USDA Section 502 Guaranteed loans are made by approved private lenders for eligible low- to moderate-income buyers; Section 502 Direct loans are made by USDA Rural Development for low- and very-low-income applicants who also lack adequate housing and cannot obtain suitable credit elsewhere. Both require an eligible property used as a primary residence, but their income tests and application routes differ.
How the two USDA loan programs differ

What income limit applies to you?
There is no single nationwide dollar limit that determines qualification for either program. The applicable limits depend on location and household circumstances. Guaranteed eligibility uses a ceiling generally set at 115% of area median household income. Direct eligibility instead looks at adjusted household income against the relevant area low-income limit. These are different income tests, so do not compare a Guaranteed gross-income figure directly with a Direct adjusted-income figure.
Use USDA’s current eligibility tools for the county or address where you plan to buy and your household information. A limit published for another county, household size or year may not apply to you. The tools provide an initial screen, not an approval. USDA Eligibility Site

Does your home address qualify?
Both programs require a home in an eligible area, but a town’s rural appearance does not establish eligibility. Check the actual property address on USDA’s eligibility map. Property eligibility is separate from borrower eligibility: an eligible address does not prove that you meet the income, credit, occupancy or other program requirements.
Which program is the more plausible fit?
Consider Guaranteed if your income is above the Direct limit
If your household income is too high for Direct but at or below the Guaranteed ceiling, the Guaranteed route may be more plausible, provided the home and borrower meet program rules and an approved lender’s underwriting requirements. This is a screening inference, not an eligibility decision.

Consider Direct if you meet its additional need requirements
If your adjusted income is low or very low, you lack adequate housing, and suitable alternative credit is unavailable, ask USDA Rural Development about Direct. Its payment assistance may affect affordability, but it does not remove the repayment assessment or other requirements.
Compare the application routes and property limits
For Guaranteed, contact a USDA-approved lender. For Direct, contact the local USDA Rural Development office. Before choosing a path, consider whether you can document repayment ability, whether the property fits the program’s rules and, for Direct, whether the area loan limit and possible subsidy repayment fit your plans.

Can you qualify if you already own a home?
The Guaranteed program is not limited to first-time buyers, but applicants still must satisfy its program and occupancy rules. Direct applicants must meet the separate requirement of being without decent, safe and sanitary housing. Owning another home does not, by itself, establish the outcome for either program; discuss your circumstances with the lender or USDA Rural Development.
How to check eligibility without mistaking an estimate for approval
- Identify the intended property location. Use the USDA Eligibility Site to check the address and the applicable income information.
- Choose the relevant income test. For Guaranteed, review household income against the area’s 115%-of-median ceiling. For Direct, review adjusted household income against the applicable low-income limit.
- Assess the program-specific requirements. For Guaranteed, discuss repayment, credit and other underwriting rules with an approved lender. For Direct, also consider the housing-need and unavailable-credit requirements.
- Apply through the correct channel. Use an approved lender for Guaranteed or the local USDA Rural Development office for Direct.
USDA’s Direct self-assessment asks about household composition, monthly income, monthly debts, property location, estimated taxes and hazard insurance. USDA describes it as a preliminary review; applicants may submit a complete application regardless of the self-assessment result. USDA determines official eligibility and the maximum loan amount from verified information in a complete application. USDA Eligibility Site

Direct loan rates and program figures change
USDA Rural Development lists a 5.750% Direct loan rate effective October 1, 2026, and says payment assistance may reduce the effective rate to as low as 1%. These dated figures are subject to change; check the current rate and assistance terms when applying. USDA Direct Home Loans
For FY2026, USDA reported $571 million in Direct loans to 2,115 families, with an average loan amount of $269,000. The agency also reported that median eligibility determination time fell from 84 days to 64 days, an operational measure rather than a promise for an individual application. USDA announced $1 billion in FY2026–FY2027 funding, including $750 million available for FY2026 and $250 million structured to carry into FY2027.
