Utah’s app-store age-verification law is real—but its main rules start in 2027

Utah has enacted an app-store age-verification law, but its main duties now begin May 6, 2027. Here is what Apple, Google, parents, and developers need to know.

Utah has enacted a law that shifts much of the responsibility for age checks and parental approval to app-store providers. The current Utah Code schedules the main app-store and developer duties for May 6, 2027. Apple and Google are already preparing age-category and parental-consent tools, but that early technical rollout is not the same as full statewide enforcement of every statutory requirement.

What Utah passed

Utah’s App Store Accountability Act was enacted through S.B. 142 in the 2025 legislative session. It adds Part 2 to Utah Code Title 13, Chapter 76. The law is aimed at an “app store provider”—the service through which apps are distributed—so Apple’s App Store and Google Play are the obvious practical targets, although the statutory definition should be applied to any other marketplace that meets it.

The Utah House describes the measure as requiring app stores to verify users’ age categories, connect minor accounts to parent accounts, and obtain parental approval for covered downloads and purchases. Utah House overview

When the law takes effect

Some articles cite May 6, 2026 because an earlier version of the statute used that date. That text is identified as superseded. Superseded Utah text

That distinction explains why platforms may be building or testing systems before the current statutory deadline. It does not establish that every provision is already enforceable.

What app stores will have to do

Once the operative duties apply, an app-store provider must manage the age and consent relationship at the account level rather than leaving every individual app to build its own process.

  1. Request age information. The provider must ask for age information when a person located in Utah creates an app-store account.
  2. Determine an age category. Verification must use a commercially available method reasonably designed to ensure accuracy, or a method approved under Utah rules. The statute does not mandate a driver’s license, passport, Social Security number, facial scan, credit card, or any other single technology.
  3. Affix a parent account for minors. If the account belongs to a minor, it must be affiliated with a parent account.
  4. Obtain verifiable consent. Before a minor downloads or purchases an app, or makes an in-app purchase, the provider must obtain verifiable parental consent.
  5. Handle significant changes. Users must be notified about significant app changes, parents must be notified when a minor’s account is affected, and renewed verifiable consent is required for covered changes.
  6. Share limited signals with developers. When authorized, the provider must supply age-category information and parental-consent status, and notify the developer if a parent revokes consent.
  7. Protect the verification data. Collection and processing must be limited to age verification, parental consent, or compliance records, and transmitted age-verification data must use industry-standard encryption.

What developers will have to do

The law also creates continuing obligations for publishers. It is not simply a one-time age check performed by Apple or Google.

  • Use the app store’s data-sharing method to determine a Utah account holder’s age category and, for a minor, whether verifiable parental consent exists.
  • Request age or consent information when an app is downloaded or purchased, when a pre-installed app is launched for the first time, after a significant app change, or when another law requires verification.
  • Tell the app store when the app undergoes a significant change.
  • Apply the lowest indicated age category when initially setting developer-created safety features or defaults.
  • Use age-category data only for age restrictions, legal compliance, or safety features and defaults, and do not share it with other people.
  • Do not enforce a contract or terms of service against a minor unless parental consent has been verified through the app store’s system.
  • Ask the app store to block a minor account from downloading or purchasing the app when the law or the developer’s restrictions require it.

For ordinary accuracy or continued-use checks, a developer may request age-category data no more than once in a 12-month period. Exceptions apply when there is suspected account transfer or misuse, or when a new developer account is created. Developer provisions

Age verification is not the same as an app rating

An app’s content rating describes the product. Age verification classifies the person using the store account. Parental consent is a separate authorization step for a minor account. The law connects those signals but does not make them interchangeable.

The statute describes an age category rather than requiring developers to receive a user’s full birth date or identity record. Apple’s announced approach illustrates the distinction: its Declared Age Range API supplies age categories and related regulatory signals rather than simply exposing a user’s identity to each app. Apple developer announcement

What Apple and Google are building

Apple

Apple says that, for new Apple Accounts in Utah as of May 6, 2026, age categories can be shared with apps through the Declared Age Range API. Apple also lists a Significant Change API in PermissionKit, a new StoreKit age-rating property, and App Store Server Notifications for related events. Those announcements describe platform capabilities; they do not by themselves prove that every Utah statutory workflow is active for every account.

Google Play

Google describes a Play Age Signals API, parental-control features, Play Console tools for reporting significant changes, and reporting when parental consent is revoked. The cited Google documentation identifies the Play Age Signals API as beta and recommends API version 0.0.4. Google also says it has privacy and trust concerns about state verification laws while developing tools to help developers comply. Google Play guidance

Apple’s and Google’s products are related to the Utah statute but are not identical legal documents. Features, API versions, eligibility, and production availability can change.

What this means for families and users

The law is not a blanket rule that every minor loses access to every app. A particular download or transaction will depend on the account’s age category, parent-account affiliation, consent status, the app’s rating and restrictions, whether the developer asks the store to block minor accounts, and whether a significant change has occurred.

Parents should expect consent to matter beyond an initial installation: the statute covers app purchases, in-app purchases, covered significant changes, and revocation. It does not say that denying approval automatically deletes an installed app or disables access in every circumstance. Google’s guidance about that outcome is specific to its Texas implementation and should not be treated as a confirmed Utah rule.

Privacy questions the statute does not settle

Utah’s data-minimization and encryption requirements limit how verification information may be handled, but they do not make the process data-free or necessarily anonymous. The statute does not specify one verification vendor, one identity document, a universal opt-out, a retention period, or whether a precise birth date must be stored.

Important implementation questions remain for users and developers:

  • Whether a platform stores a birth date, an age bracket, or only a permission status.
  • How a parent’s identity and relationship to a child are verified.
  • How consent is revoked and propagated to an installed app.
  • How the platforms handle travel, relocation, VPN use, family accounts, and region settings.
  • What happens when a child uses a parent’s existing account, creates a new account, or uses a third-party Android marketplace.
  • How false positives, false negatives, and changing age categories are corrected.

Legal and enforcement uncertainty

Utah’s separate social-media age-verification laws remain stayed while appellate proceedings continue, according to the Utah House. The House also says a complaint concerning S.B. 142 was withdrawn after the attorney general clarified that the act authorizes private rights of action rather than government enforcement. Before May 6, 2027, a court challenge, new lawsuit, rulemaking, or amendment could affect the schedule or the way particular provisions operate. Nothing in the cited material establishes that the law is already being enforced statewide.

What developers should prepare for

  1. Map where the app handles downloads, purchases, in-app purchases, first launches, and major product changes.
  2. Plan to consume age-category and consent signals from each relevant store without collecting more information than needed.
  3. Define an internal process for deciding whether a product change is significant and reporting it to the store.
  4. Make safety defaults work with the lowest indicated age category.
  5. Build handling for consent revocation, blocked transactions, and users whose account status changes.
  6. Track each platform’s production documentation rather than assuming Apple and Google will expose identical fields or workflows.

Bottom line

Utah’s App Store Accountability Act is genuine and moves substantial age-verification, parent-account, and consent responsibilities to app stores while imposing ongoing data and safety duties on developers. The current statutory deadline for the main obligations is May 6, 2027. Apple’s and Google’s 2026 preparations show that implementation work has begun, but they are not proof that every requirement is already in force.
