The U.S. Department of Justice (DOJ) and U.S. Department of Agriculture (USDA) have renewed and expanded their framework for working together on competition in agricultural markets. The agencies announced the amended agreement on October 6, 2026, after Attorney General Todd Blanche and Agriculture Secretary Brooke L. Rollins signed it on October 5. It calls for closer coordination and antitrust enforcement where appropriate; it is not a price-control measure, a guarantee of lower farm costs, or a finding that any particular company broke the law.
What USDA and DOJ agreed to
The agencies amended and restated a memorandum of understanding (MOU), a framework for cooperation between government departments. DOJ says it will investigate and take appropriate action to stop anticompetitive conduct, while USDA and DOJ continue to coordinate on competition issues in food and agriculture. The MOU describes the departments as retaining separate enforcement responsibilities even as they work together to identify and address anticompetitive conditions.
The announcement presents lower costs for farmers and prices for consumers as a goal of competition enforcement, not a measured result of this agreement. It does not estimate how much prices might change or say when farmers could see any effect. The agreement itself neither sets prices nor establishes that a named business violated antitrust law. Which farm inputs are covered
DOJ lists feed, fertilizer, fuel, seed, equipment, and pesticides as examples of agricultural inputs, followed by “among other essential goods.” The examples are not an exhaustive list. The agreement also continues cooperation on matters including meatpacking and seeds.

The change is an expanded coordination framework, not a new antitrust law. Any enforcement outcome would depend on investigations and the facts of a particular matter.
How to report possible anticompetitive conduct
DOJ’s announcement gives these routes for sharing information:
- Agricultural industries or other antitrust violations: Contact the Antitrust Division’s Citizen Complaint Center at 1-888-647-3258 or [email protected].
- Livestock and poultry market practices: Use farmerfairness.gov, the USDA–DOJ Agricultural Markets Enforcement Partnership channel.
These are reporting channels, not a promise that a complaint will lead to an investigation or a particular outcome.
