USDA lowered its estimate of U.S. corn ending stocks by 200 million bushels from the previous month; Successful Farming reported the estimate was also below the average trade expectation, but the available article excerpt does not establish a reliable exact trade-average figure.
What USDA changed in December 2024
USDA’s December 2024 WASDE projected fewer U.S. corn bushels remaining at the end of the marketing year than it had projected in November. Successful Farming reported the month-over-month reduction as 200 million bushels. The publication also characterized the December estimate as below the average trade expectation.
USDA described the changes behind its outlook this way, as quoted by Successful Farming: “This month’s 2024/2025 U.S. corn outlook is for greater corn used for ethanol, larger exports, and lower ending stocks.” The quote identifies increased projected ethanol use and exports alongside the lower carryout; it does not, by itself, quantify each change.
What “ending stocks” and “carryout” mean
Ending stocks, often called carryout, are the projected quantity of a crop left at the end of its marketing year after estimated supply and use are accounted for. They are a forecast on a supply-and-demand balance sheet, not a count of grain physically measured in storage on a particular day.

A lower estimate means a smaller expected cushion, all else equal. It is one part of the balance sheet: changes in production, imports, exports, feed and other use, and ethanol use can all affect the projected amount remaining.
How the corn estimate compared with expectations
There are two distinct comparisons in the headline’s report. First, USDA’s December estimate was 200 million bushels lower than its November estimate. Second, Successful Farming said the December figure came in below the average trade expectation. The available article excerpt does not securely identify the exact surveyed average, so no precise expected level or surprise size can be given here.

The USDA estimate is the agency’s projection; the trade average is an expectation compiled from market participants before the report. To measure a report surprise precisely, compare estimates for the same marketing year, released at the same time, in the same units and under the same definition. Do not treat the monthly USDA reduction itself as the difference from trade expectations.
How the soybean and wheat comparisons differed
Successful Farming reported that USDA held soybean ending stocks steady, even though the average trade expectation called for a reduction. For wheat, it said the agency reduced ending stocks by more than the average trade expectation. These are comparisons from the same December 2024 report, but they do not change the corn figures or provide a basis for assigning a price reaction.

What the number does—and does not—say about markets
A smaller projected carryout can indicate a tighter expected supply cushion. It does not establish what corn prices did after the report. Market moves depend not only on USDA’s estimate, but also on what traders had anticipated and on other changes to the supply-and-use outlook. The report’s ending-stocks revision alone is not enough to infer a specific price move.

USDA NASS reported that 2.10 billion bushels of old-crop corn were on hand on September 1, 2026, up 35% from September 1, 2025. Its September 2026 Grain Stocks release also reported 787 million bushels on farms, 1.31 billion off farms, and indicated disappearance of 3.20 billion bushels during June–August 2026. These figures describe stocks physically on hand at a point in time and disappearance over a specified quarter; they are not revisions to the December 2024 WASDE marketing-year estimate.

In a separate September 18, 2026 outlook, USDA ERS said projected 2026/27 global coarse-grain ending stocks were down 1.6 million metric tons from the prior month, attributing the change to reduced production expectations and other supply-and-use changes. That later global outlook is also distinct from the 2024 U.S. corn estimate and does not explain the earlier report’s surprise.
