Plywood, cement and glass material stocks therefore mean the quantities of those materials embodied in the built environment, not annual sales or use, a supplier’s warehouse inventory, or financial investments. There is no single total for all three that can be stated without specifying a place, year, asset coverage and material definitions.
What counts as a stock—and what does not?
A stock is measured at a point in time. A flow measures material entering or leaving a system over a period. For example, cement used during a year is an annual flow; it is not the amount of cement still embodied in buildings and infrastructure at year-end.

Eurostat’s Economy-wide Material Flow Accounts and Derived Indicators: A Methodological Guide (2001) describes the accounting relationship this way: “Stock changes result from the material flows to and from the stocks (additions and removals) during the accounting period.” New construction and renovation add material. Demolition, erosion, corrosion and other losses remove it.

- Gross additions: material added to assets during a period.
- Removals: material taken out of assets during that period.
- Net additions to stock (NAS): gross additions minus removals.
Reused or recycled material may be removed from one asset and added to another. Whether that movement counts as a removal and a new addition depends on the accounting boundary. A figure for additions alone should not be presented as net stock growth.

Why the three materials need different boundaries
Plywood
A plywood estimate should define which products are included and how much of the counted plywood is used in construction. Input data that combine plywood with other wood products or non-construction uses cannot, by themselves, establish the plywood stock in buildings.
Cement
Cement is an input to construction products, especially concrete. An estimate must make clear whether it counts cement itself, cement embodied in concrete, or the full mass of concrete. These are different quantities; concrete mass cannot be reported as cement stock.

Glass
Glass is used in buildings and in non-construction applications. Total glass production or use does not establish how much glass is embodied in buildings unless the data distinguish construction uses.

Start with assets: bottom-up accounting
A stock-driven estimate begins with information about assets—for example, building types, infrastructure length or project quantities—and applies material-intensity or composition coefficients. The calculation can be broken down by asset type, material, location and year when the underlying records support that detail. Building counts or floor area alone are not enough to calculate material mass: suitable coefficients describing material content are also needed.

Build forward from past inflows: top-down modelling
An inflow-driven model uses historical material input data and assumptions about how long assets remain in service to estimate what is still in use. It can also help estimate future demolitions and waste flows. Its outputs depend on the completeness of the historical input series and on lifetime assumptions.
Combine evidence where possible
Hybrid methods combine asset inventories with modeled material flows. This can be useful when direct inventories are incomplete, but the estimate still needs a clearly defined boundary and transparent assumptions.

What published EU figures can—and cannot—tell you
The European Environment Agency’s “Anthropogenic Material Stock Growth” indicator reports that 3.21 gigatonnes (Gt), about 39% of processed materials, were used in the EU-27 in 2022 to build up and maintain anthropogenic material stocks. Of that accumulation, 2.84 Gt was classified as non-metallic minerals. These are broad, annual accumulation measures for the built environment and other anthropogenic stocks; they are not absolute inventories of plywood, cement and glass, nor is the non-metallic-minerals figure a cement total. The EEA also reports average EU-27 material-stock growth of 2.6% per year for 2010–2022, excluding the two most significant annual outliers.
The EEA says absolute material-stock levels for the EU are not yet widely available. Its indicator covers EU-27 annual data from 2010 through 2022 and draws on Eurostat’s material-flows dataset. The figures provide context for the scale of material accumulation, but they do not answer how much of each named material is in use.

How to judge whether two stock estimates are comparable
Before comparing estimates, check that they describe the same thing:
- Geography and reference date: country, city or region, and the year or period covered.
- Stock or flow: absolute in-use mass, gross additions, removals, net additions, production or consumption.
- Assets included: buildings alone, buildings plus transport infrastructure, or a wider set of assets.
- Material definition: plywood or broader wood products; cement or concrete; construction glass or all glass.
- Method and evidence: direct asset data and composition coefficients, an inflow-and-lifetime model, or a combination.
- Accounting rules: how demolition, reuse, recycling, losses, imports and exports are treated.
- Units and denominator: total tonnes, tonnes per person, mass per floor area, or another defined measure.
Without these details, two numbers bearing the label “material stock” may not be measuring the same quantity.
