Neither UPI nor cards are universally cheaper or faster for every small business in India. UPI merchant charges depend on transaction value and merchant classification under the Ministry of Finance’s 15 September 2026 announcement; card fees depend on the merchant’s acquiring contract and the card and channel used. For both, a successful payment confirmation is not the same as a deposit into the business’s account. Compare your own transaction mix, provider charges, payout schedule and refund terms.
What fees can a small business expect?
The Ministry of Finance’s 15 September 2026 announcement describes a conditional UPI MDR framework. MDR, or Merchant Discount Rate, is a merchant-side payment-processing charge, not a customer fee. The Ministry stated: “MDR is a charge within the merchant payment ecosystem. It is not a charge on customers making UPI payments.” It also said banks should ensure merchants do not pass UPI MDR to customers, and that UPI app providers may not impose platform fees or hidden charges under the described framework.

P2M means person-to-merchant; P2PM refers to the small-merchant category described in the announcement. Ask your acquiring provider to confirm how it classifies your business and which UPI transactions qualify. The Ministry estimates that 96% of merchant transactions will remain unaffected and that MDR will apply to about 4% of merchant transactions. These are the Ministry’s estimates for merchant transactions overall, not a forecast of any individual business’s sales or fees.
Why card quotes need more detail than one percentage
RBI defines MDR as the merchant rate charged for processing debit and credit card transactions and has directed that card MDR be unbundled by card category in its regulatory materials. A rate quoted for one debit-card type is not necessarily the total cost of accepting credit, prepaid, domestic or international cards, or of taking payments online instead of in person. Ask for a current, itemized acquiring schedule that identifies each card category and channel, plus fixed or recurring charges, taxes, minimums, refund handling and chargeback costs.

RBI’s Payment Systems in India report described a policy effective 1 January 2020 under which MDR was not to be collected for UPI and RuPay debit-card transactions. That historical description should not be treated as a universal current price for all UPI payments or cards: read it alongside the Ministry’s later, dated 2026 UPI announcement and your provider’s current terms. A RuPay credit card linked to UPI is not the same as a bank-account UPI payment; the information cited here does not establish its current merchant fee schedule.
Does a successful payment mean the money is already in the business account?
No. Payment confirmation and merchant payout are separate events. A payment aggregator can facilitate acceptance, collect funds and transfer them to the merchant after a time lag. RBI’s payment-aggregator materials do not establish one universal current payout time for UPI versus cards. The schedule depends on the acceptance arrangement and the provider agreement, including where a merchant accepts directly through an acquiring bank or through an aggregator.

Read the agreement and settlement report for the actual timing and net amount. Check the cutoff time, treatment of weekends and bank holidays, any reserve or hold, settlement fees, and how deductions are itemized. Do not infer the payout date from how quickly a payment notification arrives.
How do ordinary refunds differ from failed-payment reversals?
A failed-transaction reversal concerns a payment debited but not completed in specified circumstances. It is different from a merchant refund after a successful sale, return or cancellation.

RBI deadlines for specified failed transactions
RBI’s 20 September 2019 notification sets these auto-reversal timelines for the listed cases. T is the transaction date used in the notification’s timeline:
- UPI transfer: If the sender’s account is debited but the beneficiary is not credited, reversal is due by T+1.
- UPI merchant payment: If the account is debited but the merchant does not receive confirmation at the merchant location, reversal is due within T+5.
- Card-present POS payment: If the account is debited but confirmation or a charge slip is not received, reversal is due within T+5.
The notification provides compensation of ₹100 per day for delays beyond the applicable deadline. These timelines apply to the specified failed-payment situations, not to every payment complaint or ordinary refund. The notification is dated 2019; check for later amendments before relying on it for a legal or operational decision.

Refunds after a completed sale
For an ordinary return or cancellation, the merchant and provider’s workflow and terms govern how the refund is initiated and handled. RBI’s payment-aggregator materials call for merchant terms to state return and refund timelines and for participant agreements to allocate responsibility for refunds, failed transactions, complaints and disputes. The sources cited here do not establish one universal number of days for a completed-sale refund to appear in a cardholder’s account. Publish a clear refund policy and check how your provider handles the refund and any related dispute.

Compare the business’s actual sales and costs rather than relying on a blanket claim that one method is free or cheaper. The Ministry’s UPI treatment makes merchant classification, transaction amount and monthly QR receipts relevant; card cost depends on the applicable card category, channel and acquiring schedule.

- Effective cost: Use transaction records and the provider’s itemized terms to include MDR, fixed charges, taxes, minimums and any refund or dispute costs.
- Acceptance channel: Compare direct QR acceptance, a physical POS terminal for in-person card payments and an online checkout through an aggregator. For a terminal, confirm compatibility and whether the provider charges a rental, purchase or transaction fee.
- Payout and reconciliation: Compare when net funds become available, the detail in settlement reports, transaction references and the effort needed to match payments to sales and bookkeeping.
- Refunds and disputes: Establish who initiates each process, what evidence is required, how customers are updated and how the agreement handles card chargebacks.
- Customer payment preferences: Consider which methods your customers can and want to use in your shop or online. This is an operational factor; the official materials cited here do not quantify customer preference.
A small shop that qualifies for the P2PM QR treatment and receives many modest QR payments can have a different UPI cost profile from a business with larger transactions or a paid online gateway. That follows from the announced thresholds and the role of payment intermediaries; it is not a claim about any particular merchant’s costs. Calculate your own effective cost from sales records and the provider contract.
