The University of Washington is not moving ahead with the Brightwork building that was expected to anchor its Portage Bay Crossing redevelopment. On Feb. 28, 2025, UW said it and developer Wexford Science & Technology had jointly decided not to proceed with Brightwork “at this time.” UW still describes Portage Bay Crossing as a long-term plan and says it will continue evaluating the district’s potential, but its update gives no replacement anchor or construction schedule.
What is Portage Bay Crossing?
Portage Bay Crossing is UW’s proposed 69-acre district on the west side of its Seattle campus. The university describes a multidisciplinary community connecting education and student life with research, public and nonprofit institutions, private companies and Seattle residents. Its current project page outlines 19 new buildings, a public freshwater shoreline and a 30-year development plan; these are planning figures, not confirmation that the buildings or amenities are funded or under construction.
The vision combines academic and commercial activity with housing, shops, restaurants, expanded green space and a waterfront trail intended to connect with the Burke-Gilman Trail. UW says the district could bring students and faculty from fields including public health, engineering, life sciences, social work, public policy, arts and humanities together with outside partners. The university’s Portage Bay Crossing page describes the current plan and status.
A 2024 account by Urban@UW, originally published by GeekWire, described 19 building sites and up to 3 million square feet of potential new buildings. That figure was a projection for the full development, not a final approved construction total. The 2024 announcement also framed Brightwork as the project’s initial major building.

Did UW break ground on the redevelopment?
The January 2024 announcement said UW was set to break ground on Brightwork, also known as W27. That timetable is no longer current. UW’s Feb. 28, 2025 update says the university and Wexford jointly decided not to move forward with Brightwork “at this time.” The official update attributes the decision to significant shifts in the broader economy, changes in the university funding landscape and evolving market conditions in Seattle since the project’s selection in 2021.
UW says it remains committed to innovation and will keep monitoring market conditions and evaluating Portage Bay Crossing’s long-term potential. Its reviewed update does not announce a replacement anchor or a new groundbreaking date. Read the UW status update for the university’s current wording.

What was Brightwork supposed to include?
Brightwork was a proposal for an 11-story building at Brooklyn Avenue N.E. and N.E. 40th Street. Urban@UW’s January 2024 account described 345,000 square feet of leasable space, intended for UW research groups including Washington Clean Energy Testbeds, the Institute for Protein Design and the Brotman Baty Institute for Precision Medicine. Plans also included event space and room for a restaurant and café. These were proposal-era uses and specifications, not completed facilities.
UW’s March 2022 Regents announcement described Wexford’s planned building as approximately 340,000 rentable square feet, with lab, office, collaboration and retail space. The figures come from different proposal-era accounts: the 2022 announcement used an approximate rentable-area figure, while the 2024 account gave a more detailed leasable-area figure. Neither describes a building that UW and Wexford later decided not to advance at this time. The original 2022 UW Regents announcement records the earlier approval of a ground lease for W27 to Wexford and a UW lease of building space; it should not be read as confirmation of current implementation.

What did the old Brightwork financial figures cover?
Financial figures published for Brightwork belong to the earlier proposal, not the whole Portage Bay Crossing district and not a current project budget. Urban@UW’s 2024 account reported estimates from a 2022 UW document and noted that Wexford declined to provide updated figures.

UW’s 2022 announcement also said the Washington Clean Energy Testbeds had recently served about 600 facility users and roughly 60 companies. Daniel Schwartz, the institute’s director and a UW chemical engineering professor, supplied those figures in that announcement; they describe past use of the Testbeds at that time, not projected Brightwork occupancy.

The available official update does not establish a final overall Portage Bay Crossing budget or a current Brightwork cost. For reporting on the cancellation and its context, GeekWire’s June 23, 2025 account also covers the decision.
