The cost question is mainly on the merchant side. From 15 October 2026, the Ministry of Finance has scheduled a 0.4% merchant discount rate (MDR) on select person-to-merchant (P2M) payments above ₹2,000, subject to a ₹300 cap for payments of ₹75,000 or more. Qualifying small P2PM merchants remain at zero MDR, while specified sectors have different rates. The rates below were announced before their scheduled start date, so an actual settlement statement should be checked against later official implementation notices.
What UPI MDR is—and when the announced rules start
Merchant discount rate (MDR) is the fee charged within the payment ecosystem when a merchant accepts a digital payment. It is normally settled among the acquiring bank, payment service providers and other participants rather than billed as a separate government tax. The Ministry of Finance’s 15 September 2026 explanation states: “MDR is neither a tax nor a charge collected by the Government or NPCI.”

The finalized select-UPI P2M framework is scheduled to take effect on 15 October 2026. The information available on 13 October described announced rates, not proof that every bank or payment provider had already applied them. Merchants should therefore use the framework for planning, then reconcile the first post-effective-date settlements with their acquiring agreement and any subsequent official notices.

No. The Ministry’s FAQ says ordinary consumers will not pay a UPI transaction charge. Its policy explanation also says, “No transaction fee, platform fee or other charge may be imposed on individuals for sending or receiving money through UPI.” That covers payments between people and the customer side of merchant payments.

Person-to-person transfers stay free
P2P means sending money to a friend, family member or another personal contact. The FAQ says sending or receiving money through P2P remains free regardless of the amount. A bank’s daily transfer limit, a fraud-control hold or a failed transaction is not an MDR invoice; it is a separate account or risk-management matter.
MDR is not a customer surcharge
MDR is a merchant-side ecosystem cost. A merchant’s settlement may be reduced by the applicable amount, but the announced policy does not authorize an app or provider to add a UPI platform fee to the individual’s payment. If a checkout screen shows a separate UPI surcharge, preserve the receipt and ask the merchant and the payment provider which rule or contract supposedly permits it; the government’s policy statement says individuals may not be charged for sending or receiving UPI money.
How the standard merchant rate works
For an eligible ordinary P2M transaction, the announced standard MDR is 0.4% of the payment amount when the payment is above ₹2,000. Payments of ₹75,000 or more are subject to a ₹300 maximum under this standard category. The calculation is a merchant-side deduction, not an amount added to the customer’s bill.
| Payment amount | Rate or cap | Illustrative MDR | Merchant settlement before other adjustments |
|---|---|---|---|
| ₹2,000 or less | The announced ordinary formula applies above ₹2,000; treatment can depend on classification | Not stated by the FAQ’s standard example | Check the merchant’s category and written schedule |
| ₹3,000 | 0.4% | ₹12 | ₹2,988 |
| ₹50,000 | 0.4% | ₹200 | ₹49,800 |
| ₹1,00,000 | 0.4% calculation would be ₹400, but the cap applies | ₹300 | ₹99,700 |
The ₹3,000, ₹50,000 and ₹1,00,000 examples are the Ministry’s own illustrations. They show why the cap matters: once the percentage calculation reaches ₹300, the merchant does not pay more under this standard category for that transaction. The table does not include any separate account, settlement, rental or reconciliation charge that a provider might specify in a contract; those items are not established by the government’s MDR announcement.

Do small local vendors pay MDR?
Qualifying P2PM (person-to-person merchant) businesses receiving up to ₹1 lakh per month through UPI QR codes are described in the FAQ as remaining at zero MDR. This is a monthly-receipts and classification test, not a promise that every small-looking shop automatically qualifies.
What if one payment is above ₹2,000?
An individual payment above ₹2,000 does not by itself create MDR for a merchant that continues to meet the exempt P2PM classification. For example, a qualifying vendor could receive a ₹3,500 QR payment without the ordinary 0.4% being triggered solely because that one payment crossed ₹2,000. The vendor still needs to remain within the stated monthly QR-receipt limit and the provider’s P2PM classification rules.
How a small merchant should verify eligibility
- Ask the acquiring bank or payment provider to identify the merchant’s current category in writing, including whether it is classified as P2PM.
- Track total UPI QR receipts for each calendar or provider-defined month and retain the settlement reports used for that calculation.
- Check whether the provider changes the classification when monthly receipts exceed ₹1 lakh, and from which settlement date any new rate would apply.
- Compare the resulting deduction with the stated MDR line in the settlement report rather than inferring a charge from the customer’s invoice.
The FAQ does not establish a universal provider ranking, a single reporting format or every borderline case. A merchant whose receipts fluctuate around ₹1 lakh should obtain the classification and effective-date rule before budgeting for a percentage fee.

Which sectors have special MDR rates?
The Ministry’s 15 September release lists rates that differ from the ordinary 0.4% category. They apply to the specified transaction types, not automatically to every business that happens to sell a related product.

| Sector or payment type named by the Ministry | Announced MDR condition | Example calculation |
|---|---|---|
| Railways, telecommunications, insurance, fuel and agricultural inputs | Flat ₹5 on a transaction above ₹2,000 | A qualifying ₹10,000 payment produces ₹5 MDR, subject to the category rules |
| Capital-market payments, including mutual funds, securities, stockbrokers and dealers | 0.02%, capped at ₹300 | ₹50,000 at 0.02% is ₹10; the cap limits larger percentage results to ₹300 |
These are announced category treatments. A fuel station, telecom operator or investment intermediary should confirm that its merchant identifier and payment purpose are mapped to the listed category. If the settlement report shows the ordinary rate instead, the merchant should request a classification review rather than assuming the sector label alone controls the result.
Can an enterprise merchant pass MDR to the buyer?
The customer-facing rule is clear that individuals may not be charged a UPI transaction, platform or other fee for sending or receiving money. Therefore a merchant should not simply add an “UPI MDR” line to a consumer’s bill as though MDR were a government tax. The Ministry’s statement does not provide a general permission for a customer surcharge.
For a particular business model, the merchant’s acquiring contract, consumer-protection obligations and applicable sector rules still matter. Before changing prices, an enterprise should ask its provider whether the contract permits any differential pricing and how it must be displayed. The safe operational assumption is that the merchant absorbs the ecosystem MDR unless a lawful, clearly disclosed pricing arrangement has been confirmed; a payment app cannot unilaterally convert MDR into a customer platform fee.

- Identify the transaction type. Mark the payment P2P, ordinary P2M, P2PM, or one of the listed special sectors. P2P is not an MDR transaction.
- Check the merchant classification. Confirm the P2PM exemption or the special-sector mapping in the provider’s written schedule.
- Apply the amount rule. For the ordinary category, calculate 0.4% only for a payment above ₹2,000 and apply the ₹300 maximum at ₹75,000 or more. For a listed essential sector, use the stated ₹5 flat amount above ₹2,000; for a listed capital-market payment, use 0.02% with the ₹300 cap.
- Compare gross and net settlement. Subtract the expected MDR from the gross transaction value and then identify any separate line items, such as equipment rental or account services, rather than combining them with MDR.
- Escalate discrepancies. Keep the transaction ID, QR identifier, date, gross amount and settlement statement. Ask the acquirer which category and effective date were used, and request a corrected settlement if the written schedule and deduction disagree.
No government source in the current announcement sets a universal provider fee beyond these MDR categories. A provider’s written schedule remains necessary for settlement timing, refunds, chargebacks and optional services.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Do payment limits indicate when a fee applies?
No. The Press Information Bureau says daily bank and NPCI transaction limits are security and risk-management safeguards, not charge thresholds. A bank may decline or hold a payment because of a limit even though the customer owes no UPI fee. Conversely, crossing ₹2,000 is relevant to the announced MDR formula only for an eligible merchant transaction; it does not make a P2P transfer chargeable.
Do merchants need a new QR code or soundbox?
No replacement is required solely because of this framework. The FAQ says existing small-merchant UPI QR stands and soundboxes do not need to be replaced or altered. A QR display stand is an optional acceptance accessory, not a prerequisite for the zero-MDR P2PM classification or for understanding the policy.
Hardware can still have an ordinary commercial cost. A merchant considering a new stand or soundbox should compare the provider’s rental, purchase, maintenance and settlement terms separately from MDR. The policy change itself is not a reason to discard functioning equipment.

Why older articles describe a different UPI fee system
Search results may still describe a universal zero-MDR regime or an earlier proposed rate. The policy history explains the conflict:
- An 18 August 2025 Lok Sabha answer said an NPCI circular had permitted acquiring banks to charge 0.30% MDR, while statutory and CBDT provisions prescribed no charges for UPI and RuPay debit-card transactions under the then-applicable framework.
- The same answer reported approximately ₹8,730 crore of government incentive support across financial years 2021–22 through 2024–25.
- A 19 March 2025 Prime Minister’s Office release described a low-value BHIM-UPI P2M incentive scheme for 1 April 2024 to 31 March 2025, with an estimated ₹1,500 crore outlay. That was a past scheme, not a FY 2026–27 customer fee or merchant guarantee.
- An 8 August 2026 PIB release described an enabling legislative change and said the NPCI-headed UPI and Services Steering Committee would decide on MDR if introduced. The later 15 September FAQ supplies the finalized categories and the 15 October 2026 scheduled start.
When reading a fee article, check its publication date and whether it is discussing an incentive scheme, a proposal or the finalized 2026 framework.
How widespread is the announced change?
The Ministry’s FAQ records 2,451 crore UPI transactions worth ₹29.9 lakh crore in August 2026. Its analysis estimates that approximately 96% of P2M transactions will be unaffected and that MDR will apply to about 4% of merchant transactions. These are government estimates, not an independent audit, and they do not predict the rate that a particular merchant will receive. Classification, amount and sector remain decisive.

Consumer checklist
- Use UPI for P2P transfers without expecting an MDR or platform fee.
- Do not treat a bank’s daily transaction ceiling as a fee threshold.
- Review the final amount before approving a merchant payment; the announced policy does not authorize a separate UPI charge to individuals.
- Save receipts when a merchant displays a surcharge and ask for the legal or contractual basis.
- Remember the 15 October 2026 date: announcements made before implementation may not describe every provider’s first settlement cycle.
Merchant checklist
- Get your P2PM, ordinary P2M or special-sector classification in writing.
- Measure monthly QR receipts against the ₹1 lakh P2PM threshold.
- Model ordinary MDR at 0.4% above ₹2,000, with the ₹300 cap from ₹75,000 upward.
- Use ₹5 for an eligible listed essential-sector transaction above ₹2,000, or 0.02% capped at ₹300 for an eligible listed capital-market payment.
- Keep gross, MDR and other provider charges as separate ledger lines.
- Do not replace a functioning QR stand or soundbox merely because the framework changed.
- Reconcile the first settlements after 15 October 2026 and dispute a mismatch with the transaction ID and category evidence.
