Mike Elgan’s Computerworld headline, “2025 will be a bad year for remote work,” was a forecast published on December 2, 2024—not a report of what had already happened. Subsequent U.S. data show that home-based work remained substantial, while the answer to whether it makes people more productive depends on the work and how it is managed.
What did the 2024 forecast predict?
In his December 2, 2024, opinion article, Computerworld contributing columnist Mike Elgan predicted that remote work would “take a serious hit” in government and business. He tied that outlook to executive attitudes, anticipated federal policy and return-to-office pressure, while also arguing that remote work could recover over the longer term. The forecast captured a real debate, but its headline is not evidence that the prediction came true.
One indication of executive sentiment came from KPMG’s 2024 CEO Outlook. The survey reported that 79% of surveyed CEOs favored an in-office model, up from 34% earlier in 2024, and that 86% said they would reward employees who came into the office, for example with favorable assignments, raises or promotions. Those are responses from surveyed executives—not the share of all employers that imposed office mandates, or proof that the stated rewards were actually issued. KPMG’s 2024 CEO Outlook is global, with a U.S. subset.
Are workers more productive working from home?
There is no universal answer. In an October 2024 analysis, the U.S. Bureau of Labor Statistics (BLS) found a positive association between increased remote work and total factor productivity growth across 61 private-business industries during the pandemic period. After accounting for pre-pandemic trends, a 1-percentage-point increase in the rise in remote workers was associated with a 0.08-percentage-point increase in total factor productivity growth from 2019 to 2021, and a 0.09-percentage-point increase from 2019 to 2022. These are industry-level associations, not proof that remote work caused the gains or that every remote worker, company or task is more productive. BLS explains its analysis and methods.

The broader evidence BLS reviews is mixed. A few randomized experiments at individual firms found small positive effects on selected productivity measures and lower turnover. A couple of pandemic-era case studies at single firms found short-term declines. An aggregate study across 43 private-sector industries found little relationship between an industry’s capacity for remote work and productivity growth. BLS economists Sabrina Wulff Pabilonia and Jill Janocha Redmond write that outcomes likely depend on “the types of tasks workers perform, the available technology, the home environment, worker motivation, and management practices.”
How common was working from home in 2025?
Two BLS sources describe different aspects of home work; their figures should not be treated as interchangeable.

Work locations on days worked
BLS’s 2025 American Time Use Survey chart reports that 34.5% of employed people worked at home on days they worked, while 69.8% worked at a workplace. “Work at home” includes scheduled and unscheduled work. The categories can overlap: someone may work at home and at a workplace on the same day, so the percentages do not add up to 100%. See BLS’s work-location chart.
Occasional home work and days spent only at home
A separate BLS work-arrangements release found that 34% of wage and salary workers—51 million people—worked at home at least occasionally in its 2024–25 module. It also found that 28% had days when they worked only at home. The release averages 12 months of 2024 and 11 months of 2025: collection was suspended from October 1 through November 12, 2025, during the federal shutdown. What does the longer U.S. trend show?
Census Bureau American Community Survey data measure the share of U.S. workers who usually worked from home. That share was 5.7% in 2019, rose to 17.9% in 2021, then fell to 15.2% in 2022 and 13.8% in 2023. The decline from the pandemic-era peak is clear, but the 2023 figure remained well above 2019. These are not 2025 figures, and “usually worked from home” is different from either working at home on a sampled day or doing so occasionally. The Census Bureau’s comparison reports the ACS figures.

It depends on what “bad” means. The CEO survey supports the view that office attendance had strong backing among the executives surveyed, and the 2025 figures show many workers still worked from home. The available data therefore support a mixed retrospective: pressure toward office attendance was real, but remote work remained common. They do not establish a single nationwide measure of return-to-office policy, or settle whether remote work improves productivity for any particular worker or employer.
