Uranium Is in the Crosshairs of the U.S.–Canada Tariff Battle

Canadian uranium is central to U.S. reactor supply, but the January 2026 critical-minerals proclamation does not itself set a blanket tariff. Product form, origin, and the measure in force matter.

Canadian uranium is strategically important to U.S. nuclear-fuel supply, but the available evidence does not establish a blanket U.S. tariff rate for all Canadian uranium products as of October 8, 2026. A January 2026 U.S. proclamation includes uranium in its processed-critical-minerals policy and directs negotiations with trading partners; it reserves possible further import measures rather than imposing a blanket uranium tariff in the proclamation itself. The actual treatment of a shipment can depend on its product form, origin, and the tariff measure in force.

Why Canadian uranium matters to U.S. reactors

Canada is a major source of uranium for the United States. Natural Resources Canada reports that Canada produced 14.3 kilotonnes of uranium in 2024 and that approximately 90% was available for export. Canada supplied 33% of the uranium purchased by U.S. reactors that year, making it the largest foreign supplier in that measure.

The U.S. Energy Information Administration’s 2025 delivery data provide a separate, later-year view: Canada accounted for 32% of uranium delivered to U.S. reactor owners and operators. Kazakhstan supplied 28% and Australia 15%. U.S. suppliers and reactor owners and operators bought a total of 30 million pounds U3O8e from foreign sources in 2025. These are delivery and purchase figures, not measures of tariff exposure or a guarantee of future supply.

The 2024 Canadian figure measures uranium purchased by U.S. reactors; the 2025 EIA figure measures deliveries to reactor owners and operators. They describe different years and metrics, so they should not be read as a single continuous series.

How Canadian uranium becomes nuclear fuel

Uranium is not one uniform import product. Canada mines and mills uranium in Saskatchewan, producing uranium oxide concentrate, commonly called yellowcake. Some concentrate is exported. Some is further processed in Ontario: it is refined at Blind River into uranium trioxide, then converted at Port Hope into uranium hexafluoride (UF6) or uranium dioxide (UO2).

UF6 can be exported for enrichment and use in light-water reactor fuel, including in the United States. Because concentrate, converted material, and enriched uranium are different products and processing stages, a tariff determination must be made for the actual product and shipment—not inferred from the word “uranium” alone.

What the January 2026 U.S. action does—and does not do

On January 14, 2026, the U.S. president issued a proclamation on processed critical minerals and derivative products. The White House identified uranium as a critical mineral relevant to energy and nuclear fuel and directed negotiations with trading partners to address supply-chain vulnerabilities. The proclamation reserves the possibility of further import measures depending on the outcome of those negotiations.

That is a policy action and a direction to negotiate; it is not, by itself, evidence that a blanket tariff on Canadian uranium took effect. The sources available for this article do not establish a product-by-product U.S. tariff rate for Canadian natural uranium, UF6, or enriched uranium as of October 8, 2026.

How the tariff backdrop changed

The trade dispute has shifted over time, so older statements about tariff treatment cannot safely be applied to every later measure.

  1. May 2025: Cameco President and CEO Tim Gitzel said on the company’s first-quarter call that CUSMA-compliant energy products, including the company’s natural uranium, UF6, and enriched uranium products, were then exempt from the threatened U.S. energy tariffs. He described the situation at that time and warned that conditions could change. This company statement is not a current government ruling.
  2. August 22, 2025: Canada’s prime minister said CUSMA-compliant Canadian exports were not subject to U.S. IEEPA tariffs and announced that Canada would remove its tariffs on CUSMA-covered U.S. goods effective September 1, 2025.
  3. September 1, 2025: Canada removed counter-tariffs on most U.S. imports, while retaining measures on steel, aluminum, and automobiles, according to the Department of Finance Canada.
  4. January 14, 2026: The U.S. proclamation on processed critical minerals, including uranium, directed negotiations and reserved possible future import measures.
  5. August–September 2026: A September 23 Canada Gazette order records U.S. Section 338 tariffs implemented August 22, 2026, on $27.6 billion in Canadian goods, and Canada’s response with new countermeasures. The described Canadian counter-tariff categories include dairy, appliances, agricultural equipment, pulp and paper, and electronics; the order’s described categories do not name uranium.

Canada’s countermeasures and U.S. import measures are not interchangeable: a Canadian tariff on a U.S. good does not establish the U.S. tariff treatment of a Canadian uranium shipment. Nor does the inclusion of uranium in the January proclamation establish that uranium is among the categories affected by the later U.S. Section 338 tariffs.

What determines the tariff treatment of a particular shipment?

A defensible rate answer requires more than checking whether a shipment is Canadian or uranium-bearing. The relevant details include:

  • Product classification: Natural uranium concentrate, UF6, UO2, and enriched uranium are not automatically covered by the same tariff line or measure.
  • Origin and compliance: CUSMA origin rules and compliance matter where a measure provides different treatment for qualifying goods. “Canadian” in a commercial description alone does not establish eligibility.
  • The measure and its effective date: A proposal, a negotiation directive, a company’s interpretation of a threatened tariff, and an implemented customs measure are different things.
  • Current customs instructions: The product’s Harmonized Tariff Schedule classification and applicable customs guidance must be checked for the shipment and date in question.

The reviewed sources do not provide a complete product-by-product rate determination for October 8, 2026. Anyone making a commercial or legal decision about a shipment should verify its current HTS classification and customs instructions rather than rely on the general policy timeline or a dated corporate statement.

What this means for nuclear-fuel supply and financial exposure

The figures show that Canadian uranium is a significant input to U.S. reactor supply, while the processing description shows that material can cross borders at more than one stage of the fuel chain. That combination makes trade policy relevant to supply-chain planning. It does not establish that a tariff has reduced deliveries, raised uranium prices, or changed the finances of any particular company.

For investors and other readers assessing exposure, separate the questions: which product a company mines, converts, or sells; where it is processed; whether the shipment qualifies under the applicable origin rules; and whether an announced measure is actually in force for that product. A broad label such as “uranium tariff” can conceal important distinctions between policy risk and a tariff owed on a specific import.
