You can supplement Social Security with a pension, withdrawals from retirement savings, investment income, annuity payments, or wages from part-time or continued work. Each source differs in how predictable it is, how much access you retain to your money, what taxes may apply, and whether it can affect Social Security payments you are already receiving. The right mix depends on your resources, health, household needs, tax situation, and comfort with risk.
Compare income sources by what they give up as well as what they pay
A useful retirement-income plan distinguishes a payment from a finite account, investment income that can vary, and earnings from work. A larger monthly payment is not automatically the better choice if it comes with limited access to principal, less protection for a spouse, more investment risk, or a tax cost that does not fit your circumstances.

| Source | Payment predictability | Access to money | Key risks and trade-offs | Social Security earnings test |
|---|---|---|---|---|
| Employer or government pension | Depends on the plan and payment option. | Payment forms and access depend on the plan. | Compare survivor choices and tax treatment; the plan determines the available options. | Pension payments are not covered earnings for this test. |
| 401(k), 403(b), 457(b), IRA, or similar account withdrawals | Withdrawals can be scheduled, but the amount sustainable over time depends on the balance, spending, taxes, and market conditions. | Money withdrawn leaves the account; access to what remains depends on account rules. | Traditional and Roth tax treatment differs; withdrawals draw on finite assets and may reduce future flexibility. | Account withdrawals are not wages or net self-employment income for this test. |
| Interest, dividends, or investment sales | Interest and dividends can vary; sale proceeds depend on the investments and market value. | Investments can often be sold, but doing so may mean selling principal. | Returns and asset values fluctuate. Distinguish income generated by an investment from proceeds that come from selling it. | Interest and dividends are not covered earnings for this test. |
| Annuity payments | The contract defines the payment amount and duration. | Some contracts restrict access to principal or impose surrender charges. | Review fees, inflation protection, death benefits, and the insurer’s ability to pay. | Annuity payments are not covered earnings for this test. |
| Part-time or continued work | Depends on available work and hours. | Wages are earned cash flow rather than a withdrawal from savings. | Work may affect time, health, and current Social Security payments before full retirement age; higher earnings may also improve a future benefit calculation. | Wages and net self-employment income count under the earnings test before full retirement age. |
The earnings-test distinctions in the table follow Social Security Administration (SSA) guidance on covered earnings. They do not settle every possible tax or public-benefit consequence of receiving income. Tax treatment varies by source and individual circumstances.

Use pension benefits as a foundation only after checking the plan terms
If you have an employer or government pension, contact the plan administrator for the available payment forms, the amount under each form, and the rules for a spouse or survivor. The payment choice may affect how much income continues for a surviving spouse, so compare the household outcome rather than looking only at the initial payment. Do not assume every plan offers the same choices or that a quoted amount applies to every payment form.

Ask the administrator for the written estimate and the decision deadline, and confirm whether the amount is monthly or otherwise scheduled. The administrator can explain plan-specific options; IRS Publication 575, Pension and Annuity Income, addresses federal tax treatment. The taxable amount can depend on the pension and on whether you contributed to its cost. State tax treatment may also differ.
Turn retirement savings into cash flow without treating withdrawals as free income
Distributions from a 401(k), 403(b), 457(b), IRA, or similar account can fund regular spending or one-time expenses. But a withdrawal is money moved out of an accumulated balance, not a separate yield that can be spent indefinitely. Taking more today leaves less in the account for later years and may change how much remains invested.
Check the account type and withdrawal rules
Traditional and Roth accounts have different tax treatment, and the details depend on the account and the distribution. Do not assume that two withdrawals of the same dollar amount produce the same after-tax cash. Before setting a schedule, check the account’s distribution rules and how a planned withdrawal would be treated for federal and state taxes. IRS Publication 575 covers pension and annuity taxation; an account’s administrator can explain its own distribution process and terms.

Build a withdrawal plan around your actual needs
Start with the amount of income your household needs from savings after accounting for other expected sources. Then consider the account balance, the timing of expenses, taxes, market uncertainty, and how long the money may need to last. A withdrawal that meets a near-term bill can be sensible while a recurring amount that is too high may deplete savings sooner than intended. There is no universally appropriate withdrawal rate or account order established for every retiree; balances, spending, taxes, market risk, and longevity assumptions vary.
Consider whether you need a recurring transfer, occasional withdrawals, or a mix. Keep enough flexibility for changes in health, housing, or family needs, and review the plan when those circumstances or the value of investments change. If your accounts are spread across different tax treatments, compare the after-tax effect rather than applying a blanket rule about which account to spend first.
Use investment income carefully, and separate returns from sales of principal
Interest and dividends can contribute cash flow from savings and investments. Their amounts can change with the holdings, rates, and market conditions, so they should not be treated as guaranteed payments unless the specific investment terms establish that. Selling investments can also provide cash, but sale proceeds may include principal rather than income generated by the investment.

That distinction matters when estimating how much your portfolio is contributing to ongoing spending. If you spend only interest or dividends, the underlying holdings can still fluctuate in value and the distributions can change. If you sell assets, the sale converts part of the portfolio into cash and may alter what remains invested. Account for both the cash received and the effect on the assets left behind.
SSA distinguishes these sources from covered earnings: it says investment interest and dividends are not wages or net self-employment income for the Social Security earnings test. That does not mean investment income has no tax consequences; its tax treatment depends on the income and your circumstances.
Consider an annuity only after reading the contract’s limits
An annuity is an insurance contract that can provide periodic payments starting immediately or at a later date. Investor.gov, the U.S. Securities and Exchange Commission’s investor-education site, says people typically buy annuities to help manage retirement income. The contract—not the label “annuity”—sets the payment, duration, access to principal, fees, and other protections.

Compare the terms that determine the trade-off
- Payment amount and duration: Confirm how much is paid, when payments start, and whether they last for a specified period or under another contract arrangement.
- Inflation protection: Check whether payments can increase and how any adjustment works. Do not assume a fixed payment keeps the same purchasing power over time.
- Fees and surrender charges: Review all charges and how long restrictions on surrender or withdrawal apply.
- Access to principal: Determine whether you can withdraw money, under what conditions, and what happens if you need a large sum.
- Death benefit and household coverage: Check what, if anything, continues to a beneficiary or spouse and how that choice affects the payment.
- Insurer strength: Consider the insurer’s financial strength and claims-paying ability. An annuity is not risk-free, and payment promises depend on the insurer’s ability to meet its obligations.
Compare the contract with the other income and assets available to your household. A payment stream may offer predictability while limiting liquidity or leaving less value available to heirs, depending on its terms. The balance of those trade-offs is individual; a contract should not be treated as suitable for everyone.

Part-time work or continued employment can add wages without requiring you to sell investments or draw down retirement accounts. It can also affect the Social Security calculation: SSA bases retirement benefits on a person’s 35 highest years of earnings, so additional higher earnings may replace a lower-earning or zero year. Whether that improves a particular person’s benefit depends on their earnings record.

For 2026, SSA’s annual earnings limit is $24,480 if you are under full retirement age for the entire year. If you reach full retirement age in 2026, the limit is $65,160 for earnings in the months before you reach that age. These are 2026 limits; check SSA’s current figures for another year.

The earnings test concerns wages and net self-employment income, not pension or annuity payments, investment interest, or dividends. SSA says it adjusts benefits at full retirement age to account for months in which benefits were withheld. Check how the annual rule applies to your timing and earnings before relying on a particular monthly benefit amount. Rules may differ for people working outside the United States.
Keep the earnings test separate from the claiming-age decision
Working and choosing when to claim are related but distinct decisions. SSA says retirement benefits can begin from age 62 through age 70 and that the monthly amount rises the longer you wait to apply, up to age 70. That does not establish one best age for everyone: household cash needs, health, work plans, and other resources differ. Treat later claiming as one possible way to change Social Security income, not as income from a source besides Social Security.
Choose a mix by matching each source to a household need
Instead of asking which source is best in the abstract, identify what you need the source to do. You might prioritize reliable payments for recurring bills, liquidity for unexpected costs, or preserving a spouse’s income. Then compare options against those priorities and their costs.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minute- List expected income and spending. Separate predictable payments from amounts that vary or depend on selling assets. Note the gap between expected income and household expenses.
- Identify what each source can cover. A plan pension, scheduled account withdrawal, investment distribution, annuity payment, or wage can each contribute cash flow, but their certainty and duration differ.
- Check access and household effects. Review how a choice affects available principal, a spouse or survivor, and flexibility if health or other needs change.
- Estimate taxes and applicable rules. Check the tax treatment of each account or payment and, if working while claiming before full retirement age, the earnings-test limit for the relevant year.
- Revisit the mix when circumstances change. Work hours, investment values, expenses, health, and household needs can change; a plan that once fit may need adjustment.
A retiree with a pension may use it to meet some recurring expenses while keeping savings available for variable costs. Someone without a pension may combine account distributions and investment income, recognizing that both the balance and the returns can vary. A person who continues working may reduce near-term withdrawals, but should account for the earnings test if claiming before full retirement age. These are ways to think through the choices, not recommendations for a particular household.
