsibility between agencies, and limited ability to verify compliance over a remote operating area. An agency’s formal mandate is not proof of effective inspection or enforcement.

Closure and long-term stewardship

The project materials include rehabilitation and a conceptual mine-closure plan. Closure risk concerns what remains after production: pits, waste, process residues, contaminated soils and infrastructure must be managed so they do not create lasting hazards. Monitoring must continue long enough to detect problems, and there must be resources and clear responsibility to address them.

The ESIA’s risk ratings rely on proposed project measures; the sources available do not establish how closure would perform in practice. The key evidence over time would be completed rehabilitation, monitoring results, and a credible arrangement for funding and managing any continuing obligations.

How to read the ESIA’s risk ratings

A residual-risk label describes the assessment’s estimate after planned mitigation; it is not a measurement of actual impacts or a guarantee that they will remain low. For Tiris, the March 2025 ESIA forecasts generally low or lower residual impacts if its controls are carried out, while identifying operational dust and soil contamination as moderate. Because Tiris is described as proposed, those forecasts cannot be treated as an operating record.

The most informative future checks are whether the project’s assumptions are borne out by published evidence:
