Webull shares fell sharply in premarket trading on October 7, 2026, after a House panel report was cited as raising national-security concerns about the brokerage’s China ties. The reported move and the panel’s allegations are not proof that U.S. customer data reached PRC authorities or that Webull broke the law.
Why did Webull shares fall?
Investing.com reported that Webull shares slid 18.3% in premarket trading on October 7, 2026, following the release of a House panel report about the company’s connections to China. That is a reported premarket move, not a confirmed closing loss. The underlying 2026 report and a Webull response were not available in the sources supporting this account, so its specific conclusions cannot be independently assessed here.
Investing.com summarized the report as raising concerns about technology development, platform operations, personnel and possible exposure of data to PRC authorities. Those are reported concerns, not established findings about actual data access or wrongdoing.
What China-related concerns had Congress raised before?
On December 6, 2024, the House Select Committee on the CCP published a letter to Webull CEO Anthony Denier and asked the company for documents and answers. The committee described Fumi Technology and Hunan Weibu as PRC-based entities it believed were connected to Webull through ownership, technology or personnel. It also raised questions about U.S. customer data, corporate independence and regulatory disclosures.

The lawmakers wrote that “The PRC’s stringent regulatory environment, coupled with laws that compel companies to cooperate with state intelligence activities, pose a not-insignificant risk to U.S. citizens’ personal and financial data.” That was the committee’s stated concern in its 2024 letter; the inquiry itself did not establish that data had been accessed, that Webull had violated a law, or that the alleged risks had materialized.
What do Webull’s company filings establish?
A Webull SEC filing reported that Anquan Wang beneficially owned 16.4% of the company’s outstanding ordinary shares, including all Class B shares, and held 79.2% of voting power as of March 31, 2026. The shareholding and voting-power figures describe different things: the filing’s voting figure includes the effect of the Class B shares.
Rank #2
The same filing disclosed U.S. government inquiries or investigations concerning Webull’s China connections, but did not establish their outcomes. A disclosure that an inquiry exists is not itself a finding of a violation or a regulatory action.
How to distinguish allegations from established facts
| Evidence | What it says | What it does not establish |
|---|---|---|
| Investing.com’s October 7, 2026 report | It attributed the reported premarket share decline to a House panel report and summarized concerns involving China-related technology, operations, personnel and potential data exposure. | The underlying report’s specific evidence, an independently verified market closing move, actual access to customer data, or a final regulatory outcome. |
| House Select Committee on the CCP letter, December 6, 2024 | It raised concerns about PRC-linked entities, customer data, corporate independence and disclosures, and requested information from Webull. | Proof that Webull violated the law or that PRC authorities accessed U.S. customer information. |
| Webull SEC filing, ownership as of March 31, 2026 | It reported Wang’s ownership and voting power and disclosed U.S. government inquiries or investigations concerning China connections. | The outcome of those inquiries or investigations, or independent confirmation of the committee’s allegations. |
What should Webull customers and investors take from the report?
If you use Webull
The reported concerns may be relevant to how you assess a brokerage’s governance and handling of customer information, but the available evidence does not show that your data was accessed by PRC authorities. If the issue affects your decision, look for Webull’s response and any formal findings or regulatory actions, and review the company’s current privacy and account-security information before making a change.

If you own or are considering Webull shares
A sharp premarket reaction records how the market responded at that time; by itself it does not determine the company’s long-term value or prove the panel’s allegations. Separate the reported market move from the underlying questions: what the panel documented, how Webull answers those claims, and whether regulators reach a formal outcome.
Quick Recap
What remains unresolved
- The specific evidence and conclusions in the October 7, 2026 panel report, as well as Webull’s response to it.
- Whether U.S. customer data was accessed by PRC authorities.
- Whether the disclosed U.S. government inquiries or investigations led to regulatory action or another formal outcome.
- How Webull’s shares performed at the close on October 7, 2026; the reported 18.3% figure concerns premarket trading only.
