Western Digital announced the closure of its Kuala Lumpur HDD factory in July 2018; the shutdown was substantially complete by June 28, 2019. It was a past manufacturing consolidation, not a 2026 announcement. The company moved HDD operations to Thailand while Malaysian reporting described a broader shift toward flash and SSD production elsewhere. The Petaling Jaya plant itself was not confirmed as converted to an SSD factory. Since February 2025, Western Digital and Sandisk have been separate companies: Western Digital retained HDDs, while Sandisk took the flash business.
Which Western Digital factory closed?
The site was Western Digital’s HDD manufacturing facility in Kuala Lumpur, identified in local coverage as the Petaling Jaya factory. The closure concerned HDD manufacturing at that facility, not a complete withdrawal from Malaysia. Western Digital said it would retain a Centre of Excellence in Selangor for engineering, operational planning and regional support. The company also provided affected employees severance compensation and upskilling support, according to contemporary Malaysian reporting.
This was distinct from the former Bayan Lepas, Penang facility reported closed in 2016, and from a separate closure of a head-wafer facility in Odawara, Japan. The Petaling Jaya decision should not be read as evidence that Western Digital ended all Malaysian operations.
Why did Western Digital consolidate HDD production?
In its 2018 filing, Western Digital said the plan was intended to reduce manufacturing costs and rationalize its HDD manufacturing footprint by consolidating operations in Thailand. Contemporary reporting also cited declining HDD demand as market context, but the company’s stated rationale was cost reduction and consolidation. HDD operations from Kuala Lumpur were moved to Thailand. Contemporary Malaysian reporting described Western Digital as left with two HDD manufacturing facilities in Thailand after the move. Did the Petaling Jaya plant become an SSD factory?
That is not established by the available company filings. Contemporary reports described Western Digital as placing greater emphasis on flash products in Malaysia and said a second SSD facility in Penang was nearing commissioning. Those reports support a broader Malaysian flash and SSD expansion plan, not a claim that the closed Petaling Jaya HDD factory was converted into an SSD plant. What did the closure cost?
Western Digital’s 2018 filing initially estimated approximately $160 million in pretax charges: about $85 million for employee termination benefits and $75 million for asset-related, contract-termination and other charges. These were initial estimates, not a final tally. Later filings updated the accounting as the plan progressed; the company’s 2019 filing is the relevant source for the completed-closure status and later charge reporting. (2018 filing; 2019 filing)
How did Western Digital’s HDD and SSD businesses change?
When the Malaysian closure was announced, Western Digital’s HDD and flash businesses were within the same corporate group. That changed on February 21, 2025, when the company completed the separation of its HDD and Flash businesses. Western Digital continued as an HDD-focused company; the flash business became the independent company Sandisk, which sells SSDs and other flash products. Western Digital’s 2026 filing describes the post-separation company as focused on HDDs, while Sandisk’s separation information explains the new corporate distinction. What does the history mean for storage buyers?
The 2018 closure does not establish a current shortage, price increase or reason to buy a drive immediately. It also did not mean Western Digital stopped making HDDs or that HDDs were immediately replaced by SSDs. The restructuring shifted one site’s HDD work to Thailand; the later corporate separation put the HDD and flash businesses in different companies.
- For bulk storage, backups and large media libraries, compare HDD capacity, workload suitability, warranty and price per terabyte.
- For an operating-system drive, gaming or other latency-sensitive use, compare SSD performance, endurance, capacity and warranty.
- For an always-on multi-drive NAS, check that a drive is rated for the intended NAS workload rather than assuming a general desktop drive is equivalent.
Current WD HDD products and Sandisk SSD products belong to separate corporate entities, even though customers may encounter continuity in branding or support arrangements. Check the relevant company’s current product and warranty information for the specific drive.

Why this is not evidence that HDDs are disappearing
A single factory closure cannot establish an industry-wide transition from HDDs to SSDs. Western Digital’s subsequent choice to continue as a focused HDD company, alongside Sandisk as a separate flash specialist, is a more accurate description of how the businesses evolved than the idea that Western Digital simply abandoned HDDs to make SSDs.
