Yes, Walmart sells discounted unlocked phones—but a clearance label does not mean a phone is unlocked. Walmart’s clearance inventory mixes unlocked devices with carrier-locked prepaid phones, Restored/refurbished models, accessories and Marketplace listings. The safest bargain is the cheapest phone that clearly matches your carrier, model, condition, warranty and return requirements—not necessarily the phone with the lowest headline price.

Quick answer: start with unlocked listings, not just clearance
Walmart’s clearance and rollback pages can produce excellent prices, but they are pricing categories rather than guarantees about network status. A discounted AT&T, Total Wireless or Straight Talk phone may be locked to that carrier. A Restored iPhone in Walmart’s unlocked category may be a better fit for a shopper who wants carrier flexibility, even if it costs more upfront.

What “unlocked” means
An unlocked phone is not restricted to one wireless carrier. That does not mean it works with every carrier. The phone still needs compatible LTE and 5G bands, supported VoLTE features, a compatible physical SIM or eSIM setup, and a clean IMEI that the carrier will accept.
There are several descriptions you may encounter:
- Factory unlocked: sold without a carrier restriction.
- Carrier unlocked: originally associated with a carrier but later released from its network lock.
- Carrier locked: restricted to a named carrier or prepaid service.
- Technically compatible but ineligible: the bands may match, but the carrier’s IMEI database rejects the device.
- International or region-limited: may lack U.S. bands, eSIM support, certification, or U.S. warranty coverage.
The FCC discusses unlocked devices and eSIMs as tools that can make switching providers easier, but switching remains dependent on device and carrier compatibility. See the FCC report for that distinction.
Does Walmart clearance mean unlocked?
No. Clearance, Rollback, prepaid and no-contract are not synonyms for unlocked.

Observed Walmart clearance results included an AT&T Samsung Galaxy A16 5G at $49.88 compared with a displayed $79.00 reference price, but it was labeled as an AT&T prepaid phone. Other results explicitly identified a Total Wireless Moto G Play and a Straight Talk TCL K33 as locked. Walmart displayed those listings; the comparison prices are not independent proof of market savings. Check the prepaid-clearance page and the individual product pages for current details.
Where to look for Walmart phone deals
- Open Walmart’s cell-phone clearance page.
- Open the separate unlocked phones category. Discounted products may appear as Clearance, Rollback, Restored or Marketplace offers rather than on one permanent “unlocked clearance” page.
- Search product titles for unlocked, fully unlocked or carrier unlocked.
- Filter by price, brand, operating system, condition, seller and shipping or pickup when those controls are available.
- Open the exact listing and variation. Search badges and aggregated results are leads, not final proof.
Walmart URLs, filters, product counts and inventory can change by time, ZIP code, seller and stock level.

The verification checklist
1. Confirm the exact device
- Model name and model number.
- Storage capacity and selected color or variation.
- U.S. model versus international version.
- New, open-box, pre-owned or Restored condition.
- Physical SIM, eSIM or both.
- 4G LTE and 5G support.
2. Confirm lock status
Look for an explicit statement such as “unlocked,” “fully unlocked” or “carrier unlocked.” Do not use “no contract,” “prepaid,” “works with SIM,” “compatible with multiple carriers,” “clearance” or “restored” as substitutes.
If the page is unclear, contact the seller before ordering and save a screenshot of the answer. Make sure the wording applies to the selected storage and color variation, not just another version in an aggregated result.

Distinguish sold and shipped by Walmart from a Marketplace listing. Review the seller’s history, fulfillment method, warranty provider, return instructions and any restocking language. A Marketplace phone may have a different support path from a phone sold directly by Walmart or covered by the manufacturer.
4. Run the carrier check
Use your intended carrier’s official bring-your-own-device checker when available. It may request the phone’s IMEI. If the listing does not provide an IMEI, use the precise model number and ask the carrier whether that model is supported.
Check network technology, LTE and 5G bands, VoLTE, SIM or eSIM requirements and IMEI eligibility. An unlocked phone can still fail activation because it is an unsupported model, blacklisted, associated with an unpaid financing balance or missing a required carrier feature.

5. Calculate the real cost
Use this simple comparison:
Effective cost = phone price + required activation or plan cost + likely accessories − realistic savings.
Separate the device-only price from a price that requires a new line, port-in, prepaid plan, rebate, carrier account or promotional activation. Include taxes, activation fees, refill obligations and any plan charges that Walmart may not refund.
Deal types by use case
Best low-cost new Android
Prioritize a recent Android version, at least 4GB of RAM, preferably 128GB of storage, USB-C, and a U.S. model that your carrier confirms. 5G is useful when the price premium is small, but it should not outweigh poor storage, weak software support or an incompatible model.
The observed AT&T Galaxy A16 5G clearance example illustrates the appeal of a very low upfront price—but it should be treated as a carrier-specific prepaid deal unless the exact product page explicitly says it is unlocked.
Best restored iPhone value
Restored unlocked iPhones can deliver stronger performance and longer practical usefulness than a brand-new entry-level phone. Observed Walmart results included Restored iPhone 12 listings from about $167.99, iPhone 14 listings from about $263.97 and iPhone 15 listings from roughly $379.99–$386.43, with displayed reference prices that varied by listing.

Before buying, compare generation, storage, battery-health disclosure, cosmetic grade, repair history, parts information, Activation Lock status, warranty and return period. A low price is less attractive if the battery is worn, the storage is too small or the seller’s return process is unclear.
Best carrier-specific prepaid deal
A locked phone can be a good purchase if you already use the named carrier, its coverage suits you and the required service terms are acceptable. It is a poor choice if you may switch carriers, want to use travel SIMs or expect strong resale flexibility.
Best rugged or basic phone
For a backup or senior user, prioritize battery life, readable controls, hearing-aid compatibility, emergency features, durability and carrier support over 5G branding. One observed rugged prepaid clearance listing was $132.99 compared with a displayed $194.99 reference price, but its 3.4-out-of-5 rating showed why price alone is not enough to call a device a bargain.

“Restored” does not mean factory-sealed or equivalent to new. Do not infer battery health from “Like New,” a star rating or the Restored label unless the listing expressly discloses it. Walmart states that Restored Premium products include at least a one-year warranty, subject to exclusions. Restored Like New, Good and Fair products generally have free 90-day returns, also subject to exceptions and the specific listing.

Walmart phone returns: the deadline matters
Many Walmart products have a 90-day return period, but most wireless phones are an exception. Walmart’s U.S. return policy generally gives wireless phones 14 days. Opened unlocked phones may be exchange-only, while new and unopened items may qualify for a full refund under the applicable policy.
Marketplace terms can differ. Walmart’s Marketplace return policy identifies wireless phones among consumer-electronics exceptions and says some sellers may charge restocking fees of up to 20%. The listing’s return details control the practical steps, so check them before checkout.
Test the phone immediately
- Photograph the package, IMEI label and device condition on arrival.
- Confirm the model, storage and lock status.
- Test calls, texts, mobile data, Wi-Fi, Bluetooth, cameras, charging and biometrics.
- Test physical SIM or eSIM activation with your carrier.
- Keep the box and accessories until the phone passes testing.
- If returning it, remove accounts and personal data, factory-reset the device, keep the drop-off receipt and save tracking information.
Carrier fees, plan charges and payments made outside Walmart may not be refundable by Walmart. If activation fails, contact the carrier for an exact IMEI/model diagnosis and begin Walmart’s or the Marketplace seller’s return process before the deadline.

The title says unlocked, but the phone is locked
A wrong variation, changed Marketplace inventory or aggregated search result may explain the mismatch. Photograph the listing, do not activate or personalize the phone, and contact Walmart or the seller promptly.
The unlocked phone fails activation
Ask the carrier to check the exact IMEI and model. Missing bands, unsupported VoLTE or 5G, a blacklisted device, a financing restriction or an eSIM-only configuration can all cause failure. If the listing promised compatibility and the carrier rejects it, use the return process before it expires.
A restored iPhone shows Activation Lock
Do not rely on a promise that Activation Lock can be bypassed. The prior owner must remove the device from their Apple Account. If that cannot happen, return the phone.
A carrier-unlocked phone lacks compatibility
Unlocking removes a carrier restriction; it does not add missing antennas, bands, certifications or carrier approval. Confirm compatibility independently.

Red flags worth walking away from
- “No contract” appears without an explicit unlocked statement.
- The listing says locked to AT&T, Straight Talk, Total Wireless or another carrier.
- The model number is missing or does not identify a U.S. version.
- The price requires activation, a port-in or a plan that you do not want.
- A Marketplace warranty is vague or difficult to locate.
- A Restored phone has no clear condition or battery information.
- The title, specifications and selected variation contradict one another.
- The seller has limited history or unclear return instructions.
Bottom line
Walmart clearance is worth checking, but shop it as a verification exercise rather than a list of guaranteed unlocked bargains. Choose a carrier-locked prepaid phone only when you already want that carrier and understand its terms. If carrier freedom matters, pay for an explicitly unlocked U.S. model, verify it with your carrier’s IMEI checker, and test every function immediately because the relevant phone return window is generally 14 days.
