The 2024 Washington EV Instant Rebate Program is closed. The Washington State Department of Commerce (Commerce) says all 2024 funds have been claimed, so no one can apply for that round now. A successor program covering new and used electric vehicles is expected to begin in early 2027. Its final rules, qualifying vehicles, and application process have not been published yet.
Is the 2024 rebate still available?
No. Commerce’s program results page confirms that the 2024 funds were fully claimed and reports aggregate outcomes for the round. Any page that describes the 2024 terms as current is out of date.
The headline’s claim that half of the funds were gone 60 days into the program is not confirmed by official sources. Commerce’s results page does not publish a fund balance at day 60, and no dated funding record for that point was found. Until Commerce or the Legislature publishes one, treat the 60-day figure as unverified. The closure itself, and the aggregate results below, are on the record.
What the 2024 program offered
Commerce announced the launch on August 1, 2024. The rebate was a point-of-sale discount applied by participating dealers at the time of purchase or lease, not a refund you claimed afterward. These were the launch terms, and they should not be assumed to carry over to the next round.

Eligibility was limited to Washington residents with household income up to 300% of the federal poverty level, according to Commerce’s August 1, 2024 launch announcement.
What the 2024 program delivered
Commerce’s program results page reports the following figures for the 2024 round. Each figure comes from Commerce, and the publication date of the page is not stated.

These are averages across recipients. They do not predict the amount or eligibility of any individual household, and Commerce describes the program as helping thousands of low-income households rather than promising a particular outcome.
What comes next
Funding and timing
Commerce’s current funding overview says the 2026 Legislature set up an ongoing funding source for a new rebate program, expected to begin in early 2027. Commerce calls it the EV Instant Rebate Program for vulnerable populations.

Commerce’s program index also describes an open request for proposals to develop and administer a new $5 million point-of-sale program. Future funding is intended to provide up to $9,000 on new and used EVs. Commerce describes this as intended, not confirmed. The pages show that development is active. They do not show that applications are open, and they do not establish that any particular vehicle qualifies.
The statutory basis
Washington law governs the program. Under RCW 43.330.615, Commerce must work with the Interagency Electric Vehicle Coordinating Council to build and run an instant rebate program, subject to appropriated funds. The statute states:

Eligibility is limited to people who meet the statutory definition of vulnerable populations. That definition is the only eligibility rule that is currently established. Translating it into a household-level answer requires the final program rules.
What is still unknown
- The exact start date within early 2027.
- The income threshold and how vulnerable-population status will be verified.
- Whether a specific new or used model qualifies.
- Whether the lease-term and purchase rules will match the 2024 structure.
- Which organization will administer the program and which dealers will participate. The administrator has not been confirmed.
Charging is a separate question
Commerce runs a separate Washington Electric Vehicle Charging Program that funds charging stations in multifamily, public, fleet, and workplace settings. At the time of the current page, Commerce reports no open funding opportunities under that program. Nothing in the official rebate material makes installing a home charger a condition of receiving the rebate, so budget for home charging on its own terms.

How to prepare without assuming eligibility
- Check Commerce’s EV rebate pages directly before shopping. Treat any page that describes applications as open as unverified unless it leads to Commerce.
- Decide early whether you would consider a new or used vehicle and whether you would buy or lease. The future program’s coverage of used EVs is intended but not yet confirmed, so keep both options open until the rules are published.
- Do not sign a purchase or lease on the expectation of a rebate. Point-of-sale amounts depend on funding, participating dealers, and final eligibility rules, none of which are settled yet.
- Price charging and insurance for the vehicle you are considering, so the total cost does not depend on a rebate that has not been finalized.
