USDC has the stronger reserve-quality profile in the Federal Reserve’s comparison of attested disclosures; USDT also reported reserves above its circulating tokens, but a smaller share fell into the Fed’s higher-quality category. That distinction can inform a risk decision, but it does not establish that either token is risk-free, that one is safer in every use, or that either has a particular legal status everywhere. Reserve figures below are tied to their stated sources and dates—not presented as live balances.
How do USDC and USDT reserves compare?
Reserve coverage asks whether an issuer reports enough assets to cover tokens in circulation. Reserve quality asks what those assets are and how readily they could support redemptions. The Federal Reserve’s 2026 note, analyzing attested disclosures, distinguishes between the two:

On this evidence, USDC compares favorably on the composition measure the Fed reports. USDT’s approximately 1.04x total coverage indicates reserves above circulation in that analysis, while its approximately 0.74x in the specified higher-quality category is a different measure. Neither number alone predicts redemption speed, market-price stability in a stress event, or every risk associated with holding or transferring a token.
What do the issuers disclose, and how often?
Circle and USDC
Circle says it has issued reports on reserve assets since 2018. Its transparency page describes the history of its reporting, while Circle’s 2025 annual report filed with the SEC describes monthly and then weekly website reporting, as well as daily reporting for the Circle Reserve Fund on BlackRock’s website. These are distinct reporting channels and should not be collapsed into a claim that every reserve component receives a daily report. The same SEC-filed annual report says approximately 88% of USDC reserves were in the Circle Reserve Fund as of December 31, 2025. That is a dated composition figure, not a current percentage or a comparison with Tether on the same date.
Tether and USDT
Tether’s announcement about its Q4 2025 attestation says the work was prepared by BDO and reports nearly $193 billion in reserve assets and $6.3 billion in excess reserves. Those are figures Tether reported in its 2026 announcement about Q4 2025; they are not a same-date comparison with Circle’s reported reserve totals. Tether, Q4 2025 attestation announcement.

Does an attestation mean a full audit?
No. An attestation about reserve assets and liabilities is not automatically an audit of an issuer’s entire financial statements, operations, controls, or all risks facing token holders. To assess an assurance document, check its reporting date, the assets and liabilities in scope, the assurance standard and conclusion, and the named independent practitioner. The available cited material identifies BDO as preparer of Tether’s Q4 2025 attestation, but does not establish the scope of both issuers’ latest underlying reports; it therefore does not support treating the two as equivalent issuer-wide audits.
What does U.S. regulatory compliance tell you?
It does not support a simple blanket verdict that “USDC is compliant and USDT is not.” Legal status depends on the applicable law, the issuer, the product, jurisdiction, and date. Circle’s GENIUS Act page presents the law and Circle’s own compliance position; that is an issuer’s account, not an independent legal finding about either token. Circle’s 2025 annual report describes the GENIUS Act as generally limiting U.S. issuance of payment stablecoins to permitted issuers subject to federal or state supervision, with baseline requirements covering reserve composition, timely redemption, financial-crime compliance, risk management, consumer protection, disclosures, and examinations. The filing also says Circle continues to assess products under existing law and applicable interpretations until the Act’s effective date, and for products outside its scope. Those are Circle’s descriptions in an SEC filing, not a like-for-like determination of each token’s current authorization or compliance status. The cited material does not establish a balanced legal finding for both issuers under the Act or all U.S. and non-U.S. regimes.

- If reserve composition is your priority: the Federal Reserve’s comparison favors USDC on the reported higher-quality-reserve measure. It does not make USDC risk-free or guarantee a particular outcome during stress.
- If you are assessing USDT’s reserve cushion: the same note reports approximately 1.04x total reserves per coin in circulation, while placing about 0.74x in its higher-quality category. Consider both measures rather than using the total alone.
- If reporting detail matters: Circle describes a reporting history and cadence; for Tether, the cited item is an issuer announcement about a BDO-prepared Q4 2025 attestation. Compare the actual reports’ dates and scope, not just the words “report,” “attestation,” or “audit.”
- If legal eligibility matters: verify current rules and issuer status for the jurisdiction and use you have in mind. The sources cited here are insufficient to declare either token universally compliant or noncompliant.
- If blockchain availability matters: Circle’s USDC page lists native support on 38 networks as of September 16, 2026. The cited evidence does not provide a comparable same-date Tether network count, so it cannot establish which token is available on more networks. Circle, USDC.
Reserve reports and regulatory claims can change. For a decision involving a significant balance, check the latest issuer disclosures and the rules that apply where you live and transact; the figures in this comparison are historical, source-specific measures rather than a same-day comparison.
