Washington EV Rebates Drew an “Overwhelmingly Positive Response”—But Critics Question the Cost

Washington’s EV rebate drew rapid early participation in 2024, but the launch figures do not prove the incentive’s long-term value or current availability.

Washington’s EV Instant Rebate Program got off to a fast start in 2024: in its first 19 days, more than 1,000 vehicles had been purchased or leased and about $8 million of its $45 million allocation had been issued. State officials called the response “overwhelmingly positive.” A policy critic, however, argued that the subsidy was an inefficient use of public money. Those early figures show rapid uptake, not whether the program ultimately delivered value for taxpayers.

How Washington’s EV rebate was structured

Washington designed the program to reduce the upfront cost of a new or used electric vehicle for income-eligible state residents. Under the terms reported by GeekWire on August 27, 2024, eligible buyers and lessees completed an eligibility form at a dealership, and the rebate was applied at the point of purchase or lease. The reported rules were:

Vehicle and transaction Reported rebate
New EV purchase or lease of two years $5,000
New EV lease of three years or longer $9,000
Eligible used EV purchase or lease of at least two years $2,500

The reported vehicle price limit was $90,000. Income eligibility depended on household size; the article gave examples of annual income limits of $45,180 for one person and $93,600 for a family of four. These are terms as reported in August 2024, not confirmation of current eligibility or rebate amounts. Applicants could face costs if they misrepresented their income and the state challenged the information. GeekWire’s August 27, 2024 report is the source for these historical figures.

What the early participation figures show—and what they don’t

Nineteen days after launch, the program had issued about $8 million of its $45 million allocation, with more than 1,000 EV purchases or leases reported, according to GeekWire. About 70% of the deals were leases of at least three years. The report described those leases as the most cost-effective option for consumers, but it did not provide a full comparison of total costs across buyers, vehicles, or lease terms.

The scale of early participation supports the conclusion that consumers were using the incentive quickly. It does not establish how many transactions would have happened without the rebate, how much funding was ultimately spent, or what emissions reductions resulted. GeekWire also reported that EVs and plug-in hybrids accounted for 16% of Washington’s new vehicle registrations in the preceding month, attributing that figure to state registration data; the article does not isolate the rebate’s effect on that share.

Why officials called the response positive

Steven Hershkowitz, clean transportation managing director for the Washington State Department of Commerce, told GeekWire: “We’ve had an overwhelmingly positive response.” He said the program was having its intended effect so far. The structure put the incentive directly into a dealership transaction, reducing the amount an eligible household needed to pay or finance at the outset.

Dealership owner Jim Walen, who owned Seattle Hyundai and two other dealerships, argued that the rebate could open access to lower-income buyers: “Low-income people have been priced out of EVs until this program,” he said. “This rebate is a chance for them to get theirs.” That is a dealer’s assessment of the program’s role, not an independent measure of who benefited or how many recipients would otherwise have been unable to get an EV.

Why critics questioned the public cost

The rebates were funded through Washington’s general fund, so the consumer discount also represented a public spending choice. Todd Myers, vice president for research at the Washington Policy Center, argued by email that the subsidy was wasteful and that the same funds could be used more effectively for other climate measures. He questioned whether the program would meaningfully help Washington reach its EV sales targets and suggested certified carbon offsets as a more cost-effective alternative.

State leaders’ case for supporting EV adoption was that transportation is Washington’s leading source of carbon emissions and air pollution, with lower-income communities often bearing a disproportionate share of the impacts. The 2024 report presents these competing arguments but does not quantify the program’s net fiscal cost, emissions effects across vehicle lifecycles, or results against the proposed alternatives. The early spending and participation numbers alone cannot settle whether the subsidy was worth its cost.

What one participating household experienced

GeekWire profiled Krista Cortese and her husband, who leased a new 2024 Nissan Leaf SV Plus for $102 per month after discounts. Their garage had access to a 240-volt outlet. Cortese estimated that charging electricity cost them about $10 per month and said, “I thought we would be charging this car every night. It’s once or twice a week.” The report gave the car’s estimated range as 212 miles.

The couple replaced a 2003 Mazda that they estimated had cost about $230 per month in gas and maintenance. These figures are the family’s reported estimates and lease experience, not a guarantee of savings for another household. Charging costs depend on local electricity rates and driving; a lease payment depends on the vehicle, contract, and buyer’s circumstances. The example also does not establish that every EV owner needs a 240-volt outlet or charges on the same schedule.

Is the rebate available now?

The available account is dated August 27, 2024, and documents the program’s launch period. It does not establish whether the program remains open, whether funding is still available, or whether its rules have changed. Before relying on a rebate in a purchase or lease budget, check current information with the Washington State Department of Commerce or ask a participating dealer to confirm the program’s status and written terms. Do not assume the 2024 income limits, price cap, or rebate amounts still apply.
