USDS vs. USDC vs. USDT: Reserves, Governance, and Risks Compared

USDS, USDC, and USDT target a dollar but differ in collateral, control, reserve disclosures, and failure risks. Compare the evidence and access limits.

USDS, USDC, and USDT all aim to hold a value near one U.S. dollar, but they do so under different reserve and control models. USDC and USDT are issued by centralized companies and describe reserves centered on liquid financial assets; USDS is backed by protocol collateral and governed through Sky. None is risk-free, and a dollar peg is not a guarantee that every holder can redeem instantly at par. The right comparison depends on the evidence behind the reserves, who can change the system, how you can access the token, and what you plan to do with it.

USDS vs. USDC vs. USDT at a glance

USDC Circle describes cash and cash-equivalent reserves and centralized issuer control. Circle reported $74.1 billion in circulation and $74.3 billion in reserves as of October 5, 2026. Circle says it publishes reserve information weekly and obtains monthly third-party assurance. Issuer, banking and custody concentration, reserve liquidity, redemption access, regulatory, and digital-asset risks.
USDT Tether describes reserves centered on short-duration liquid assets and centralized issuer control. Tether’s July 31, 2026 release reported figures for June 30, 2026, based on a quarterly attestation prepared by BDO. Issuer, reserve-composition, liquidity, redemption and access, and regulatory risks.

These are descriptions from different sources and dates, not equivalent legal rights or comparable risk ratings. A reserve balance or surplus does not by itself establish that every holder can redeem immediately, that assets are insulated from an issuer’s insolvency, or that a token will trade at exactly one dollar during market stress.

What backs USDS, USDC, and USDT?

USDS: diversified protocol collateral

Sky’s June 12, 2026 explainer describes USDS as the native stablecoin of Sky Protocol. It says collateral can include other stablecoins such as USDC, USDT, and PYUSD; onchain and over-the-counter crypto lending; short-duration Treasury bills; AAA corporate debt; and other structures approved by the protocol. The mix can change, and the explainer’s collateral categories and figures refer to a Financial Dashboard snapshot as of June 12, not a current October allocation or an independent reserve attestation. The explainer also describes a Peg Stability Module intended to support conversion at a 1:1 target. That is protocol functionality; it does not establish universal redemption rights for all holders or guarantee that USDS will always trade at one dollar on every market.

USDC: cash and cash equivalents

Circle’s transparency page showed $74.1 billion of USDC in circulation and $74.3 billion of total reserves as of October 5, 2026. Circle says the majority of reserves are held in the Circle Reserve Fund (USDXX), an SEC-registered 2a-7 government money market fund that may hold cash, short-dated U.S. Treasuries, and overnight Treasury repurchase agreements; the remainder is held as cash at banks. These are Circle’s disclosures. The page says reserve holdings are disclosed weekly and a Big Four accounting firm provides monthly third-party assurance under AICPA attestation standards. Circle describes USDC as redeemable 1:1 for U.S. dollars. That issuer statement should not be read as proof that every person holding USDC has direct access to Circle redemption on identical terms. Circle also cautions that digital assets are not typically legal tender, do not receive the same protections as conventional financial products, and are not covered by deposit protection insurance; a USDC balance is not an insured bank deposit. USDT: Tether’s reported reserves

In a July 31, 2026 release covering June 30 positions, Tether reported total assets of $187,751,426,411 and total liabilities of $183,641,897,215, including $183,622,105,630 relating to digital tokens issued. Tether reported assets exceeding liabilities by $4,109,529,196 and said most reserves remained in U.S. government-backed instruments and short-term liquidity facilities. Who governs each stablecoin?

USDS: SKY-holder governance, with concentrated voting power

Sky says SKY holders govern the protocol, including parameters that can affect how it operates. But a governance label does not tell you how widely influence is distributed. A Sky-related SEC-filed exhibit reports that, as of October 2, 2026, six Ranked Delegates collectively held approximately 97.4% of delegated voting power, and the two largest held approximately 64.4%. The filing also says a small number of holders control a substantial portion of SKY supply. Delegated voting power is not the same measure as total token ownership, but the figures show why a user should examine who can influence decisions, not just whether voting is onchain. USDC and USDT: centralized issuer decisions

Circle and Tether operate their respective stablecoin systems through centralized companies and affiliates. That concentrates operating and reserve-management decisions with the issuer rather than protocol-token voters. It also means that a holder’s practical experience can depend on issuer policies, service availability, banking and custody relationships, and applicable regulation. The sources cited here do not establish equivalent redemption eligibility or legal claims for every holder across the three tokens.

How the main risks differ

USDS: protocol, collateral, and integration risk

  • Collateral and liquidation: collateral values or availability can change, and a shortfall or failed liquidation could put pressure on the peg.
  • Smart contracts and oracles: software flaws, attacks, or inaccurate price inputs can affect protocol operations.
  • Real-world assets: offchain representation, custodians, regulation, and liquidity add risks that do not arise solely from code or onchain markets.
  • Governance: protocol parameters may change through governance, and concentrated voting power can affect whose preferences carry weight.
  • Bridges and integrations: a third-party service connected to USDS can fail even if the core protocol remains unaffected.

Sky’s legal risk disclosure says USDS could lose its peg through market pressure, loss of confidence, or protocol issues, and discusses smart-contract, market, price/slippage, and real-world-asset risks. The SEC-filed exhibit describes a May 2025 exploit at a third-party vault involving sUSDS, with about $43,000 lost at that vault before safeguards paused it. It also describes a precautionary pause of a bridge integration in April 2026 after an unrelated third-party exploit. The filing says neither event affected Sky Protocol contracts or USDS collateralization; they should not be presented as direct losses from USDS reserves. SEC-filed exhibit

USDC and USDT: issuer, reserve, and access risk

For centralized, fiat-oriented models, the key questions include the quality and liquidity of reserve assets, custody and banking arrangements, issuer operations, regulation, and whether a particular holder can access redemption when needed. Disclosure and assurance can help users assess reserves, but they do not eliminate these risks. An attestation or assurance engagement is not interchangeable with a full audit, and neither a reported reserve surplus nor a redemption statement guarantees that a token will remain liquid at par in every market or legal circumstance.

Risks shared by all three

Each token can trade above or below one dollar, and the market price may diverge from its target. Access also depends on the specific blockchain, exchange, wallet, or other service being used; a token’s availability on one venue does not establish availability or equivalent protections elsewhere. Stablecoins are not risk-free substitutes for cash, and none of the evidence here establishes deposit insurance or universal holder priority in an issuer or custodian failure.

How to compare them for your use case

  1. Identify the exposure you are choosing. USDS adds protocol collateral and governance considerations; USDC and USDT put more emphasis on centralized issuer, reserve, and access considerations.
  2. Check the date and scope of reserve evidence. Circle’s cited figures are as of October 5, 2026; Tether’s cited figures are for June 30, 2026; the Sky collateral description is dated June 12, 2026. Do not treat those dates, denominators, or assurance types as directly comparable.
  3. Confirm how you can exit. Check whether your actual venue supports the relevant token and network, what conversion or redemption route is available to you, and any relevant eligibility, fees, timing, or withdrawal limits. The reviewed sources do not establish identical direct issuer access for every holder.
  4. Consider custody and counterparty exposure. A wallet, exchange, bridge, savings contract, or other intermediary can introduce separate risks beyond the stablecoin’s own reserve or governance model.
  5. Match the token to the purpose and tolerance for loss. A dollar target does not make a token equivalent to cash in a bank account, and a reserve snapshot cannot settle every question about liquidity, legal treatment, or operational access.

Is one of USDS, USDC, or USDT the safest?

There is no defensible universal winner from these disclosures alone. Someone prioritizing issuer-published reserve reporting and monthly third-party assurance may weigh Circle’s model differently from someone prioritizing protocol-governed collateral. Someone comparing Tether should assess the stated date, asset and liability figures, and attestation scope without treating the reported excess as a guarantee of immediate redemption. The meaningful choice is the combination of reserve evidence, governance influence, legal and operational access, supported network, and use case—not the word “stablecoin” or a single headline number.
