Using Design Thinking to Solve the First- and Last-Mile Commute

A worker’s commute is a whole journey. Design thinking helps communities identify where it fails, develop options with riders and partners, and test what works.

To solve a first- or last-mile commute problem, start with the worker’s whole journey—not with a shuttle or a bus route. Find out why, when, and how people travel; identify where the trip breaks down; then design and test options with riders, employers, transit agencies, and community partners. A Mercer County, New Jersey, case described in Design Thinking for the Greater Good: Innovation in the Social Sector shows how that process led to an employer-funded shuttle connecting a transit stop with industrial parks. The book’s service details are historical, not confirmation that the shuttle operates today.

What the first- and last-mile problem means for a commute

A transit trip can be technically available and still fail as a way to get to work. A worker may be able to reach a bus or train, but the stop may be too far from the job, a connecting service may not run at shift change, or the trip home may be impractical. The “first mile” and “last mile” describe the connections between a person’s starting point or destination and the main transit network. For employment trips, those connections have to work in both directions and at the times people actually travel.

That is why the useful question is not simply which vehicle to add. As Carolyn Jeskey, then CTAA’s director of community engagement, put it: “Nobody wants to just take the bus—why are they taking the trip?” The answer might reveal that the main obstacle is a shift schedule, a poorly connected workplace, a little-known transit option, or some combination of these factors.

How design thinking helps find a workable solution

The chapter in Design Thinking for the Greater Good describes a locally led mobility effort developed by the Community Transportation Association of America (CTAA) and Peer Insight. Peer Insight trained 12 CTAA staffers to facilitate the Design Thinking for Mobility toolkit. CTAA launched the Job Access Mobility Institute (JAMI) in 2012 and selected seven community teams to work on employment transportation challenges.

The teams used four questions to move from understanding a problem to trying possible responses:

  1. What is? Learn how the trip works now. Gather accounts from workers and employers, examine service and shift times, and map the journey from origin to workplace.
  2. What if? Generate possible ways to close the gap, without assuming that one kind of service will fit every rider or location.
  3. What wows? Develop the most promising concepts far enough to see whether they meet a real need and make sense to the people who would use them.
  4. What works? Test a practical version, learn from the results, and assess whether the idea can be delivered and sustained.

In this process, a journey map is more than a list of transit legs. It can expose the constraints that make a connection unusable: a shift starts before the first bus arrives, the return trip is not covered, or a short gap between a stop and a job is unsafe or too costly to bridge. Jeskey called journey mapping “one of the most powerful tools.” The chapter says teams considered three tests from the start: desirability (whether people want and need the service), feasibility (whether partners can put it in place), and viability (whether it can be financially sustained).

What the Mercer County case shows

In Mercer County, the challenge was getting people to jobs in industrial parks with weak transit access, including shifts that began or ended outside bus operating hours. The local team used surveys and ethnographic interviews to understand employers’ and workers’ needs. It developed four concepts before focusing on a shuttle connection between the Hamilton Square transit stop and the industrial parks.

The book reports that Amazon offered to fund the shuttle and that the team coordinated with NJ Transit around bus timing. It describes ZLine as beginning with a learning launch, then adding a second van after demand increased. Those details—including the service’s reported seven-day schedule and the book’s account that workers could avoid cab rides said to cost $20 to $25 per day—describe the period covered by the chapter. They do not establish ZLine’s present-day operating status, schedule, cost, or availability.

The chapter also reports that two local employers estimated training a new employee cost $11,000 to $15,000 each. That employer estimate helps explain why reliable access could matter to businesses as well as workers: transportation may affect whether employees can get to a job and stay in it. The figure is a historical, local estimate reported in the book, not a general measure of today’s training costs.

Why the right answer may not be a shuttle

The Texas Coastal Bend example in the same chapter illustrates a different design lesson. The local team found that weak transit options were not well known and that some institutions needed better access for entry-level employees. Rather than treating the initial problem statement as proof that a new vehicle was needed, the team investigated the underlying barrier and reframed its challenge with local partners.

That distinction matters when comparing a shuttle with a transit schedule adjustment, vanpool, or another approach. A useful comparison asks which part of the journey each option serves, whether its hours match both shifts and connecting transit, who it is intended to help, and how it integrates with the existing network. It should also account for what riders said or what a test demonstrated, as well as whether partners and funding can support the service.

A practical way to apply the method

  1. Define the trip, not just the missing service. Specify the worksite, trip purpose, start and end times, origins, and return journey. Include workers who face different shifts or constraints.
  2. Listen to the people making the trip. Use interviews, surveys, or journey mapping to understand where time, cost, reliability, safety, or information creates a barrier. Ask employers and transit providers about their constraints too.
  3. Check the whole network and schedule. Compare work shifts with existing transit times and connections. Determine whether the gap is at the beginning of the trip, near the destination, during a transfer, or on the return trip.
  4. Develop more than one concept. Consider targeted shuttles, schedule coordination, vanpools, better information about existing transit, or combinations of these, as appropriate to the problem.
  5. Test the assumptions before scaling. Try a limited service or other prototype with the people it is meant to serve. Collect feedback and assess whether it is desirable, feasible with the available partners, and financially viable.
  6. Decide what evidence would justify continuing. Agree in advance what the team will learn from the test—such as whether the service fits shift times and connects reliably—then use those findings to adapt, expand, or stop the concept.

For workers, this approach keeps the focus on whether a complete commute is usable, rather than whether a route exists on paper. For employers and community partners, it offers a disciplined way to connect transportation decisions to a specific workforce need without assuming that one solution fits every location.
