USCIS Announces FY 2025 H-1B Lottery Results: How Selection Notices Worked

USCIS notified prospective petitioners of selected FY 2025 H-1B registrations through online accounts. Selection allowed a petition filing; it did not grant a visa or status.

USCIS announced on April 1, 2024, that it had completed the initial selection for the FY 2025 H-1B cap. Prospective petitioners with selected registrations were notified through their USCIS online accounts. A selection allowed the petitioner to file an H-1B cap-subject petition for the named beneficiary; it did not approve the petition or grant a visa or immigration status.

What USCIS announced on April 1, 2024

The announcement covered the initial FY 2025 H-1B cap selection. USCIS said it had received enough electronic registrations for unique beneficiaries during the registration period to reach both the regular cap and the advanced-degree exemption, commonly called the master’s cap. The agency then selected enough properly submitted registrations for unique beneficiaries and notified the prospective petitioners with selected beneficiaries. USCIS’s April 1 notice describes the result.

How to check an individual H-1B lottery result

USCIS sent selection notices to the prospective petitioner’s USCIS online account, not as a public list of selected workers. The beneficiary should ask the employer or other prospective petitioner, or its immigration representative, to check the relevant registration and notice. National totals cannot confirm whether a particular person was selected.

The FY 2025 process was beneficiary-centric: USCIS selected by unique beneficiary rather than giving someone additional selection chances simply because multiple prospective petitioners registered that person. What selection meant—and what it did not

A selection made the prospective petitioner eligible to file a cap-subject H-1B petition for the beneficiary named in the notice, within the filing period specified there. For the initial FY 2025 selection, that period ran from April 1 through June 30, 2024. The notice contained filing details.

Selection was only permission to proceed to the petition stage. It was not approval of the H-1B petition, issuance of a visa, or a grant of H-1B status. The petition still had to be filed and adjudicated.

FY 2025 had a second selection for the regular cap

On July 30, 2024, USCIS said it needed additional registrations for unique beneficiaries to reach the FY 2025 regular-cap allocation. It planned another random selection from registrations already submitted and said it would not conduct another selection for the master’s cap. USCIS later reported the results of that additional round. The July 30 announcement explains why the second selection occurred.

USCIS’s reported FY 2025 selection counts

USCIS reported the following figures for FY 2025. Beneficiaries are people; registrations are submissions. The counts differ because multiple registrations could relate to a beneficiary, so the two measures should not be treated as interchangeable.

USCIS’s FY 2025 report also lists 470,342 registrations received. These are agency-reported figures, not a way to determine any individual’s result or calculate a person’s selection probability by dividing registrations by selected registrations.
