Vintage Cellars proposed a small wine bar at its City Beach store in 2022, but the available reports do not establish that the bar opened or that its tavern licence was granted. The plan was for an alfresco area at Empire Village Shopping Centre, alongside the existing bottle shop.
What was proposed for City Beach?
PerthNow reported on 6 October 2022 that Vintage Cellars had applied for a tavern licence for its store at Empire Village Shopping Centre on Gayton Road, City Beach. The proposal described a small-scale wine bar in a new alfresco area overlooking Beecroft Park. The headline’s “first for WA” framing referred to the planned venue as a second Vintage Cellars wine-bar premises after the Melbourne venue; it should not be read as an independently verified claim about every wine bar in Western Australia. What would the bar have served?
The application, as reported by PerthNow, proposed up to 32 seats, prepared snacks and five to ten wines by the glass, with the selection rotated regularly.
- Food: cheeses, chips, anchovies and charcuterie plates.
- Wine: five to ten varieties by the glass, rotated regularly.
- Setting: an alfresco area intended to provide shelter and a view over Beecroft Park.
These were planned features, not a verified menu or operating offer. The proposal said the bar would let customers try stocked products before buying and enjoy food and drinks in a sheltered setting. It presented the concept as a relaxed local alternative to a larger tavern; those were the applicant’s stated aims, not established outcomes.

Would the bottle shop have stayed open?
Yes, according to the application language quoted by PerthNow. It stated: “If the tavern licence is granted, Liquorland intends to continue to provide retail packaged liquor services at the store and also operate a small-scale wine bar, allowing customers the opportunity to enjoy curated food and beverages in a new alfresco area.” The conditional wording matters: the reported plan depended on a licence being granted, and the report does not confirm that it was.
Did the City Beach wine bar open?
The available sources do not confirm that it opened. PerthNow reported an application and a proposed concept in October 2022, not a granted licence or a completed opening. Coles Group later announced a broad brand change across its liquor businesses, but its announcement does not name the City Beach premises or settle the proposal’s status.

What changed with Vintage Cellars after the proposal?
On 26 March 2025, Coles Group announced that Vintage Cellars and First Choice Liquor Market stores would be aligned under the Liquorland brand, with the nationwide rollout expected to be completed by the end of 2025. That is chain-level context only: Coles Group’s announcement does not identify the City Beach store or confirm whether its proposed bar was licensed, opened or affected by the brand alignment.
