For everyday bank-to-bank transfers and QR payments, UPI is often the simplest option when the recipient or shop accepts it. A card may be a better fit when you want card-based credit or issuer rewards, or checkout requires one; a mobile wallet suits a prepaid balance or a service tied to a particular provider. The right choice depends on what funds the payment, where it is accepted, the terms and fees that apply, and the protections available if something goes wrong. The comparisons below reflect India’s rules and announcements as of October 4, 2026.
Is UPI free for customers? Will I be charged extra for paying by UPI?
According to the Department of Financial Services (DFS), Ministry of Finance, FAQ dated September 15, 2026, individual consumers will not pay UPI transaction or platform fees. That statement concerns the consumer charge for UPI; it does not mean every payment route inside a UPI app has identical terms. A credit-linked payment, wallet balance, or separate checkout convenience fee may be governed by different terms, so check the funding source and any charge shown before confirming.

Who pays UPI MDR: the customer or the merchant?
The announced UPI merchant discount rate (MDR) is a merchant cost, not a fee the DFS FAQ says will be passed to consumers. The FAQ schedules a 0.4% MDR for eligible direct account-to-merchant UPI payments above ₹2,000, capped at ₹300 for payments of ₹75,000 or more, starting October 15, 2026. That start date is in the future as of October 4, 2026, so the schedule should not be described as already in force. The FAQ also says small merchants categorized as P2PM and receiving up to ₹1 lakh per month through QR remain at zero MDR. Coverage depends on the transaction and merchant category; verify the applicable arrangement after the effective date.

This is the Ministry’s stated figure, not an independently confirmed current NPCI time series. For context, an RBI payment-system report describes the prior policy from January 1, 2020, under which MDR was not collected for UPI and RuPay debit-card transactions. That historical statement predates the scheduled October 2026 change.

Can a merchant charge me extra for a debit card?
RBI guidance says payment aggregators must ensure merchants do not pass debit-card MDR on to customers or charge them separately in lieu of MDR. A distinct convenience fee is a separate matter: RBI guidance requires such a fee to be disclosed before payment. Read the checkout total before authorizing the transaction.
What do card and wallet fees depend on?
There is no single consumer-fee total that can be applied to every card or wallet. The RBI FAQ database says RBI has not issued instructions on charges for credit-card transactions; check the card issuer’s terms and the merchant’s checkout for the applicable charges. Compare any card annual or joining fee, interest and repayment terms, and reward exclusions in the issuer’s own terms rather than assuming a reward offsets a cost.

For wallets, RBI’s prepaid payment instrument (PPI) directions require issuers to disclose charges and fee structures. Loading methods, balance limits, transfer or withdrawal rights, and fees depend on the wallet type and issuer. Check those terms before loading money.
What is the difference between a UPI app and a mobile wallet?
UPI is an interoperable payment system; a mobile wallet is a prepaid payment instrument that holds a stored balance. They are not interchangeable labels. A UPI app can offer multiple ways to fund a transaction, so the app’s name alone does not tell you whether the money will come from a linked bank account, a wallet balance, or a credit product.
Rank #3
- Bank-account UPI: A payment is authorized through the UPI flow and draws on a linked bank account. Confirm the recipient and amount on the payment screen.
- Credit linked to UPI: A credit product is a distinct funding route, with its own eligibility, repayment, fees, and terms. Do not assume rules for direct bank-account-to-merchant UPI automatically apply to it.
- Wallet/PPI: The payment uses prepaid value held with an issuer. The wallet issuer’s terms govern loading, permitted transfers, limits, and charges. RBI requires interoperability for full-KYC wallets under stated conditions, but that does not make every wallet balance equivalent to a bank account or UPI.
- Card: A debit card draws on a deposit account; a credit card uses an issuer’s credit line and must be repaid under the card agreement. Card acceptance and issuer terms differ from UPI’s payment flow.
Before paying, look for the displayed funding source and the resulting account, wallet, or card record. That is especially important when one app presents several payment methods under a single interface.
Is UPI safer than a credit card?
There is no universally safest method. Each uses different controls, and none eliminates scams, compromised devices, or transactions a user is tricked into approving. The security comparison is about what information or authorization is involved and how promptly you can respond—not a guarantee of reimbursement or a particular dispute outcome.

UPI: protect the authorization
NPCI’s UPI FAQ describes the UPI PIN as part of the payment authorization flow. Enter it only when you intend to authorize a payment; you do not need to enter a PIN to receive money. Check the displayed recipient name and amount before approving, and never share your PIN or one-time code. The Press Information Bureau’s 2025 UPI explainer calls the feature “Single Click 2FA, Strong, seamless two-factor authentication”; that is a description of the design, not a promise that every interaction is risk-free.

Cards: understand tokenisation
RBI permits card tokenisation, which substitutes an alternate token tied to the card, token requestor, and device for the actual card details. RBI says tokenisation is optional, requires explicit customer consent and an additional authentication factor, and does not cost the customer. In a tokenised transaction, actual card details are not shared with the merchant during processing. This can limit exposure of stored card credentials, but it does not prevent a customer from being deceived into authorizing a fraudulent purchase.

Wallets: issuer controls and customer recourse
RBI’s PPI directions require two-factor authentication for wallet debits, with specified exceptions for mass-transit and gift PPIs. They also require transaction alerts, fee disclosure, and complaint and liability provisions. Issuers must disclose grievance routes; an RBI Ombudsman route may apply under the relevant rules. These controls do not make every wallet safer than every card or UPI account: device security, issuer implementation, and how the customer handles credentials matter.
Offline payments: limits and trade-offs
RBI’s offline framework permits some small-value proximity payments using cards, wallets, and mobile devices, with explicit customer consent. Its stated limits are ₹500 per offline transaction and ₹2,000 total on an instrument at a point in time. UPI Lite has enhanced limits under the framework: ₹1,000 per transaction and ₹5,000 total. Offline payments may be available without an additional authentication factor. Enable the feature only if you understand its limits and the possibility that an alert may not arrive immediately.

| Situation | Option to consider | What to check |
|---|---|---|
| Sending money to a friend or between linked accounts | UPI | Recipient details, bank or app limits, funding source, and where to raise a complaint. |
| Paying a local shop by QR | UPI, where accepted | Payee name and amount on the approval screen. |
| Online purchase where a card is accepted | Card or UPI | Checkout acceptance, displayed charges, and the provider’s refund or dispute process. |
| Wanting credit or card-linked rewards | Credit card | Interest, repayment date, annual or joining fees, reward exclusions, and merchant acceptance. |
| Using a prepaid or issuer-specific service | Mobile wallet/PPI | Loading and transfer rules, balance limits, fees, authentication, and issuer complaint route. |
| Making a small in-person payment with limited connectivity | An eligible offline instrument | Whether offline mode is explicitly enabled, applicable limits, and how alerts or replenishment work. |
Acceptance can decide the issue before fees or rewards do: a merchant may support one route but not another. For credit-card rewards, judge the value against the actual issuer terms and your repayment plan; a reward is not a reason to carry a balance without accounting for interest. For any method, use the provider’s current terms and the amount displayed at checkout rather than relying on a general fee estimate.

Contact the relevant bank, card issuer, or wallet issuer promptly through its official channel. Lock or freeze the credential where the provider offers that option, preserve transaction details and alerts, and follow the provider’s complaint process. For a wallet, consult the issuer’s disclosed grievance route and applicable RBI recourse. The reviewed rules do not establish one dispute outcome that applies to every payment method or circumstance.
