But the March 2025 executive order sets no purchase amount or schedule, so it does not guarantee buying or support a reliable price forecast. Any lasting effect depends on what the government actually transfers or acquires—and on how those actions compare with market expectations and other forces moving Bitcoin.
What did the U.S. Bitcoin reserve order establish?
President Donald Trump signed Executive Order 14233 on March 6, 2025. It directs the Treasury Secretary to establish custodial accounts collectively called the Strategic Bitcoin Reserve. The reserve is designed to hold qualifying Bitcoin held by the Treasury that was finally forfeited in criminal or civil asset-forfeiture proceedings, or received in satisfaction of a civil money penalty, subject to exceptions in the order.
The order says Bitcoin deposited in the reserve “shall not be sold” and is to be maintained as a reserve asset for government objectives in accordance with applicable law. That is a rule for Bitcoin deposited in the reserve; it should not be read as a blanket statement about every digital asset held by the government.
Does the order require the government to buy Bitcoin?
No. The order authorizes the Treasury and Commerce secretaries to develop budget-neutral strategies for acquiring additional Bitcoin, provided they do not impose incremental costs on U.S. taxpayers. It specifies neither a required purchase nor a quantity, funding mechanism, or purchase schedule. Permission to develop a strategy is not evidence that a purchase has been made.

How could the reserve affect Bitcoin markets?
The order can matter through several distinct channels. Their potential significance depends on implementation and on how the market had already priced in the policy.

These are possible mechanisms, not measured price effects. A SEC-filed issuer disclosure lists government acquisition plans—and plans that fall short of expectations—as factors that could affect Bitcoin’s price. That disclosure identifies a risk; it is not an independent estimate of how much the reserve has moved, or will move, the market.

What did Bitcoin’s price do after the order?
The Associated Press reported that Bitcoin was around $86,000 shortly after the March 6, 2025 order and that the order did not produce an immediate price spike. AP also described a short-lived move after an earlier, broader reserve announcement. These are observations from separate news windows, not an event study: they do not show that either announcement caused a particular price change, or establish a lasting effect.
The order alone therefore does not justify a price target. Bitcoin trades in a wider market shaped by many influences; a reserve-related headline may be overshadowed by those forces, or its effect may already be reflected in prices before a formal transaction.

How much Bitcoin does the U.S. government hold in the reserve?
A verified reserve balance is not established by the available official updates. The March 2025 order required agency accounting of government digital assets and a Treasury evaluation of transfer authority, but the deadlines written into the order do not prove that the resulting work was completed.
In its July 2025 digital-assets report, the White House said Treasury would continue coordinating with the White House and working-group members on next steps to operationalize the reserve and stockpile. As of October 8, 2026, the sources cited here do not establish verified reserve holdings, custody arrangements, or acquisition activity. That is a limit on what can be confirmed, not proof that no implementation has occurred.

Is the Bitcoin reserve the same as the U.S. crypto stockpile?
No. The Strategic Bitcoin Reserve concerns qualifying government-held Bitcoin. The separate U.S. Digital Asset Stockpile is for government-held digital assets other than Bitcoin. The distinction follows the policy sequence: a January 2025 executive order directed a working group to evaluate a possible national digital-asset stockpile; the March 2025 order then established a Bitcoin reserve and a separate stockpile for other digital assets. The White House described centralization and oversight of government digital assets as an administrative aim, not a single pool containing every seized cryptocurrency.

- Bitcoin retained in the reserve with any newly acquired Bitcoin; these have different effects on expected supply and demand.
- An announced intention with a funded and executed transaction.
- The amount and timing of a transaction with Bitcoin’s broader market conditions at the time.
- What was implemented with what investors had already expected.
The available order, official follow-up, market snapshot, and issuer risk disclosure do not provide a defensible numerical estimate of the reserve’s causal effect on Bitcoin prices. The strongest conclusion is conditional: the policy may change expectations, but its market impact depends on actual implementation and cannot be inferred from the order alone.
