For the bank, it can add a source of RMB funding; for investors, it creates a debt claim with credit, currency, interest-rate and liquidity risks. Issuance alone does not show that a bank is in distress, that its funding is cheaper, or that its financial position has improved.
How an RMB bond issue works
RMB is renminbi, China’s currency, also called the yuan. When a bank issues a bond denominated in RMB, investors pay for the bonds and the bank receives funds in that currency. In return, the bank owes the interest and principal payments specified in the offering terms.
The details that determine what a particular issue means include its maturity, coupon, issue price, seniority, security, covenants and any call or redemption provisions. The issue’s use of proceeds should be taken from the bank’s disclosures, not inferred from general policy statements about bond issuance.
What it can mean for the bank
An additional source of RMB funding
The bank borrows in RMB, which may be useful depending on the currency and timing of its assets and liabilities and on its funding plan. A bond can complement deposits, interbank borrowing and other debt. It does not necessarily reduce funding costs: that requires comparing the bond’s pricing with suitable alternatives, taking terms and market conditions into account.

Funding diversification—and repayment obligations
Issuing into an onshore or offshore market can give a bank access to a different investor base. But diversification does not remove the obligation to pay interest and repay principal, nor does the act of issuing establish that the bank’s credit quality has improved.
For domestic financial institutions issuing overseas, a People’s Bank of China (PBOC) and National Development and Reform Commission (NDRC) explanation says institutions apply to the PBOC within a risk-weighted outstanding cross-border financing upper limit and register with the NDRC before issuance. It also says that repealing earlier Hong Kong-specific interim measures did not prevent RMB- or foreign-currency bond issuance in Hong Kong or other overseas jurisdictions. The explanation describes procedures allowing issuers to choose regions and timing within approved quotas; it is not evidence of the terms or outcome of any one bank’s deal. The same explanation says proceeds are expected to be used efficiently in line with the issuer’s main business, serving the real economy and forestalling risks. To know how a particular bank plans to use funds, check its offering documents and disclosures.
RMB bonds onshore and offshore are not the same route
The PBOC’s RMB Internationalization Report (2025) describes panda bonds as RMB bonds issued by overseas entities, while dim sum bonds are RMB bonds issued in Hong Kong. Their markets, investor access, regulatory frameworks, settlement and liquidity arrangements differ. Neither route can be assumed to offer lower funding costs without evidence from comparable deals. The PBOC reported that outstanding international RMB bonds totaled USD 256.1 billion at the end of 2024, 2.6 times the end-2019 amount. It reported nearly RMB 200 billion in new panda bond issuance and RMB 1.2 trillion in new dim sum bond issuance during 2024. These figures measure different things: outstanding stock at a point in time versus issuance during a year.
In a September 26, 2025 speech, HKMA Chief Executive Eddie Yue said dim sum bonds outstanding reached RMB 1.27 trillion in the first half of 2025, more than 60% above the level three years earlier. That figure is for a different reporting period and measure than the PBOC’s end-2024 total, so the two should not be combined as if directly comparable. Eddie Yue’s September 26, 2025 speech

The HKMA’s 2025 annual report says offshore RMB bond issuance in Hong Kong remained active during 2025. It also reports that China’s Ministry of Finance issued RMB 68 billion in sovereign bonds in Hong Kong in six batches that year. What an RMB bond issue means for investors
An investor buying the bond lends RMB to its issuer and holds a contractual debt claim. The investment’s return depends on the price paid, coupon, yield, maturity, the issuer’s ability to pay, changes in market prices and whether the bond can be traded when needed.

Currency exposure
The bond’s payments are denominated in RMB. If an investor’s spending or reporting currency is different, exchange-rate movements affect the value of coupons and principal after conversion. RMB denomination does not remove that exposure.
Credit, market and liquidity risks
The issuer may fail to make payments as promised. Even if it continues paying, a bond’s market price can change as interest rates, credit perceptions or market conditions change; selling before maturity may result in a gain or loss. Liquidity is not guaranteed for an individual bond. Hong Kong authorities have described efforts to deepen dim sum bond liquidity and expand repo and collateral options. Yue said in 2025 that cross-boundary repo would give offshore investors an additional channel for liquidity management and cost-effective funding. A specific facility should not be confused with a general benefit of bond issuance. Yue said of Hong Kong’s RMB Trade Financing Liquidity Facility: “The RMB TFLF addresses this by providing banks in Hong Kong with stable RMB funding referencing onshore interest rates, enabling RMB trade finance lending to corporate customers.” That statement describes the purpose of that facility, not all bank bond issues. The title alone does not identify an issuer or offering, so it cannot establish whether a particular bond is attractive or how it changes a bank’s funding. Use the prospectus or offering circular and issuer disclosures to check the terms, then compare the bond with relevant alternatives.
