A December 2025 investigation reported that Uber’s U.S. screening rules could allow some applicants with older convictions for violent offenses to drive. Uber later said it changed its standards effective June 30, 2026, making all violent felony convictions permanently disqualifying, subject to a narrow exception for some long-serving drivers. The investigation’s findings describe the rules it examined in 2025, not a standalone account of Uber’s announced 2026 policy.
What the investigation reported about Uber’s 2025 screening rules
Engadget’s December 22, 2025, summary of a New York Times investigation reported that Uber rejected applicants convicted of murder, sexual assault, kidnapping, or terrorism. But the summary said applicants with certain other convictions—including child abuse, assault, and stalking—could be approved in 22 states if the convictions were at least seven years old. The details here are attributed to Engadget’s account of the Times investigation; they are not independently verified here. Engadget’s summary of the investigation
The same account said that in 35 states, checks were largely based on where an applicant had lived during the preceding seven years, which could leave convictions from other places undiscovered. It also described six cases in which drivers with prior violent convictions were later accused of sexual assault or rape; two of those cases resulted in criminal convictions. These are reported cases, not evidence that every person with a conviction will reoffend or that a screening rule alone caused later harm.
Engadget also reported that a 2015 Uber executive document discussed shifting safety discussion away from background checks toward less costly measures. A 2018 email from Uber’s then-head of safety communications described the background-check policy as “a bare minimum.” The account does not identify the email’s author by name.

What Uber says changed effective June 30, 2026
Uber’s own announcement says its updated U.S. standards permanently disqualify applicants and drivers with convictions for all violent felonies and crimes that may be sexual in nature. It also says stalking and strangulation offenses are disqualifying whether they are misdemeanors or felonies, regardless of when they occurred. Uber’s 2026 background-check announcement
Uber describes a narrow exception for some longstanding drivers with no serious interpersonal safety-related complaints: a felony conviction must be more than 15 years old and must not have been sexual in nature. Uber said the exception covered around 2,000 drivers nationwide while the changes were rolling out. That is Uber’s description of a limited exception, not a general route for new applicants with violent felony convictions to qualify.

Uber also announced an expansion of its county-level address search, from a generally seven-year Social Security number trace to a 99-year or lifetime trace. The company said the expanded search would apply to new drivers and couriers and to existing drivers during annual rescreening. The announcement describes a rollout; it does not establish that the expansion has been completed everywhere. State and local requirements can affect screening.
How Uber describes its U.S. driver screening
Uber says its screening process in the 50 states and Washington, DC, includes identity verification, a motor-vehicle record check, a criminal background check, searches across federal, national, state, and local records, and human review of flagged records. Its policy page says criminal checks are rerun annually and continuous monitoring can identify newly reported charges or convictions. In a separate safety explainer, Uber says around 70% of rejected applications are rejected at the motor-vehicle-record-check stage. It also says records flagged in searches may be verified at approximately 3,200 county courthouses. What the figures can—and cannot—show
Screening rules, individual case reports, and assault statistics answer different questions. A rule describes who may be approved; a later accusation or conviction concerns a particular case; incident reports count reports under the reporting system’s definitions. None alone establishes the overall rate of harm or proves how effective a screening policy is.
Engadget’s summary said Uber internal data recorded U.S. reports of sexual assault or misconduct “almost every eight minutes” from 2017 through 2022. It also said Uber characterized 75% of the reports as “less serious” incidents and claimed 99.9% of rides took place without incident. These are Uber data and characterizations as reported by Engadget—not independently verified counts or a complete measure of incidence. Engadget’s summary

The same Engadget account cited a 2017 Massachusetts audit that banned more than 8,000 drivers, about 11% of those examined. That audit is a separate state example, not a nationwide estimate of drivers who would fail Uber’s later standards.
The U.S. Government Accountability Office says available data do not provide a full picture of rideshare and taxi assaults for 2021 through 2025. Its report notes limitations across disparate data sources, so neither company figures nor government counts should be treated as a complete measure of assault in rideshare and taxi services. What this means for a passenger or driver applicant
For passengers
The 2025 findings raise questions about which offenses a screening system disqualifies, how far back searches reach, whether checks cover relevant jurisdictions, and how often records are refreshed. Uber’s later announcement addresses several of those issues in its stated U.S. policy, but its own description of screening is not independent proof that every relevant record is found or that future misconduct can be predicted.
For applicants and current drivers
Uber’s announced 2026 standards are the relevant policy description for U.S. applicants and drivers after their effective date, but specific outcomes can depend on the offense, record, local law, and the narrow exception Uber described for certain longstanding drivers. Anyone seeking a determination about an individual record should consult Uber’s current eligibility information and applicable state or local requirements; the investigation’s 2025 account should not be treated as a current eligibility ruling.
