The leaders announced a deal on November 1, 2025. Later statements by both governments described further steps, but the September 2026 tariff announcement was a set of recommendations—not confirmation that the proposed tariff treatment had taken effect.
What the October 2025 framework proposed
The October 26, 2025 report described a preliminary framework before a planned Trump–Xi meeting. It was not a completed agreement or proof that tariffs and export controls had already been changed. The proposed arrangement could avert a threatened additional 100% tariff and defer expanded Chinese rare-earth export controls. U.S. Trade Representative Jamieson Greer said the sides were moving toward final details for the leaders to review and decide whether to conclude together. Tom’s Hardware’s October 26 report and Axios’s contemporaneous account covered the framework while its terms remained subject to leaders’ review.
What changed after the leaders met
On November 1, 2025, the White House announced that Trump and Xi had reached a trade and economic deal. The administration said China would suspend global implementation of expanded rare-earth controls announced on October 9, issue general licenses for rare earths, gallium, germanium, antimony, and graphite benefiting U.S. end users and suppliers, and suspend specified retaliatory tariffs. It also said the United States would remove 10 percentage points from the cumulative tariff rate imposed to curb fentanyl flows and continue suspending heightened reciprocal tariffs. The tariff suspension had a stated end date
The same fact sheet said the suspension of heightened reciprocal tariffs would run through November 10, 2026, with a 10% reciprocal tariff remaining during that suspension. Those terms were stated in November 2025; they should not be treated as confirmation of the tariff status after the stated deadline.

How the governments described later trade steps
In May 2026, the White House said the two governments had established a Board of Trade for non-sensitive goods and a Board of Investment for investment-related issues. It also said China would address U.S. concerns about shortages of rare earths and other critical minerals, including yttrium, scandium, neodymium, and indium. The White House’s May fact sheet presents the U.S. administration’s account.
China’s Ministry of Commerce offered a related but not identical description in May: both sides had agreed in principle to discuss a reciprocal tariff-reduction framework covering products worth $30 billion or more on each side. It said relevant goods were expected to receive most-favored-nation rates or lower, while teams still had to work out specific arrangements. China’s government account therefore described a framework for further work, not a list of completed reductions.

September’s $30 billion announcements were recommendations
In September 2026, the White House said the Board of Trade had reached consensus on recommendations for more favorable treatment of $30 billion of non-sensitive goods in each direction. The published language describes recommendations for consideration under domestic laws and processes, not tariff cuts confirmed as already in force. The distinction matters: a proposed or recommended tariff change is not the same as an implemented rate change. What this means for consumers and PC supply chains
Rare earths and other critical minerals can matter to manufacturing supply chains, including products that use components or materials sourced across borders. But the announcements above do not establish measured changes in PC prices, availability, or production. They describe government commitments, frameworks, and recommendations. The available official statements do not independently verify implementation of every commitment or quantify its economic effects.
