Yes, other Chinese-owned or China-linked apps deserve scrutiny—but the United States does not have one blanket rule banning every one of them. TikTok is the clearest federal case because the Protecting Americans from Foreign Adversary Controlled Applications Act specifically addresses foreign-adversary-controlled applications and ByteDance-related services. Other apps, including WeChat, Temu, SHEIN, RedNote and DeepSeek, can raise different privacy, security, consumer-protection or national-security questions.
The practical answer depends on the app’s ownership, data practices, permissions, function and your device. A shopping app on a personal phone is not the same risk as a messaging or AI app handling sensitive work information on a government device.

- Chinese-incorporated: operated by a company based in mainland China.
- Owned by a Chinese parent: the U.S. app or subsidiary may be incorporated domestically but controlled by a China-based parent.
- China-founded but globally structured: it may have foreign investors, overseas subsidiaries and substantial U.S. operations.
- China-linked: Chinese investors, founders, infrastructure, contractors or corporate relationships may be relevant without proving straightforward Chinese ownership.
- A foreign-adversary-controlled application: a specific legal category under U.S. law, narrower than the everyday phrase “Chinese-owned app.”
Ownership is one risk signal, not a complete technical verdict. A careful assessment also asks who can access the data, where it is processed, what legal obligations apply, how transparent the company is and what the app actually does.
Why TikTok and ByteDance apps receive special treatment
The Protecting Americans from Foreign Adversary Controlled Applications Act establishes a framework that can restrict certain qualifying applications unless there is a legally sufficient divestiture. It is not an automatic ban on every Chinese app. The framework includes definitions, thresholds and mechanisms for identifying covered applications.
Congressional research identifies TikTok and other ByteDance subsidiaries as part of the relevant legal framework. That is why CapCut, Lemon8 and other ByteDance-related services can raise policy questions even though they serve different purposes.

In January 2026, TikTok announced a U.S. Data Security joint venture that it described as majority American-owned, with safeguards covering TikTok, CapCut, Lemon8 and other U.S. services. That is the company’s description, not proof that every concern has disappeared. The Justice Department’s July 16, 2026 Office of Legal Counsel opinion separately discusses the joint venture in connection with the No TikTok on Government Devices Act and describes it as independently operated and majority-owned by American investors.
Even a change in ownership or governance does not answer every question. Algorithm control, source-code access, vendor relationships, employee access, data routing and security audits require separate evaluation.
Other major categories
WeChat and Tencent
WeChat is associated with Tencent and combines messaging, payments, social functions and mini-programs. Its breadth matters: one account may connect communications, contacts, transactions and other activity. That makes it a different risk profile from a single-purpose shopping or editing tool.

Do not automatically apply WeChat’s characteristics to every Tencent-owned game or investment. The relevant corporate relationship and data flow should be identified for the specific service. Shopping platforms create a different set of exposures from social networks. Potential issues include purchase and shipping history, payment information, device identifiers, advertising profiles, seller fraud and counterfeit goods. They may also collect data about browsing and product interactions.
That does not mean a marketplace presents exactly the same influence risk as a social-video service. Nor does a government warning or state restriction prove that a company transferred a particular user’s data to the Chinese government.
RedNote/Xiaohongshu
RedNote, commonly associated with Xiaohongshu, is a Chinese social and lifestyle platform that attracted attention as a possible TikTok alternative. Moving from one China-based social platform to another does not automatically solve concerns about data handling, moderation, content restrictions or jurisdiction.
International and China-facing versions may differ in features, terms, moderation and data routing. Availability can also vary by country, device and policy.
DeepSeek and other AI services
AI apps require a separate analysis because the most sensitive information may be supplied directly by the user. Relevant data can include prompts, uploaded documents, account identifiers, device metadata and conversation history. Retention, model-training settings, hosting location and enterprise controls also matter.

Consumer experimentation with public, non-sensitive questions is not the same as entering patient records, source code, financial documents, student information, classified material or confidential business plans. Texas lists DeepSeek among prohibited technologies for its applicable state technology environment; that is a government-device or system rule, not a nationwide consumer ban.
What risks are we actually discussing?
Privacy and tracking
Depending on the app, operating system, region and settings, relevant data categories may include device identifiers, IP address, approximate location, contacts, photos and videos, browsing or interaction history, purchase information, advertising identifiers, messages, voice or face-related data and inferences about interests or relationships.
Privacy policies change, and the same company may operate different services with different data practices. Check the current policy for the particular app rather than assuming that every service in a corporate group collects the same information.
Access and jurisdiction
Data stored in the United States is not automatically insulated from every overseas access route. Corporate control, employee access, contractors, support operations, legal demands and supply chains can all matter. Conversely, a China-founded company may have substantial non-Chinese operations and controls.
Chinese data-governance and national-security laws are part of why U.S. policymakers focus on potential access or influence. But a government’s legal authority or a policy concern is not evidence that a particular app handed over a particular person’s data.
Influence and censorship
For social and content platforms, the concern may include recommendation systems, political-topic suppression or promotion, coordinated influence operations and content moderation. These are app-specific technical and policy questions. It is not accurate to infer that every China-linked content platform is conducting an influence operation.

Permissions, malware and unofficial downloads
The FBI’s Internet Crime Complaint Center warned in March 2026 about risks associated with foreign-developed mobile applications, including excessive collection, malware and unofficial app stores. The warning is a risk advisory, not proof that every named or comparable app misused American users’ data.
Use official iOS or Android stores, keep the operating system updated and deny permissions the app does not need. A video editor may reasonably need access to selected media; it does not necessarily need contacts or precise location.
Consumer and marketplace risk
For shopping apps, account takeover, payment fraud, misleading listings, counterfeit goods and seller disputes may be more immediate concerns than political influence. Use a unique password, avoid storing payment details unnecessarily and use payment methods with appropriate fraud protections.

Nationwide federal restrictions
The federal foreign-adversary-app law creates a mechanism for restricting certain qualifying applications. It does not make every Chinese-owned or China-linked app illegal for personal use. Covered status depends on the statutory framework and relevant designations, not simply on a company’s nationality.
Federal-government devices
Separate statutes and agency policies can prohibit apps on federal devices without banning them for the general public. The Justice Department’s foreign-adversary-apps materials and its TikTok joint-venture opinion address this government-device context.

State-government devices and systems
States can maintain their own prohibited-app lists. Texas’s page, updated February 4, 2026, includes DeepSeek, Lemon8, RedNote, SHEIN, PDD Holdings—including Temu and Pinduoduo—and WeChat among prohibited technologies for the applicable state environment.

A state list does not ordinarily mean that a private resident is prohibited from using every listed app on a personal phone. Read the scope: it may apply to state agencies, information resources, official devices or state networks.
Employers, schools and networks
An employer, school, university or network administrator may block an app through mobile-device management, filtering or acceptable-use rules. That is an institutional restriction, not necessarily a criminal prohibition or nationwide consumer ban.
A proportionate checklist for personal users
- Check the developer and parent company in the official app-store listing and the company’s privacy materials.
- Install only from an official store. Avoid random APKs and sideloading sites.
- Review permissions. Deny unnecessary access to contacts, precise location, microphone, camera, photos and local networks.
- Use a unique password and multifactor authentication where available. Do not reuse the password on your email or financial accounts.
- Limit sensitive uploads. Do not upload identity documents, medical records, private conversations or confidential work files unless the service and organization approve it.
- Use extra caution with consumer AI. Treat prompts and uploaded documents as information that may be retained or processed outside your control.
- Protect marketplace payments. Avoid storing a card if unnecessary and use a credit card or virtual card with suitable fraud protections where appropriate.
- Separate accounts when useful. A secondary email or alias can reduce exposure if the service is not important to your primary identity.
- Delete the account, not just the app, when leaving. Review connected accounts and active sessions as well.
What employers, schools and agencies should do
- Apply the relevant federal, state and organizational mobile-device-management rules.
- Keep official-device restrictions separate from a general consumer safety ranking.
- Require approval before installing apps that process regulated, classified, proprietary, student, patient or financial data.
- For AI tools, set specific rules for prompts, uploads, retention, model training, administrator access and enterprise controls.
- Use data classification: public information may be acceptable in a consumer service while confidential information is not.
- Review vendor ownership, access controls, incident disclosure, deletion procedures and cross-border processing.
Should you switch to a U.S.-based alternative?
Switching may reduce some China-jurisdiction or geopolitical concerns, but it does not make privacy risk disappear. U.S.-based companies such as Meta, Google, Amazon and Microsoft also collect extensive information and monetize user behavior.
Choose based on the exposure you are trying to reduce:
- Messaging: Signal is designed around privacy and end-to-end encryption, while WhatsApp is more widely adopted but owned by Meta. Telegram’s privacy properties vary by feature and should not automatically be treated as equivalent to Signal.
- Shopping: Amazon, Walmart, eBay and Etsy offer alternatives with different marketplace, seller and data practices. None is privacy-neutral.
- Video editing: iMovie, DaVinci Resolve, Adobe Premiere Rush and Microsoft Clipchamp may be preferable for some workflows. Local editing can reduce uploads, but cloud-sync and AI features should be reviewed separately.
- AI: ChatGPT, Claude, Gemini and Copilot should be compared by retention controls, enterprise terms, administration and data use—not nationality alone.
A password manager, VPN or identity-monitoring subscription cannot stop an app from collecting information you voluntarily provide. The highest-value steps are usually unique passwords, multifactor authentication, permission minimization, limited uploads and careful account deletion.
Bottom line
Other Chinese-owned and China-linked apps matter, but they are not interchangeable. TikTok and ByteDance services sit within a distinctive federal legal framework; WeChat, marketplaces, social platforms and AI tools create different technical and consumer risks. Government-device restrictions are not the same as a nationwide consumer ban, and ownership concerns are not proof of a specific data transfer.
Use the app’s actual function and data practices to guide your decision. The greater the sensitivity of the device or information, the stronger the case for avoiding unapproved apps altogether.
