Was Tesla Axed From a $400 Million U.S. EV Deal? What the Record Shows

Tesla appeared in an early State Department forecast for a potential armored-EV purchase. The $400 million figure was a forecast, not an awarded contract, and the department said the solicitation was on hold in February 2025.

Tesla was named in an early State Department forecast for a potential armored-electric-vehicle procurement, but the $400 million figure was a projected opportunity—not a contract or payment to Tesla. After the issue drew public attention in February 2025, the forecast wording changed from “Armored Tesla” to “Armored Electric Vehicles.” The State Department said no manufacturer had won a contract and the solicitation was on hold, with no current plan to issue it at that time.

What happened to the proposed armored-EV deal?

The controversy concerned a possible U.S. State Department purchase of armored electric vehicles, not a completed sale. In May 2024, the department issued a request for information to gauge interest in producing such vehicles. The State Department later said Tesla was the only company to express interest. A request for information gathers market input; it does not select a contractor or commit the government to buy anything. The Associated Press reported the department’s account.

A State Department FY2025 procurement forecast later included a $400 million line item for armored electric vehicles. TIME reported that an earlier version identified the category as “Armored Tesla.” Following media coverage and questions about Musk’s government role, the forecast was revised to the generic “Armored Electric Vehicles” wording. TIME’s report, published February 13, 2025 and updated January 19, 2026, describes the change.

The forecast revision is the basis for saying Tesla was “axed” or removed from the listing. It does not establish that Tesla had been selected and then lost a contract: the department said no manufacturer had received an award. Nor does the generic label prove that another company replaced Tesla.

Forecast, solicitation and award are different stages

The $400 million figure can sound like a deal already in motion, but the procurement stages matter:

  • Request for information: The May 2024 inquiry sought expressions of interest and market information. Tesla was reportedly the sole respondent, according to the State Department’s account. That response was not a bid or award.
  • Forecast: The FY2025 forecast described a projected contracting opportunity. It was not a finalized purchase order, signed contract, or evidence that the full amount would be spent.
  • Solicitation: A solicitation is the formal call for offers from potential vendors. In February 2025, the State Department said the next solicitation was on hold and it had no current plans to issue it.
  • Award: An award identifies the contractor selected under a procurement. The department said no armored-EV contract had been awarded to Tesla or any other manufacturer.

These distinctions mean the reported $400 million was neither revenue Tesla received nor a confirmed government commitment to buy Tesla vehicles.

Why Musk’s government role raised questions

Elon Musk led Tesla while also serving in a prominent role in the Trump administration. That overlap prompted concerns about whether a federal procurement involving his company could create a conflict of interest or the appearance of one. The timing of the forecast’s wording change—after reporting brought the Tesla reference to wider attention—added to scrutiny.

Musk said he expected scrutiny and argued for transparency. President Donald Trump said that if they believed there was a lack of transparency or a conflict of interest, Musk would not be allowed to work in that area. Those were their stated positions; neither statement, by itself, establishes that an independent conflict review took place or resolves the questions raised about the procurement.

What lawmakers questioned—and what remains unproven

In March 2025, Democrats on the House Foreign Affairs Committee wrote to Secretary of State Marco Rubio seeking explanations and records. Their letter cited NPR reporting that a Biden-era document showed $483,000 in planned FY2025 electric-vehicle purchases, and asked how that figure related to the later $400 million forecast. The committee letter sets out the lawmakers’ questions; it cites the $483,000 figure rather than serving as the original procurement record.

The two figures refer to information described in different documents and should not be treated as directly comparable evidence of an improper increase. The letter raises an oversight question, not a finding that officials changed the procurement unlawfully or steered business to Tesla. The cited material does not establish whether the department later answered the letter, whether an investigation reached findings, or whether the procurement was definitively abandoned.

What is known about the current status?

The State Department’s reported statements are from February 2025: no contract had been awarded, and the solicitation was on hold with no current plan to issue it. The available reporting and committee letter do not verify what happened to the procurement or the congressional inquiry after those events. Accordingly, the careful conclusion is that Tesla was removed from the forecast’s wording, while the reported process had not reached an award—and the later status is not established by these sources.
