The Trump administration’s fiscal year 2018 budget proposal called for eliminating 5,263 positions at the U.S. Department of Agriculture, according to a 2017 report citing USDA budget officer Mike Young. That was a proposed reduction—not proof that 5,263 employees were ultimately laid off or jobs eliminated. The plan depended on congressional action.
What did the 5,263 figure mean?
It was the number of USDA positions the administration proposed eliminating in its FY2018 budget plan, as reported by Agriculture.com in 2017. The report attributed the figure to USDA budget officer Mike Young. Separately, Agri-Pulse described the proposal as a 5.5% reduction in USDA’s workforce. That percentage was an estimate associated with the 2017 proposal, not a current workforce share.
The distinction is important: a budget proposal describes what an administration wants to do. It does not establish what Congress approved or what staffing changes later occurred. Agriculture Secretary Sonny Perdue acknowledged the conditional nature of the plan, saying, “There’s no sugarcoating” that USDA funding would be cut significantly if Congress agreed with the administration.
Which USDA agency was identified?
Agriculture.com reported that the proposal included 925 positions at the Farm Service Agency (FSA). That is a reported figure for one agency, not a complete breakdown of the 5,263 proposed positions across USDA.

Were 5,263 USDA employees actually laid off?
The cited contemporaneous reports do not establish that outcome. They describe a proposed reduction contingent on the budget plan proceeding through Congress; they do not document 5,263 completed layoffs or eliminated positions. Without a separate authoritative account of congressional action and subsequent staffing changes, the proposal figure should not be presented as an actual job-loss count.

Later figures concern different years and should not be treated as evidence of what happened to the FY2018 proposal. For example, USDA’s FY2026 Budget Summary says the Food Safety and Inspection Service reduced its staff from 8,300 to 8,000. That is a later, agency-specific statement, not a measure of the 5,263 positions proposed in 2017. USDA Rural Development separately reports that it has more than 3,000 employees in over 400 offices; that later description likewise does not resolve the FY2018 proposal’s outcome.
