Rare earth elements are a group of 17 metals used in specialized magnets and other materials that help power technologies from electric vehicles and wind turbines to electronics and medical equipment. They are called “rare” not because they are uniformly scarce in Earth’s crust, but because economically useful concentrations are uncommon and the elements are difficult to separate. Their importance—and supply risk—comes from the role they play in essential products and from concentrated processing and magnet-making capacity.

What are rare earth elements?

The term covers 17 chemically similar elements: the 15 lanthanides, plus scandium and yttrium. Their properties differ, so the group is not one interchangeable material. Individual elements contribute distinct magnetic, optical, or other characteristics to specialized materials. The U.S. Department of Energy defines the group as 17 elements in its Rare Earth Elements overview.

The word “rare” can mislead. The International Energy Agency says rare earths are relatively plentiful in Earth’s crust, but economically viable concentrations are uncommon and the elements are seldom found in pure form. Their chemical similarity also makes separating them from mixed mineral feeds technically challenging. (IEA, 2026, executive summary.)

What are rare earths used for?

Rare earths help give certain products useful magnetic, optical, or chemical properties. They appear in magnets, batteries, phosphors, and catalysts, among other applications. The U.S. Department of Energy cites uses across health care, transportation, power generation, petroleum refining, and consumer electronics. The USGS lists examples such as smartphones, digital cameras, computer hard disks, lighting, televisions, monitors, and displays.

The IEA also identifies electric vehicles, wind turbines, industrial motors, AI data centres, medical equipment, aerospace, and defense. These examples do not mean every product contains every rare earth element, or that each uses the same component. The specific materials depend on the technology and its design. For a broader account of applications, see the USGS publication The Rare-Earth Elements—Vital to Modern Technologies and Lifestyles and its overview of rare earth uses globally and in the United States.

Why are rare-earth magnets so important?

Permanent magnets are the most strategically important and fastest-growing rare-earth application described by the IEA. A prominent example is the neodymium-iron-boron (NdFeB) magnet, made primarily with neodymium and praseodymium. Dysprosium and terbium may be added to improve performance. These high-performance magnets are used in electric vehicles, wind turbines, industrial motors, and other technologies.

A magnet illustrates one use of rare earths, not the whole group: a magnet set is not raw rare earth material, and it says nothing about the group’s other uses.

Why does “critical” matter if rare earths are not scarce?

In this context, “critical” describes the combination of a material’s importance to essential uses and the vulnerability of its supply chain. The USGS says its 2025 Critical Minerals List considers economic or national-security importance, vulnerability to disruption, and an essential function in manufacturing. Criticality is therefore not simply a measure of how much material exists in the ground.

Turning ore into a usable magnet involves several stages: extraction and concentration, chemical upgrading, separation into oxides, metal refining, alloying, and finished magnet production. Mining is only one step. A country may produce ore without controlling the later processes that make usable materials and components.

Where is supply concentrated?

For magnet rare earths, the IEA reports that China accounted for 60% of global mined production and 91% of global refined output in 2024. Its share of global sintered permanent magnet production rose from around 50% in 2005 to 94% in 2024. These figures refer to magnet rare earths and the named supply-chain stages—not every rare-earth product or all mineral production. (IEA, 2026, executive summary.)

Export controls have illustrated how concentrated capacity can affect manufacturers. The IEA reports that China introduced controls in April 2025 on seven heavy rare earth elements, related compounds, and magnets. Export volumes fell sharply in April and May, and some automakers struggled to source magnets, reducing utilization or temporarily halting production. The IEA says broader controls announced in October 2025 were suspended for a year in November 2025. In January 2026, China tightened export controls on dual-use goods destined for Japan; the IEA treats this as evidence that supply-security risk remained. Policy details can change, so these developments describe the status reported by the IEA in 2026, not a guarantee of current rules.

Can recycling reduce supply risk?

Yes, but it is a contribution rather than a near-term replacement for mining and processing. The IEA estimates that recycling could reduce reliance on primary supply by up to 35% by 2050. Manufacturing scrap currently provides most secondary rare-earth supply, while end-of-life electric-vehicle motors, wind turbines, and electronic waste are growing potential sources.

Even with more recycling, supply chains still need capacity to collect and process used materials and to produce separated rare earths, alloys, and magnets. Recycling can strengthen resilience, but it does not eliminate the need to expand primary supply and manufacturing capacity.

What are the environmental trade-offs?

Impacts vary with the geology, extraction method, processing practices, and environmental controls. The IEA describes risks including acidic leachate and radioactive tailings from poorly managed in-situ leaching, as well as air emissions, toxic sludge, and community health impacts from chemical processing. Some rare-earth ores occur alongside thorium and uranium, which can become concentrated in residues and tailings. These risks are not identical at every deposit or operation; management and oversight matter.
