UPI is shared payment infrastructure that lets people make instant, bank-linked payments through participating apps. Developed by the National Payments Corporation of India (NPCI), an RBI-regulated entity, it connects participating institutions through a common interface. Its growth has made digital payments a routine option for many kinds of transactions, but transaction totals alone do not prove how much cash use has fallen or how much merchants’ incomes have risen.
What is UPI and how does it work?
Unified Payments Interface (UPI) is a payment system, not a bank account, a particular app, or the digital rupee. In NPCI’s definition, it is an instant payment system developed by NPCI, an RBI-regulated entity. A participating app provides the interface; UPI routes an account-linked payment between participating institutions.
People can make payments using identifiers such as a mobile number or a Virtual Payment Address (VPA), also commonly called a UPI ID. The participating app and institutions handle the payment flow and authorization. NPCI provides the shared system; it does not hold each user’s money. UPI should also not be confused with a stored-value wallet, although features such as UPI Lite use an on-device wallet arrangement.
Common uses
- Sending money to another person.
- Paying a merchant by scanning a QR code or using another supported payment option.
- Paying bills and making other recurring or one-time payments where supported.
NPCI’s August 2025 ecosystem category data reports substantial UPI transaction activity in grocery and supermarket purchases, fast food and restaurants, telecom services, fuel, pharmacies, bakeries, and games. These categories illustrate the range of everyday settings where UPI is used; they do not show that every payment replaced cash or that all merchants benefit equally.

How large is UPI in India?
NPCI’s monthly product statistics for August 2026 report 24,508.96 million UPI transactions, worth ₹29,82,355.95 crore, across 752 live banks. These are system-wide figures for that month, not a count of distinct users or accounts.
The scale reflects adoption of a shared payment rail, but volume is not the same as impact. The available figures do not establish how much UPI reduced cash use, expanded financial inclusion, increased small-business revenue, or improved household welfare. RBI separately reported that all digital payments grew 44.3% by volume and 16.4% by value in 2023–24; those growth rates are not UPI-only figures.

What do UPI app transaction figures show?
NPCI’s August 2025 app table listed these payer-app-attributed transaction volumes:
| App | Transactions reported for August 2025 |
|---|---|
| PhonePe | 9,152.54 million |
| Google Pay | 7,063.76 million |
| Paytm | 1,407.23 million |
These figures are a dated snapshot, not current market shares, unique-user totals, or proof of consumer preference. NPCI’s ecosystem statistics use payer-app logic: a financial transaction is attributed to the payer-side payment service provider (PSP). Some on-us transactions and activity involving cross-border connections or newer features may be handled separately or excluded from particular third-party-app market-share statistics. App totals therefore describe attribution under NPCI’s reporting method, not the entire picture of how many people use each service.

How has UPI changed payments in India?
UPI’s main structural change is that participating providers can connect through shared, interoperable infrastructure rather than requiring a separate payment system for each app or merchant. People can use different participating apps to make payments across participating institutions, while merchants can accept UPI through supported channels such as QR codes. That common reach helps explain why the system can serve both person-to-person transfers and everyday purchases.
RBI has characterized UPI as having transformed India’s digital-payments ecosystem, citing ease of use, safety and security, and real-time payments. That is the regulator’s assessment of the system; it is not independent proof of every broader social or economic effect sometimes attributed to UPI. Transaction growth and wider use demonstrate scale, not by themselves a causal reduction in cash or an increase in merchant income.

Which newer UPI options have been added?
RBI annual-report material describes several additions to the ecosystem. Their existence does not mean that every feature is available with every app, bank, payment type, or in every location; current eligibility and limits depend on the applicable provider and rules.
- UPI Lite: an on-device wallet option intended to support certain UPI payments.
- UPI123Pay: an initiative designed to extend UPI access to feature phones. Exact eligibility, participating institutions, and steps can vary; check current information from the bank or provider before relying on it.
- RuPay credit cards linked to UPI: a way to use eligible linked cards for supported UPI payments.
- Mandates: arrangements that can allow a single block of funds followed by multiple debits, where supported.
- Selected cross-border connections: RBI annual-report material records UPI connections between India and Mauritius and between India and Sri Lanka. This does not mean that UPI works internationally for every user, bank, or transaction.
Is UPI safe to use?
UPI enables real-time payments, so users should treat authorization and recipient details carefully. No payment method removes the risk of mistakes, scams, compromised credentials, or unauthorized access. Use the official app and bank support channels, and do not share payment credentials or approve a transaction you did not intend to make.

If a transaction appears unauthorized
Contact your bank immediately and keep the complaint reference and relevant transaction details. RBI’s customer-protection guidance for unauthorized electronic banking transactions makes liability depend on the cause and how quickly the customer reports it. For a qualifying third-party breach where neither the bank nor customer is at fault, reporting within three working days of receiving transaction communication can mean zero customer liability; a report after four to seven working days can result in capped liability. If a customer shared payment credentials, the customer bears the loss up to the time the issue is reported, with the bank responsible for losses after that report. These rules concern unauthorized electronic banking transactions generally; the outcome for an individual case depends on the facts, product, institution, and applicable process.
What should I do if a UPI payment fails or goes to the wrong person?
A declined or pending transfer is not the same as fraud. Check the transaction status in the app, then use its complaint route or your bank’s official support channel if the status is unclear or the issue remains unresolved. NPCI’s BHIM information describes complaint reporting for declined transactions. Keep the transaction details and any complaint reference. If you sent money to the wrong recipient, contact your bank promptly through official channels; do not assume that a completed payment can be reversed automatically or that a stranger can reverse it for you.
Is UPI free?
RBI’s reported rule is that merchant discount rate (MDR) is not to be collected on UPI and RuPay debit-card transactions from January 1, 2020. MDR is a specific merchant charge, so that rule does not establish that every related service, account, wallet, premium feature, or payment type is always free. Check current bank, app, and provider terms for any other charges that may apply.
