The latest USPS watchdog findings focus on how the Postal Service manages and documents contracts—not on evidence that it is privatizing its core delivery network. A September 2026 audit found gaps in contract records, payment support and monitoring. A separate, much older report examined outsourcing specific postal jobs and projected savings that USPS management disputed.
What the latest USPS watchdog audit found
The U.S. Postal Service Office of Inspector General (OIG) issued Postal Service Contract Practices and Oversight on September 24, 2026. It reviewed processes before and after contracts are awarded, contract monitoring, and whether contract management could be automated.
The OIG found that USPS did not consistently collect and maintain information needed to make informed contract decisions. It cited incomplete or missing support for invoice payments, incomplete information about unauthorized contractual commitments and noncompetitive purchases, and limited automation. As the OIG summarized it: “We found that the Postal Service does not consistently collect and maintain required information to support informed contract decisions, which limits oversight and increases exposure to improper payments and fraud.”
The audit reported more than $15 billion in USPS purchases in fiscal year 2025 and a roughly $3.4 billion increase in contract spending since fiscal year 2016. It also identified $271,916,465 in monetary impact associated with required processes not being followed during fiscal years 2024–2025. That figure describes the impact tied to process failures; the audit summary does not establish that the full amount was fraud, a recoverable loss or improper spending.

The OIG made nine recommendations, all listed as open in the report. USPS agreed or agreed in part with each; the OIG said management responses to four recommendations remained unresolved pending audit resolution.
Does this mean USPS is outsourcing postal jobs?
Not by itself. The 2026 audit addresses contract administration and oversight. It does not establish that USPS is transferring core postal services or delivery jobs to private companies, nor does it provide a current estimate of savings from outsourcing postal operations.

A direct OIG examination of outsourcing specific postal positions dates to November 2, 2011. In Contracting Opportunities and Impact of the Service Contract Act, the OIG considered outsourcing cleaning and janitorial work and Postal Vehicle Service (PVS) driver positions. It estimated potential savings of approximately $675 million annually using a ten-year projection, averaging fiscal years 2012–2021. The report stated: “We estimate the Postal Service could save approximately $675 million annually if it outsourced cleaning/janitorial and PVS driver positions.” USPS management objected that the estimate was grossly overstated because it did not account for the labor agreement then in effect. The figure is a historical, disputed projection—not a current savings estimate.
The 2011 OIG report also identified practical barriers, including union agreements, workforce retention, the possibility of new unions forming, changing market and economic conditions, and potential congressional constituency concerns. It recommended reviewing the benefits of outsourcing the specified positions and improving the financial data used to decide whether work should be performed in-house or contracted out.

How contractor oversight fits into wider USPS scrutiny
Watchdog attention also covers contractor-linked transportation and package-payment controls, which are related to oversight but different from outsourcing USPS jobs. The OIG’s Spring 2025 Semiannual Report to Congress described opportunities to improve controls over payments to Highway Contract Route suppliers. It also reported that USPS failed to identify 45.4 million packages dropped at the wrong location and therefore ineligible for discounted Parcel Select pricing.
A separate OIG report, The OIG’s Oversight of the U.S. Postal Service’s Delivering for America Plan, Volume 4, issued September 29, 2026, provides broader modernization context. Delivering for America is a ten-year strategy launched in 2021, with its blueprint updated as DFA 2.0 in 2024. The OIG described mixed progress: some initiatives, including movement toward a more integrated network, advanced, while others moved more slowly or went through multiple iterations. It also characterized USPS’s financial condition as dire halfway through the plan period. This report concerns the broader plan, not a direct audit of workforce outsourcing.

What the findings do—and do not—show
- They show: the latest contract audit found weaknesses in documentation, payment support, monitoring and automation, and USPS has recommendations to address them.
- They do not show: that all contract spending was improper, that the $271.9 million monetary-impact figure is proven fraud or recoverable loss, or that USPS is broadly privatizing core delivery.
- They show about job outsourcing: the OIG modeled potential savings for two specific job categories in a 2011 report, while USPS management disputed the estimate.
- They do not establish: a current, comprehensive savings estimate for outsourcing USPS operations.
