Use the official Watumishi Portal at ess.utumishi.go.tz to sign in, register, or start a password reset. The Employee Self Service page labels the username field “Username (Check number),” so use your check number as the username.
How to log in to the Watumishi Portal
- Open the official Watumishi Portal sign-in page.
- Enter your check number in the “Username (Check number)” field and enter your password.
- Submit the sign-in form. If you cannot access your account, use the page’s “Reset Password?” link.
The government-hosted page identifies the service as Employee Self Service. Do not enter your credentials on a similarly named site unless you have independently confirmed it is the official portal.
How to register
If you have not registered, select “Not Registered? Click here to register” on the official sign-in page. The page provides the registration entry point but does not publish a complete step-by-step sign-up checklist.
Use an email address that belongs to you and that you can open. The President’s Office FAQ says the password is sent to that address during registration, and that the email you provide must match the email in your HCMIS profile. Follow any current requirements displayed on the portal.

Fix an email and HCMIS mismatch
If registration reports, “The email address you are trying to register with is not the same as in your HCMIS profile,” contact your HR officer and ask them to update your HCMIS record with the email address and mobile number you intend to use. The FAQ identifies this mismatch as a cause of registration failure.
Reset access when your old email is unavailable
- Ask your HR officer to update the email address in your HCMIS record.
- After the update, return to the Watumishi Portal sign-in page and select “Reset Password?”.
- Check the updated email address for the new password and use it to sign in.
The ministry FAQ says the new password is sent to the updated email. It also lists password requirements of at least eight characters, including uppercase and lowercase letters, a numeral, and a special character. Requirements can change, so follow the instructions currently shown by the portal.

For technical portal inquiries, the sign-in page lists [email protected] and 026 216 0240. The President’s Office website separately lists general ministry contacts: [email protected], 026 216 0240, and +255 734 986 508. Use the portal’s technical-support contact for sign-in or portal problems.
The official entry point for these account tasks is the government-hosted ESS Watumishi Portal. The available official information establishes login, registration entry, password reset, and the email-mismatch remedy; it does not establish a full list of services available after sign-in.
